Regional Monitoring, Evaluation and Learning Coordinator

Background:

High-quality Early Childhood Development (ECD) programs provide the foundation for children’s future academic success, health, prosperity and wellbeing. A large body of scientific evidence emphasizes the need for increased investment in early childhood, particularly for children experiencing conflict, crisis and displacement; these children are extremely vulnerable to the long-lasting effects that prolonged stress has on the developing brain.

In December 2017, Sesame Workshop and the IRC were awarded the MacArthur Foundation’s inaugural 100&Change grant to make real progress toward solving a critical problem of our time and received $100 million to bring early education to refugee children. In December 2018, Sesame Workshop, the IRC, and other partners received another $100 million from the LEGO foundation for refugee early education programs. With these extraordinary investments, our partnership will transform the language, early reading, math, and social-emotional skills of a generation of children ages 0-8 affected by the Syrian war. Focusing on children in Iraq, Jordan, Lebanon and Syria over the next five years, the inclusive plan combines the depth of in-person services, reaching 1.5 million children, with the breadth of mass media, reaching 9.4 million children. Job Overview/Summary:

The Monitoring, Evaluation, and Learning Coordinator will ensure timely and quality design and implementation of ECD and Education programs. The monitoring and learning Coordinator, under the guidance of and in collaboration with the Regional Research, Monitoring, and Learning Lead, will be responsible for mapping current education and ECD frameworks and systems in Jordan, Lebanon, Iraq, and Syria, and developing and sound a regional monitoring framework and country monitoring frameworks for the Sesame Seeds project to ensure that all data on Sesame Seeds programs beneficiaries, processes, features, components, progress, and performance is effectively collected, analyzed and documented to inform donor reporting and evidence-based programmatic design.

Major Responsibilities:

A. Monitoring & Evaluation

· Map current monitoring frameworks, systems, and data collection tools for IRC’s ECD and Education programs in Jordan, Lebanon, Syria, and Iraq in order to ensure that the Sesame Seeds regional and country M&E frameworks and systems align with IRC’s existing monitoring and evaluation systems.

· Develop monitoring frameworks for the Sesame Seeds project at the regional and country levels (Jordan, Lebanon, Syria, and Iraq) in consultation with the country ECD Coordinators and under guidance of the Sesame Seeds Regional Research, Monitoring, and Learning Lead.

· Ensure that Sesame Seeds monitoring frameworks effectively track progress against its theory of change, including outputs and outcomes related to direct services, mass media, and scaling up interventions.

· Ensure that Sesame Seeds monitoring framework aligns with IRC Quality Framework and Monitoring for Action systems to enable innovative ways of conducting inclusive ECD and Education monitoring that meet the rigorous requirements of the context and donor agencies.

· Ensure that Sesame Seeds monitoring frameworks at the regional and country levels meet the monitoring and reporting requirements of the project’s multiple donors.

· Support on prototyping and rapid cycle testing – Continuous Quality Improvement.

· Establish and implement a mechanism for monitoring data (quantitative and qualitative) collection tools and reporting to ensure all requirements for inclusive ECD monitoring are met, including field monitoring, quality data verification and analysis.

· Provide support to the ECD Program teams on ways to improve (streamline and strengthen, as well as verify) monitoring-related components and activities.

· Lead trainings on monitoring functions for capacity development and awareness to relevant IRC ECD and Education staff.

· Liaise with Sesame Seeds country Monitoring, Evaluation, and Research staff in Jordan, Lebanon, Syria, and Iraq and Monitoring and Evaluation staff in other departments and organizations to share best practices and experiences.

· Collaborate with primary stakeholders to develop feasible and effective discussion events where monitoring data are analyzed and programming action is agreed upon.

· Identify and formulate monitoring findings, studies, research, lessons learned, and recommendations to be integrated into broader ECD and Education knowledge management efforts and draft them for wider dissemination.

· Conduct regular lessons learned workshops with the Sesame Seeds Regional and Country teams for program learning and improvement.

· Develop quantitative and qualitative tools and reports for feedback from IRC staff and beneficiaries on Sesame content (videos, storybooks, etc.).

D. Accountability and Reporting

· Review monitoring data and reports drafted by Sesame Seeds country-level staff to ensure they are of high quality and accurate.

· Assist the Regional Research, Monitoring, and Learning Lead to conceptualize, write, and consolidate progress reports inclusive of monitoring and research data and findings.

· In coordination with the Regional Research, Monitoring, and Learning Lead and country-level Sesame Seeds Monitoring, Evaluation, and Research staff, assist in designing a beneficiary feedback system for Sesame Seeds programs to ensure IRC is accountable to the children and beneficiaries it serves, in alignment with the regional FARM guidelines.

· Liaise with IRC relevant teams and units in supporting the development of inclusive ECD monitoring and reporting tools at the regional and international levels.

· Report to Sesame Workshop and IRC staff on beneficiary feedback related to Sesame content (videos, storybooks, etc.).

E. Staff Management and Capacity Building:

· Organize and conduct results-oriented inclusive Sesame Seeds monitoring trainings (including quantitative and qualitative data collection methods as required by the Sesame Seeds monitoring framework).

· Ensure that monitoring and evaluation capacity building is an integral part of the Sesame Seeds staff plan along with ongoing mentoring and support.

· Possibly manage M&E consultants as needed.

Other:

· Ensure all activities are child and gender sensitive and follow IRC Child Safeguarding Policy.

· Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities.

· Conduct himself/herself both professionally and personally in such a manner as to reinforce the acceptance of IRC in the community.

· Participate in internal office coordination and planning meetings and workshops.

· Flexibility on other duties as assigned for program or professional development.

· All IRC staff is required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

Key Working Relationships:

· Position Reports to: Sesame Seeds Regional Research, Monitoring, and Learning Lead.

· Other Internal and/or external contacts: Country-level Sesame Seeds Monitoring, Evaluation, and Research staff, regional ECD colleagues, M&E and Technology for Programs Teams, UN Agencies, donors, etc. in each Sesame Seeds country (Jordan, Lebanon, Syria, Iraq).

Job Requirements:

· Master degree in Public Health, Public Administration, International Relief and Development, Statistics, Applied Statistics, Social Sciences, Information Management, Industrial Engineering, or any relevant related field.

· At least 4-5 years of experience in designing and implementing monitoring and evaluation systems.

· Minimum of 2-3 years of people management experience.

· At least 3 years of practical experience in designing data collection, analysis and reporting tools using appropriate software systems (SPSS, Stata, Commcare, etc.).

· At least 3 years of experience in data processing and analysis, and applying qualitative, quantitative, and mixed methods to research, assessment, and monitoring.

· At least 3 years of experience in training and facilitation.

· Proven strategic and implementation ability with strong conceptual and analytical skills for planning, monitoring, and learning.

· Proven strong ability to work effectively and collaborate with others to achieve results.

· Outstanding leadership and management abilities.

· Outstanding ability to build the capacity of teams.

· Demonstrable understanding of concepts and application in learning, and knowledge management.

· Demonstrable understanding and experience of gender and diversity issues and inclusive programming.

· Proven commitment to addressing inequalities and inequities in all the key areas of responsibility.

· Proven networking and representation skills.

· Outstanding report writing and information dissemination skills.

· Excellent knowledge of and experience with humanitarian guidelines and principles.

· Excellent contextual knowledge of local community and social/cultural constraints, realities and organizational relationships for effective project design and implementation.

· Outstanding communication and interpersonal skills across a wide social range including project beneficiaries, community members, IRC colleagues, government officials, academics, partners, donors, etc.

Preferred:

· Previous experience in project cycle management in development and humanitarian contexts with an International NGO.

· Experience in developing monitoring and evaluation systems and tools specifically for ECD programs.

Working Environment:

The position is based in Beirut, Lebanon or Amman, Jordan, with possible travel to Erbil, Iraq and to IRC offices in other regions of Lebanon, Jordan, and Iraq.
