Advocacy Coordinator (JIF)

NRC operates in Jordan since 2012 delivering services to refugees living in host communities and camps as well as vulnerable Jordanians. The organization provides assistance across NRC’s five core competencies: Education; Youth; Shelter & Wash; ICLA; and Livelihoods in central and northern Jordan. NRC is an active advocate for refugee rights and actively works to provide data driven and field based information to inform policy and operational decisions across the humanitarian response and the durable solution spectrum. NRC Jordan is an active member of key coordination bodies in Jordan and regionally through its collaboration with the NRC Syria Office and NRC regional office based in Amman.

The Jordan INGO Forum (JIF) was established in 2012 and currently brings together 64 international organizations working in Jordan. The JIF exists primarily to serve the needs of its members to enable them to help people in need and improve the lives of vulnerable populations in Jordan. JIF’s main objectives include information sharing/ communication; coordination; policy development and advocacy; and external representation of the INGO community.

We are looking for an Advocay Coordinator to support the work of the JIF Advocacy group including initiatives on Jordan and work in close coordination with the JIF coordinator, the JIF steering committee to develop policy analysis, recommendations and advocacy activities. Further responsibilities include:

Duties and responsibilities

  • Produce, edit and policy review of JIF materials and information.
  • Represent JIF at advocacy coordination forums.
  • Prepare and regularly update analysis, updates, key messages, talking points and briefing materials by gaining a wide familiarity with policy debates in Jordan relevant to the JIF.
  • Liaise and collaborate with relevant stakeholders and represent JIF in relevant forums/cluster/working groups.
  • Coordinating internal and external communications.
  • Develop and implement a JIF advocacy work plan in collaboration with the AWG, JIF Country Directors and the Steering Committee. Lead advocacy efforts called for by JIF members/Steering Committee and ensure policy positions are grounded in reality.
  • Produce high quality and persuasive advocacy content on relevant policy developments, such as briefing notes, fact sheets, talking points, research papers and articles. Ensure that JIF advocacy actions and products present a balanced view and support the needs/rights of vulnerable people in Jordan.
  • Chair and strengthen the JIF Advocacy Working Group (AWG) and provide support to JIF members to strengthen their advocacy capacity and improve the quality of prioritized advocacy initiatives both aimed at national and international targets.
  • Build a network with advocacy and other relevant staff in external agencies (GoJ, Donors, other NGO coordination fora and UN bodies) to strengthen advocacy efforts related to Jordan and southern Syria.
  • Develop and ensure adequate dissemination of JIF publications, in collaboration with members and relevant NGO fora. Supports information sharing and updates both internally to/among members and externally to the wider humanitarian community.
  • Work with JIF members to develop, implement and manage project specific communications plans.
  • Write and lead the JIF newsletter, report and all other communication tools that might be developed
  • Provide analysis on the humanitarian situation and emerging trends in Jordan and the region to members and external stakeholders (donors, researchers, consultants etc.).
  • Collect, analyze and share information relevant to members and external stakeholders, with the goal of influencing policies and promoting JIF positions.
  • -Prepare and plan in coordination with JIF coordinator and steering committee key decisions making fora on behalf of the JIF, such as the Humanitarian Partner Forum, the Humanitarian Development Partner Group, and their relevant sub-task team.
  • Actively participate in technical sectoral working group according to JIF advocacy priorities.
  • Support the maintenance of JIF and other relevant working groups by providing technical input and guidance when needed.
  • Perform other duties as requested by the JIF Coordinator and the Steering Committee.

Qualifications

  • At least 5 years of experience, including at least 2 years in a conflict or post-conflict or protracted displacement setting with an INGO/UN.
  • Relevant work experience in policy analysis, advocacy strategic planning, communications, research, data gathering and/or information management.
  • Demonstrated capacity to develop and implement advocacy strategies with clear theories of change, particularly related to protection issues and operational space.
  • Familiarity with humanitarian principles and response architecture (such as UN-led coordination mechanisms).
  • Knowledge of the Jordan context or previous experience working in Jordan or the Middle East desirable.
  • Strong communication, inter-personal, facilitation and diplomatic skills.
  • Fluency in English, both written and verbal, with strong writing and editing skills. Knowledge of Arabic is a plus.
  • Excellent computer skills. Experience with web design or maintenance, and/or with graphic design or layout an advantage.
  • Master’s degree in Political Science, International Law or related field.
  • Experience from working in an advocacy project implementation position in a humanitarian/recovery context
  • Ability to produce high-quality documents, materials and other communications in English;
  • Ability to facilitate meetings and trainings;
  • Legal background, including knowledge of legal developments and trends in Palestine and Israel, is desirable; and political context in Palestine/
  • Knowledge of Arabic is an asset.

  • Contract period: 12 months
  • Salary/benefits: According to NRC’s salary scale and terms and conditions
  • Duty station: Amman, willing to travel approximately 15 % within Jordan
