MISSION CONTEXT:

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe.

HI is managing a large humanitarian program from four different hubs (South, Centre, North and North-East), along four main pillars:

1. Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment
2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses
3. Prevention and Reduction of the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons)
4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods)

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

JOB DESCRIPTION:

Based in Amman and under the responsibility of the Technical Unit Coordinator (TUC) and in close collaboration with the HQ MHPSS Technical Referent, the Mental Health and Psychosocial Technical Coordinator (MHSPSS TechCo) is responsible for providing technical support to the mission’s MHPSS staff, especially the MHPSS Technical Advisors (TA) and other staff members as needed, guaranteeing the technical quality and ensuring coherence of the mental health and psychosocial activities.

The MHPSS TechCo will fill the following main roles:

• Provide program level technical support in the domain of mental health and psychosocial support and coordinate the provision of support throughout the three hubs of the mission
• Contribute to the development and oversee implementation of mental health and psychosocial support – strategies and plans within the four hubs and at the coordination level
• Build communication and technical coherence among the mission’s psychosocial support staff members

3. Technical development
4. Monitoring of the quality of MHPSS services
5. Communication/Coordination/Reporting

SPECIFICITIES:

This is a mobile position. Employee should expect to spend at least 30% of the working time outside of Jordan, with trips to Beirut (Lebanon), Erbil and Dohuk (northern Iraq) and some accessible parts of Syria.

PROFILE SOUGHT:

Qualifications:

• Formal degree in Psychology (Master degree of Psychology or at least Bachelor degree of Psychology with strong proven knowledge and experience in providing technical support to MHPSS programs in emergency contexts and complementary degree in Sociology / Social Work / Community based approaches)

Experience:

• 3 years of professional experience in implementing MHPSS activities in emergency context
• Proven experience in providing technical support to field teams, implementing trainings
• Previous experience working as a coordinator is a strong asset
• Previous experience with HI is a strong asset
• Experience in Syria, Iraq and/or in other Middle Eastern countries is a strong asset
• Experience in remote management would be an asset
• Previous experience of nationalisation of positions is an asset

Skills:

• fluency in oral and written English is compulsory

CONDITIONS:

• Starting date: 20/01/2019
• Length of the contract: 12 months
• Salary from 2800€/month (gross) depending on the experience of the candidate
• Per-diem: 624€/month (net)
