NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria . As a leading humanitarian organization, we support displaced persons by implementing programmes across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programmes.
The Syrian Crisis is in its tenth year, but the level and intensity of conflict in the country remains high. Humanitarian and protection needs are overwhelming. According to OCHA, 11.1 million people are in need of humanitarian assistance inside of Syria and millions have been forced to flee. Approximately 6.1 million people in Syria are living in protracted displacement. Most IDPs have sought refuge with host families and in abandoned or unfinished buildings, which are often overcrowded. Elsewhere, they reside in tents or makeshift accommodation in informal settlements and camps. 3.7 million school-aged children are in need of support and 2.1 million are out of school and disconnected from learning and their peers.

Duties and Responsibilities

This roles sits in the programme unit of the Syria Response Office (SRO) and works to support the SRO ICLA Programme. The purpose of the ICLA Project Coordinator is to support the implementation of the Information, Counselling and Legal Assistance (ICLA) programme in the areas of Legal Identity; Housing, Land and Property (HLP); and Employment Law for the benefit of conflict-affected populations. The following is a brief description of the role.
Generic responsibilities:

  • Adherence to NRC policies, guidance and procedures;
  • Contribute to ICLA strategy development, project proposals and provide input on needs and gaps;
  • Provide regular progress reports to Specialist;
  • Explore and asses new and better ways to assist beneficiaries;
  • Promote and share ideas for improvement and necessary changes in the activities;
  • Ensure capacity building of project staff and transfer key skills, as requested by ICLA Specialist;
  • Liaise and collaborate with relevant key stakeholders;
  • Promote the rights of IDPs/returnees in line with the advocacy strategy;
  • Ensure a coordinated approach to ICLA researches in Syria, under the direction of the ICLA Specialist;
  • Ensure that best practices are identified, documented and disseminated (as requested by ICLA Specialist) both within Syria and Regional;
  • Support the development of ICLA technical/needs assessments, surveys and research and recommendations at WoS level and Syria crisis level, under the direction of the ICLA Specialist and in close coordination with the NRC Middle East Regional Office (MERO) and the NRC Syria Country Office (SCO).

Knowledge, skills and experience that will help you succeed in this role

  • Relevant university degree, preferably law;
  • Fluency in Arabic and English, both written and verbal, essential;
  • Minimum 2 years of experience from a senior level legal assistance project implementation position in a humanitarian/ recovery context, including experience in challenging humanitarian context;
  • Minimum of 2 years legal practice preferred;
  • Legal technical expertise, including knowledge of Housing, Land & Property and/or civil documentation issues in emergency and return contexts;
  • Experience in working in stressful, politicized and restrictive environments;
  • Proven experience in representing organizations vis-à-vis local authorities, UN agencies, other NGOs etc. in coordination settings (clusters, working groups, sectors etc.) preferably with background and/or participation in protection sector/cluster mechanisms;
  • Solid understanding and experience of crisis contexts and working in complex emergencies.

Context/ Specific skills, knowledge and experience:

  • Knowledge of the displacement context in Syria and the Middle East;
  • Advanced research skills;
  • Advanced computer skills, especially in Word, Excel, Power Point and Outlook;
  • Ability to work with diplomacy, tact and sensitivity and experience in working within different cultural contexts requiring cultural sensitivity.

-Contract period: 12 months (extension further to confirmation of funding)
-Salary/benefits: According to NRC’s salary scale and terms and conditions
-Duty station: Amman, Jordan, with 20% travel within Syria Response Office area of operations
