ROLE PURPOSE

Plan International has been working in Jordan since 2016, collaborating with national and international partners to support the recovery and resilience of the Jordanian host population and Syrian refugees by providing Early Childhood Care and Development (ECCD), child protection, and women’s empowerment services. The project aims to effectively support parents and caregivers to be more responsive and empowered to nurture children in a safe, enabling environment where ECD services are integrated across service providers/ sectors through national priority. The project is funded by the Bernard van Leer Foundation (BVLF) and Plan Netherlands and will be co-implemented by Plan International Jordan, he Royal Health Awareness Society (RHAS), the National Council for Family Affairs (NCFA)) and Ideas42 and in partnership with the Ministry of Health (MoH).

The ECCD (Early Childhood Care and Development) technical coordinator will be responsible for providing daily support and leadership to the programme and its activities inside Mother and Child Centers (MCC) within the Ministry of Health, and work closely with all implementing partners to achieve programme objectives. In coordination with the Senior Project Manager, s/he will be responsible for ensuring that internal and external reports submitted in a timely manner and advise senior project staff on issues associated with progress in order to facilitate any necessary changes in programming.

DIMENSION OF THE ROLE

Communication:

Internal: the post-holder will directly supervise two field officers. S/he will report to the Senior Project Manager, coordinate with technical, and support teams to facilitate programme implementation.

External: The post-holder will work closely with all implementing partners and other programme stakeholders, and will maintain strong working relationships with the MoH. They will ensure that programme volunteers, community members, health workers are properly trained and involved in the implementation process, and have a clear understand of the scope of work. In addition, s/he must maintain strong coordination between the project and other organisations and government departments to avoid duplication of services, leverage comparative strengths and contribute to joint advocacy.

External representation: S/he actively participate in meetings/workshops/seminars/trainings at the local and national level as required by the programme.

Budget/Asset management: The post-holder will support the Senior Project Manager in managing the budget through tracking programme expenditure, developing forecasts, and managing programme procurement.

ACCOUNTABILITIES

Leadership& Coordination

· Oversee the development and implementation of a comprehensive ECCD interventions in the MOH’s MCCs to provide day-to-day operational support for implementing partners;

· Establish and maintain liaison/coordination/collaboration with implementing partners and stakeholders at the local and national levels;

· Conduct capacity building trainings on ECCD and parenting for implementing partner and the MOH staff working in the ECCD sector;

· Supervise the development of workshops, events and training sessions that will support, inspire, and provide necessary inputs to ensure quality ECCD and parenting amongst children in collaboration with partners;

· Ensure all support documents (means of verification) and general project documents are properly filled in and filed;

  • Establish and maintain appropriate working relationships with the government, institutions, partner organizations, local NGOs, etc. in the target areas;
  • Manage the technical and management aspects of the programme with all partners, ensuring that the activities are synergized, organized and managed optimally, while maintaining compliance with donor requirements and relevant guidelines;
  • Maintain coordination and communication between project team and partner staff for ensuring the quality of processes and outputs;
  • Assist the Senior Project Manager in preparing information and data for the learning approach by providing the required information, and following up with partners for their input;

· Support the research that will be conducted through Ideas.

TEAM Management and Implementation

  • Organize different project events such as training, meeting and workshop as per the programme work plan;
  • Organize monthly staff meetings with all staff members (Plan and partners) to review programme progress;
  • Visit programme sites to supervise and monitor ECCD/parenting and learning related activities in the affected communities;
  • Review programme documents and progress reports to ensure timely implementation of basic education and learning activities and update them if needed with the coordination with the partner and the senior project manager;
  • Monitor budget spending and maintain track of expenditures;
  • Support the monitoring and reporting of major ECCD/parenting and child protection concerns inside and around the MCC;
  • Ensure rigorous implementation of quality and accountability mechanisms;
  • Ability and willingness to dramatically change work practices and hours in the event of crisis or emergency.
  • Undertake all other duties that may determine by the line manager.

Human Resources and Administration

  • Do the staff supervision and guidance, hiring and capacity building according to the need.
  • Ensure staff travel record, individual accountability plan, performance appraisal and leave records properly;

Reporting & Evaluation

  • Support reporting and evaluation of ECCD programme output and outcome results achievement;
  • Keep all related project information in a way so that any information can be provided as per need of the management;
  • Prepare quarterly project achievement reports (narrative and formative) highlighting project’s learning and Challenges;

Child protection, gender equality and inclusion

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan

KEY RELATIONSHIPS

The post-holder will have high internal contact with the Senior Project Manager, field officers, and the technical team and medium contact with the operation and finance team. Moreover, the post holder will have high external contact with the project partners RHAS, NCFA, MOH, and Ideas 42 and medium contact with other stakeholders.

TECHNICAL EXPERTISE, SKILLS & KNOWLEDGE

Educational Qualifications and work experience

  • Minimum bachelors level educational qualification in ECCD, Education, social studies or any relevant subject to the ECCD sector;
  • 4 years of experience in the non-profit sector, preferably the ECCD sector;
  • INGO work experience is preferred.

Knowledge

  • Comprehensive understanding of the ECCD situation in Jordan, and its operating and regulatory environment;
  • General understanding of financial, administration and information management;
  • In-depth understanding of Child Protection.

Skills & Ability

  • Ability to effectively work with a variety of people and personalities (internal/external);
  • Fluent in English and Arabic;
  • Facilitation, negotiation and networking;
  • Persuasion and ability to influence;
  • Must be computer proficient (MS Office and outlook);
  • Demonstrates awareness and sensitivity to gender and diversity;
  • Has experience and the ability to work in diverse cultural contexts in a culturally appropriate manner.

Desirable

  • Good knowledge and understanding of DO NO HARM principles;
  • Previous experience in representing an organization at key external and internal events.

Physical Environment

The incumbent will based at Plan International Jordan offices in Amman with at least 50% local travel to projects to ensure technical and operational programmatic oversight,
