We are looking for our delegation in Jordan for a

Programme Coordinator

Position Start Date: February 2019

Duration: 12 months, renewable

Location: Amman, Jordan

Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled

Contractual conditions:

Expatriate contract under Swiss labour code 3 400 CHF (~2 950 €) < > 4 750 CHF (~4 100 €) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.

Context:

Tdh opened its Delegation in Jordan in 2007 and currently implements two main projects**, a Juvenile Justice (JJ) intervention – started in 2011 in Amman – and a response towards the Syrian crisis – started in 2012 – in the host communities in the Northern Governorates and in 2013 in Refugee camp.**

In the context of the response to the Syrian crisis, Tdh is providing a comprehensive package of services for vulnerable Syrian and Jordanian children in order to enhance their well-being and to promote their social cohesion and resilience. Through Psychosocial Support activities, life skills, informal education and case management. In addition, community mobilization is strengthening Child Protection system and mechanisms at community level to build a more protective environment for children. Capacity building of the local and national stakeholders is the cornerstone of the longer-term projects and a priority for Tdh Jordan. A specific focus on Social cohesion and integration, Child – as well as parents – participation and Youth empowerment is prioritized.

The team working in the EJC camp and the Host communities – under the supervision of the North Field Coordinator based in Irbid (+-1h from Amman) – is collaborating with 3 CBOs for activities implemented in permanent Child Friendly Spaces (CFS) and with 12 CBOs for the outreach protection activities.

On time today, the Coordination office of Tdh in Jordan is located in Amman and there is one sub-office in Irbid in North. The delegation is composed by more or less 80 employees who are currently mainly based in the North where the large part of the activities are implemented. The delegation is very dynamic, at the beginning of 2018 the global budget is about 4 million, thanks to several donors whose the main are Swiss Solidarity (SwS), UNICEF, OCHA and ECHO.

Main responsibilities:

The Program Coordinator is the head of the programme department, in charge of supervising and leading the programme development and implementation in Tdh Jordan. S/he reports directly to the Country Representative (CR) and is a member of the Strategic Management Team (SMT). The PC is responsible to ensure an accurate, proper, timely and high-quality implementation of the programme in Tdh delegation, that means s/he has a major responsibility for the projects strategic orientations, steering and outcomes.

The three main tasks of this function are:

• Strategic programme steering: strategically lead and guide the development of the delegation programme framework in collaboration with the regional programme coordinators, in line with the country Theory of Change and Strategic and Fundraising plans;

• Projects Cycle Management (PCM): in line with Tdh Jordan delegation Project Management Rules, supervise and support the programme team throughout the PCM to manage effectively and efficiently for sustainable results;

• Programs Technical quality: ensure, the technical quality of the approaches and projects implemented, as well as the capacity-building of the technical skills of Tdh staff and partners.

Fonction details:

Strategic programme steering:

  • Lead the process and responsible for developing the programme strategy of Tdh Jordan, in line with the vision and strategic objectives of the delegation as well as with the global and regional programmatic approaches and plans;
  • Ensure that the country strategy programmatic objectives are fully embraced and implemented by the programme team to achieve the expected results as set in the Theory of Change (TOC) and Country Strategy M&E Framework;
  • Under the supervision of the CR, guides the process of developing advocacy messages and positions papers for national and international audiences in line with the programmatic and MENA regional advocacy approach;
  • Support the CR in facilitating high level donors visits in the Tdh Jordan projects ensuring they are planned in a way which maximises benefits and impact;
  • As a member of the SMT contributes together with the other coordinators in periodically reviewing, analysing and implementing the strategic plan of the delegation and in the formulation of the annual strategic priorities and action plans;
  • In cooperation with the technical advisors at the headquarters, drive and contribute to research in the field and explore the partnership avenues/methods for its implementation (relations with institutions: university, research centre, local NGO, etc);

Internal Coordination

  • Chairs the Programme Management Coordination Meeting on a monthly basis according to the internal meeting set up of the delegation and as required by the CR;
  • Under the lead of the CR and in collaboration with other coordinators, participates as an active member in regular and ad-hoc internal coordination meetings, in which s/he presents a detailed review of current achievements, challenges faced, and options considered for each projects;

External Coordination

  • In agreement with the CR, ensures, her/himself or in determining the most appropriate person, a regular attendance of Tdh in relevant Coordination meetings at National and Local level and that a proper dataflow/information restitution within the Program Department, and with others Departments where appropriate, is done;
  • Under the supervision of the Country Representative, s/he represents the organization locally to partners, donors, NGOs, International Organizations and local authorities, and reports interview findings to the Country Representative.

Projects Cycle Management (PCM):

  • Takes the lead, with the active collaboration of the PM involved, for each new project or new phase of project to the organization, coordination and conducting of the kick off meetings;
  • Take actively the lead, for each final end of project or end of a specific phase of project, to the organization, coordination and conducting of the closure workshops;
  • Participates him/herself in regular monitoring visits in the field and oversees the proper monitoring of the programme impact, assessment of the value of each activity in terms of its contribution to expected outcomes;
  • Actively participate in the proposal development grant writing processes of the delegation, through facilitating the proposal writing process, directly providing and/or supporting the project managers in contributing to the proposal development;
  • Oversee and reinforce the setup of a functional planning mechanism for effective project implementation, including the periodical revision and adaptation of the planning tools and their frequency;
  • In collaboration with the Q&A Coordinator, ensures an M&E framework (M&E plan, M&E tools, analysis) is in place and properly implemented for every project of the delegation;
  • Plans and conducts, monthly, quarterly and annual Programme Review Meetings to assess progress, adjust plans and draw/disseminate lessons learned in collaboration with the programme team, Q&A department and the support departments. Discuss and validate with Project Managers their proposed changes/adjustments in activities if needed;
  • In collaboration with the Project Managers and in coordination with the Finance, Admin & HR Coordinator, ensures the correct financial management of all projects or activities and the funds available for them. Participates to the monthly tracking of budgets;
  • In collaboration with Project Managers and in coordination with the Communication Officer, contributes to the correct communication and visibility of the projects under their responsibility and the Tdh Foundation. Produce, jointly, awareness/advocacy documents;
  • In collaboration with the Project Managers and in coordination with all others departments, oversees to prepare narrative, statistical and financial reports for donors as required, in a timely manner, as well as concept note and proposal for developing the portfolio;

Staff Management and Capacity Building

  • Provide line management leadership to the programme team ensuring they are all supported and guided to manage their projects and teams;
  • Leads hiring and orientation of new programme staff under his/her line management, in coordination with the HR, including finalizing the JDs, recruiting, participating in interviews;
  • Evaluates the staff under her/his direct responsibility on a regular basis and pass on the evaluations and recommendations to the Country Representative of delegation;
  • Contributes in the development of the staff care and capacity building plan of the programme team and ensures its implementation in order to develop and strengthen the managerial and technical skills of Tdh staff and partners;
  • Ensures the coaching of any collaborator under her/his responsibility, from the recruiting to the final collaboration reports. Uses the good practices so that her/his management respects the values of Tdh;

Programs Technical quality:

· Provides technical support and guidance to her/his team, in order to ensure an excellent level of quality of the projects implemented, compliant with the international standards, but also to those of Tdh and donors.

· In collaboration with the programme team and with the support of the Regional Coordinators in the areas of Migration and Access to Justice (A2J) develops and oversees the implementation of the transversal topics strategies focused on child labour, child marriage, violence against children and prevention of violent extremism;

· In collaboration with the Child Protection Advisor, lead the development, alignment and harmonization of child protection approaches across the programme to strengthen Tdh Jordan expertise in CP;

Profile:

Education: University degree in relevant field

Language: Fluency in English and Arabic is an asset

Experiences and aptitudes:

· At least 5 years of experience of a programme management position with iNGOs is mandatory;

· Previous experience and strong technical knowledge in more than one of these relevant fields is preferred: (Child Protection in a longer-term approach/LRRD/protracted crisis/resilience/Access to Justice and Migration);

· Knowledge and experience of PCM (strong knowledge and skills in M&E and budget management);

· Proven experience in developing programmatic strategies, guidelines as well as facilitating local partnerships;

· Solid knowledge and experience in working with major institutional donors (UNICEF; ECHO, SwS; DDC; AFD) and significant projects;

· Experience in undertaking field assessments; exploratory missions; baseline and endline survey;

· Previous relevant experience and excellent competencies in human resources management and good managerial skills (local and expat teams);

· Proven experience in training and coaching teams is an asset;

· Excellent team leadership and strong capacity and motivation for team work;

· Organisational and managerial skills;

· Time management, ability to meet deadlines, multi-tasking, prioritisation of tasks, and working under pressure

· Analytical and problem solving skills;

· Communication of professional needs in a clear, concise and responsible manner;

· Cross cultural awareness and sensitivity, tolerance and acceptance of diversity;

· A professional sense of security, confidentiality, and proper representation is paramount.

· Flexibility and strong adaptation skills.

Child Safeguarding Policy:

· Raising awareness within the Foundation on violence against children

· Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse

· Reducing the risk of child abuse by selectively recruiting employees and others

· Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children

· Commits to inform the Country Representative and/or the National Safeguarding Focal Point and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP;

· Respects Terre des hommes security procedures in Jordan.
