About the job

Under the supervision of the Technical Unit Coordinator, the Risk Education & CIS Technical Coordinator will be responsible to provide adequate and timely technical planning and support to field teams on: mines, explosive ordnance, improvised explosive devices, small arms & light weapons – Risk Education and lead the development of new and innovative methods and tools.

Hierarchical & Functional links:

Line-managed by the Technical Unit Coordinator, the incumbent will work in close collaboration with other specialists including but, not limited to the following Technical Coordinators the mission: Physical Rehabilitation, MHPSS, Inclusion, Inclusive/Emergency Livelihood, Prostheses & Orthosis as well as Technical Advisors in the field. S/he will conduct his/her actions in line with the Armed Violence Reduction and Prevention Sector as defined by HI AVR Technical Unit. Based in Amman, with frequent travels to other operational hubs, within the Technical Unit and with the support of HQ Technical Advisors and other specialists, Risk Education & CIS Technical Coordinator is the technical reference in the mission for Armed Violence Reduction and Prevention activities especially humanitarian mine action.

JOB CONDITIONS

§ Travel: This is a mobile position, Employee should expect to spend at least 30% of the working time outside of Jordan in the areas of Operations.

Duties and Responsibilities

Responsibility1: Contributing to the overall strategic planning for HI’s mission and lead the definition of Mine Action/ Risk Education technical strategy.

Aim: Mine Action/Risk Education objectives are clearly defined and reflected in HI strategic plan and commensurate resources allocated to pursue the strategy.

Activities:

· Contributing in the review of MA/RE strategy and plans taking into consideration prevailing contextual conditions (political, cultural & socio –economic contexts ) of each hub;

· Developing, initiating new RE activities in the mission e.g Child Friendly Activities and new methods of indirect session;

· Implementing community based Risk Education strategy such as Training of Trainers to enhance sustainability of RE;

· Contributing to the recruitment, induction and coaching of RE and CIS related staff;

· Providing inputs in proposal development;

· Giving RE/ MA related inputs to Policy and Advocacy teams to highlight core advocacy concerns within the Sector.

Responsibility 2: Providing regular technical guidance’s and support to HI’s RE field teams.

Aim: RE staff in all the hubs receive steady & timely technical guidance/support to ensure smooth planning and implementation of activities.

Activities:

· Performing frequent field visits for technical supervision and quality assurance;

· Organizing regular coordination meetings ( via Skype or face-to-face ) with field staff for activities updates and on-spot assistance;

· Supporting implementation of RE ToT in the field through practically facilitating some of the training, drafting and reviewing training materials &curriculum ;

Responsibility 3: Leading the development and updating of technical guidelines

Aim: RE/CIS policies and technical guidelines/standards are up-to-date, incorporating latest development/trends in context in HI areas of operations.

Activities:

· Steering the review of existing Risk Education (RE)/ CIS materials and tools to suit prevailing contexts in the hubs;

· Developing new RE initiatives, including design of methods and materials ;

· Reviewing RE/CIS SOPs, Activity Factsheets, ToT SOPs and training manuals according to International Mine Action Standards ( IMAS) and HI’s AVR/P guidelines.

Responsibility 4: Planning and coordination of RE/CIS

Aim: HI’s RE/CIS sector is well coordinated and its implementation planning is done in collaboration with other sectors within the organization to maximize impacts of interventions.

Activities:

· Developing RE/CIS annual action plan and ensuring synergies with other sectors (MEAL, health, livelihood, Rehab, PSS and Inclusion ) to harmonize implementation of activities & maximize results;

· Participating and contributing in Technical Unit planning, meetings and general mission coordination meetings;

· Contributing in Hub’s RE/CIS sector operation plans;

· Involving inclusion team in the development of RE tools/materials to make them inclusive;

· Collaborating with MEAL team in development of/ reviewing RE data collection and analysis tools.

Responsibility 5: RE Staff capacity development

Aim:** RE staff obtain, improve & retain the skills and knowledge required to competently do their jobs

Activities:

· Conducting staff capacity assessment at levels of Project Officers, Teams Leaders and RE trainers in all the Hubs in the mission and document best practices, gaps & propose solutions to the gaps;

· Developing staff capacity development plan in accordance to needs identified by the assessment to carry out technical support;

· Develop training relevant training curriculum, tools and train staff based on identified gaps

Responsibility 5: Monitoring and reporting

Aim:** RE activities are implemented as planned, outputs & deliverables are achieved in accordance with project objectives and all relevant reports are appropriately made.

Activities:

· Providing inputs to all AVR (RE, Mine Action etc,) related mission reporting needs;

· Regularly analyzing RE reports from the field and providing inputs or support where there are gaps;

· Regular monitoring implementation of RE activities through meetings/updates with field staff;

· Contributing to technical design of data collection tools and analysis of need assessments, KAP surveys, effect/impact studies, contamination impact surveys and other research efforts;

Responsibility 6: External representation

Aim:** HI is well represented in the Protection Cluster and Mine Action Sub-cluster as well as other relevant fora in the region.

Activities:

· Participating in and contributing to relevant mine action events in the mission (cluster & coordination meetings, workshops, training etc.);

· Contributing inputs on documents and request from the Mine Action Sub- Cluster.

About you

Education and experience:

Education

· University degree in social sciences, International Relations, Humanitarian Project Management, humanitarian and development studies

· EOD qualification/training in the field of Mine Action is an asset

Experience

Essential

· Experience as Risk Education Trainer

· At least 3 years of professional experience in the humanitarian sector

· At least 3 years of professional experience in humanitarian mine action or AVR

· Experience in supervision and training field staffs directly or by remotes;

· Previous relevant experience in RE or EOD in the military, police or other recognized organization,

· Experience in team management

· Experience in strategy development

· Experience in providing technical support and advice

· Experience in producing technical tools, guidance etc

· Solid work experience in Public Information (mass media campaign, in link with advocacy)

· Experience in behavior change

Desirable

· Previous experience with HI an asset

· Experience in Syria, Iraq and/or in other Middle Eastern countries an asset

· Experience in quality processes and quality control an asset

Professional & Personal skills:

· Strong communication skills

· Strong computer skills (use of MS Word, Excel, Outlook, internet navigation, PPTs and other relevant software)

· Strong internal and external coordination and representation skills

· Very good organizational and reporting skills

· Strong interpersonal and intercultural skills

· Managerial skills

· Ability to work under high pressure and complex emergency

· Self-motivated and an able to work independently with minimal supervision

· Problem solving and Conflict Resolution skills

· Leadership. Ability to lead and work within a team

· Ability to deal with rapidly changing context and plans

· Language: Fluent in Arabic and English, Kurdish is a plus

We offer

HI will offer a valid Contract until 30 June 2020, renewable dependent on both funding and performance. You must be willing and able to work in Area of Operation.

Starting Salary for this Position: 2443 JOD.
