Education Coordinator – North West Syria

The role
The Education Coordinator is a central part of the SC Syria Response Office Education team to support the implementation of the overall educational sector response which are delivered by Syrian NGO partners.

KEY AREAS OF ACCOUNTABILITY:

Programme Development and Implementation:
* Assist on collaborative design of education strategy documents for response, sector response plans and program design, and situation response analysis. Collaboration should include the education team and key stakeholders such as government officials and national education counterparts.
* Assist Programme Manager on technical assessments in coordination with other Save the Children thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
* Assist AO on establishment of funding for the sector, including development of high quality concept notes and proposals, and engagement with donors’ technical advisors.
* Prepare timely programme and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
* Monitor and support SCI partners in implementing project management systems and guidelines to ensure the smooth implementation of approved activities.
* Assist Programme Manager and Partner staff to ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, the Red Cross Code of Conduct and with INEE Minimum Standards for Education in Emergencies.
* Provide support to the relevant national staff in all aspects of program planning, implementation, quality and accountability.
* Assist in the implementation of EiE projects in NW Syria.
* Review partners reports and provide assistant to improve reporting skills to education projects
* Assist program manager to prepare and submit donor reports on time and with all supporting documents.
* Work with the partner and SC MEAL team to assure partners collecting and submitting all project Monitoring tools
* Engaging with partners through the monthly Sub-Award Agreement SAA meeting and review the program progress, challenges and achievements to assist partners in compliance to donor and SCI procedures.
* Support partners SAA to be in place and payments are processed as scheduled with the respective approvals
* Review partner financial reports and transactions with the program manger to double check on meeting the allowed and eligibility of spending and work closely with SCI finance to process partners financial repots.

Capacity Building:
* Assist in the coaching and mentoring of partner organisation’s counterparts and link in to wider organisational talent development mechanisms..
* Support Education Programme Manager in the capacity building of SCI and partner staff on EiE

Representation & Advocacy & Organisational Learning:
* Represent SC in cluster coordination meetings and/or in other hubs as required
* Improve/strengthen to coordination of SC’s work with the relevant stakeholders on education.
* Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
* Work closely with partners to track incidents report from the field and share it with SCI to increase advocacy on school and education personals being under attack.

General:
* Demonstrate leadership in relation to Save the Children policies and practice with respect to child safe guarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Qualifications and experience
* Bachelor’s degree, and preferably post-graduate university degree, in subject related to emergency education
* At least 3 years demonstrated experience managing Education in Emergencies programmes
* Previous first phase emergency response experience
* Technical expertise or experience in key thematic areas such as child centred learning methodologies, teacher pre and in-service education, adolescent programming, community participation, TVET.
* Demonstrated experience in working on EiE programming in an humanitarian cotext
* Experience of applying relevant interagency humanitarian frameworks and standards in education in emergencies (for example INEE Minimum Standards)
* Previous experience of project management
* Experience of and commitment to working through systems of community participation and accountability
* Demonstrated monitoring and evaluation skills
* Ability to work both in an advisory and a hands on implementation capacity
* Proven capacity to supervise, train and coach partner staff
* Experience of preparing successful funding proposals for donors
* Ability to write clear and well-argued assessment and project reports
* Excellent communication skills
* A high level of written and spoken English

Desirable:
* Arabic language skills highly desirable
* Experience or knowledge of working and living in relevant regions/contexts
* Specific experience of designing and managing ECHO, NMFA, French MoFA and other major donor projects
