UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff.

Consultant – Protection Coordinator, Jordan

BACKGROUND AND PURPOSE

Now in its tenth year, the conflict in Syria continues to have shattering consequences for ordinary people that have lost their homes, livelihoods and security. Palestine refugees are one of the communities most affected by the conflict with 95% in need of sustained humanitarian assistance.

Over 120,000 Palestinian Refugees from Syria (PRS) have fled to Lebanon, Jordan and beyond since the start of the conflict. There are 17,500 PRS recorded with the Agency in Jordan. UNRWA is the largest direct provider of assistance to Palestine refugees affected by the Syrian conflict, which encompass basic education, primary healthcare assistance, cash-based transfers, and protection services. PRS have extremely limited access to formal employment, and as the crisis continues traditional coping strategies are increasingly exhausted. In Jordan, 93% of PRS have been categorized as vulnerable or extremely vulnerable due to particular protection concerns linked to their status. Last but not least, their vulnerability is compounded by nearly 70 years of protracted displacement.

In Jordan, since 2016, UNRWA has been receiving funding from the EU Regional Trust Fund for the Syrian Crisis, the EU Madad Trust Fund to assist PRS and enable them to meet their basic needs of food, non-food items and shelters, while strengthening their resilience. A multi-phased regional project entitled “Strengthening the Resilience of Palestine refugees from Syria in Jordan and Lebanon” has been implemented accordingly.

Through the third phase of the EU-Madad funded project (Madad III), UNRWA in Jordan will continue its provision of basic services to PRS in 2020 and 2021, in alignment with its core mandate under the Syria Emergency Appeal. The overall objective of the project is to strengthen the resilience of PRS affected by the crisis, who have escaped to Jordan and Lebanon.

UNRWA will provide relief and protection services to PRS families to enable them to meet their basic needs of food, non-food items and shelters, as well as to cope with sudden crises and emergency, while strengthening their resilience. The funding will enable cash-based transfers of unconditional cash assistance and emergency cash assistance to vulnerable PRS. Further, funding is designed to support protection assistance to address gender-based violence and child-specific vulnerabilities as well as legal issues of those PRS not holding valid documentation.

In recent years UNRWA has strengthened the implementation of its protection mandate and the Agency’s approach to protection has evolved accordingly. Protection and human development are mutually reinforcing goals for UNRWA; one cannot be achieved without the other. Both are reflected in the Agency’s Medium Term Strategy, as well as among the strategic priorities outlined in the Agency’s Syria Emergency Appeal.

In Jordan, UNRWA has been responding to the protection needs of PRS since 2015, and as their vulnerabilities are compounded by the long-term displacement, a comprehensive protection response is deemed as necessary. To this end, UNRWA in Jordan is seeking the recruitment of a “Protection Coordinator” to work as part of the Neutrality and Protection Unit and support JFO to implement the field protection response, with a specific focus on service delivery to PRS in the framework of the EU Madad-funded project.

Description of Duties and Responsibilities

Under the direct supervision of the Neutrality and Protection Unit Team Leader, the Protection Coordinator will be responsible for the following duties and responsibilities:

  • Coordination of all MADAD related Protection activities pertaining to Palestine refugees from Syria in Jordan;
  • Coordination of PRS Protection related household visits, intentions surveys, case reviews and PRS related Focus Group Discussions;
  • Implementation of PRS protection activities;
  • Technical support to the designated Social Workers;
  • Follow up on all issues related to PRS residing King Abdullah Park;
  • Support with PRS case tracking, management and referral;
  • Contribute to the development of user-friendly methods and procedures to collect and analyze data protection related matters;
  • Assist with the monitoring of the protection activities, including through tracking of and reporting on key programme and performance indicators as part of the Agency’s results-based monitoring;
  • Draft high quality statistical and analytical reports in English on PRS and PRJ projection activities using information derived from the case tracking database and from other sources;

· Contribute to ongoing strategic protection analysis and lessons learnt exercises;

· Assist in drafting content of communications and advocacy materials and outreach activities advising the PRS and PRJ community in Jordan of their rights and the services available to them;

· Liaise with the Emergency Coordination Unit, along with other relevant programmes and supporting departments to ensure coherence of activities and communication and to identify gaps in service provision and in the protection response;

· Report on the PRS Protection related activities as part of a variety of JFO reporting requirements;

· When required, represent UNRWA in external meetings, including interagency coordination meetings, liaise with relevant partners and stakeholders to enhance protection response and prepare minutes of meetings.

MINIMUM Qualifications and Experience

· Advanced University degree from accredited educational institution in law, international law, political and social sciences, international relations, or related field with good knowledge of international refugee and human rights law and protection;

· Minimum of 5 years of relevant international experience, with a UN agency, non-governmental, governmental, or civil society organization, of which 2 years in the field.

· Excellent command of written and spoken English

DESIRABLE Qualifications

  • Knowledge and understanding of the Palestine refugee situation in the political context of the Middle East and Jordan;
  • Experience with the Syrian Crisis response and protection related issues pertaining to PRS in Jordan;
  • Working knowledge of Arabic;
  • Proven computer literacy, including demonstrated working knowledge of information management;
  • Valid driving license.

· Excellent organization skills coupled with demonstrated ability to prioritize and work under pressure;

· Excellent analytical skills underpinned by the ability to evaluate information from a variety of sources and identify trends of a humanitarian and protection dimension;

· Excellent written communication skills and ability to draft/edit a variety of reports, studies and other correspondence in English;

· Articulate, politically aware while remaining impartial and discreet at all times;

· Ability to work flexible hours and as part of a team.

ADDITIONAL INFORMATION

The incumbent is required be based in Irbid, Jordan, and may be required to travel within the Jordan field in the course of his/her duties.

CONDITIONS OF SERVICE

· This position will be located in Irbid on full time basis. There is no transportation on a regular basis available between Amman and Irbid;

· The duration of the consultancy is 11 months, extendable;

· Remuneration for this consultancy is: $ 6,300 per months.
