PROGRAM/DEPARTMENT SUMMARY:

In Jordan, 11% of the population are living with a type of disability, of which almost 20% are age 5 to 19 years old. With the influx of over 1,300,000 Syrian refugees into Jordan since 2012, there has been an increase of persons with disabilities (PWDs) in the country – roughly 20% of people crossing the border from Syria to Jordan have some form of disability. While there is current legislation protecting the rights of and services available to PWDs, the refugeecrisis continues to strain already limited resources to meet the basic needs of students in Jordan’s public schools which are overcrowded with the influx of Syrian refugees’ children. Specific needs of PWDs such as equipping facilities to be adequately accessible, providing transport, training teachers and offering special education resources and tools are not being met due to the unavailability of resources. Stronger linkages need to be made in schools between screening for disabilities, identifying needs and rehabilitative services for children with disabilities, as highlighted by the Ministry of Education’s (MOE) long-term strategy. MC is the leader in Inclusive Education programming in Jordan. With ten years of implementing experience, MC has developed a comprehensive approach to educational inclusion, providing individualized support for CWDs, context-appropriate training for teachers, and accommodative equipment and renovations for schools across Jordan. MC has established strong relationships with key educational decision-makers and donors, including the Ministry of Education (MoE), The Higher Council for Rights of Persons with Disabilities, UNICEF, ECHO, and PORTICUS. MC plans to leverage these relationships to advocate for systems-level change. Based on lessons learned from Mercy Corps’ (MC) experience to-date and the continued need to expand support to CWD, MC will continue expanding activities and reaching additional beneficiaries under the current funded PORTICUS program. The program takes a holistic approach to ensure equitable access and enrolment of Syrian and Jordanian children aged between 6-15 years with mild to moderate disabilities. Through the program’s activities, MC aims to sustain inclusive education in PORTICUS funded public schools, support MoE in promoting the institutionalization of an IE approach throughout the country, and increased the capacity of PORTICUS NGO partners in Jordan and Lebanon. GENERAL POSITION SUMMARY: Education Coordinator will oversee daily implementation of the Program on Strengthen institutionalization of and access to inclusive education for children with disabilities in Jordan. Project Coordinator will oversee daily implementation of the program’s activities including the quality of work, trainings, community events, teachers/parents meetings, support children with disabilities. S/he will assist Program Manager/ Deputy Program manager in monitoring activities, providing follow up, and preparing weekly updates and monthly progress reports. Project Coordinator will report directly to Deputy Program Manager. Essential Duties and Responsibilities: Assist Deputy Program Manager in all operations related to the Program implementation in Jordan and Lebanon. Attending the relevant coordination meetings. Assist Deputy Program Manager in preparing detailed work plan for the program Prepare the content of relevant training materials for the program. Build the capacity of PORTICUS partners in Jordan and Lebanon through various training, and coaching sessions Conduct training events, including training of trainers, training of teaching staff, shadow teachers, etc. Provide regular follow up and mentoring visits for PORTICUS education and ECDE partners Develop SOPs and guidelines on inclusion, including tracking/monitoring, keeping records of children Develop Assessment tools on ECE for children 3-5 Conduct in-home and field orientation of the newly hired field officers. Assist the Deputy Program Manager tracking the expenses and expenditures of the activities. Coordinate assessment of schools and follow up on the delivery of Program inputs Support Field Officers and Program teams in community outreach and identification of children with disabilities. Follow up on regular teachers’ meetings, parents’ meetings, and community sensitization events. Oversee daily activities, including schedule and delivery of activities, and case referrals Follow up the performance of the shadow teachers and report on the progress. Responsible for safety and security of children and team. Ensure monitoring of schools upgrades, teachers’ and parents’ performance, enrolment and daily attendance, children’s learning progress and psycho-social improvements, Support overall monitoring and evaluation efforts, including monitoring, data collection, analysis, report writing Prepare weekly updates and monthly progress reports, including challenges and recommendations Provide support for organizing visits, meeting, events, training and workshops Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission. Other duties as assigned SUPERVISORY RESPONSIBILITY: Field Officers REPORTS DIRECTLY TO: Deputy Program Manager WORKS DIRECTLY WITH: PAQ Department, Admin and Procurement teams. KNOWLEDGE AND EXPERIENCE: University degree in occupational Therapy, Special Education, or other disability related fields At least 5 years of related experience performing required tasks in development or relief context Experience in Program implementation in the areas of inclusive and special education, psycho-social support, child protection Experience in conducting and facilitating training events Ability to work independently and as a part of a team Fluent in both Arabic and English Strong verbal and written communications skills Strong proficiency in Microsoft Office applications including Excel and Word Valid driver’s license and willingness to travel inside and outside Jordan.
