Overview / Objectives of the position:

Reporting to the Senior Programme Quality Coordinator (SPQC), the Programme Data Systems Coordinator (PDSC) is responsible for providing technical creativity, innovation, oversight and leadership for the GOAL Syria programme information management and systems department. The PDSC will play a leadership role in areas such as data security, integration, and exchange. In collaboration with the Management Information Systems (MIS) Coordinator and Beneficiary Selection Manager, the PDSC will ensure data quality and integrity while driving enhanced system integration and harmonisation across MIS and programme departments aiming for improved process efficiencies, data analysis, extraction, and utilization. Extensive IT, data, and managerial skills are required in this role.

Main responsibilities:**

GOAL Syria Programme Data Management Systems and Departmental Oversight

The PDSC is responsible for designing, implementing, and maintaining data management systems with highly accurate and timely information. He or she will ensure that the various information systems meet the needs of GOAL Syria programming within rigorous security protocols, including but not limited to the follow areas of focus:

System integrity, data protection, and interoperability:

  • Ensure that programme database designs, systems and information management technology used to support GOAL Syria programme implementation are appropriate and fit for purpose.
  • Provide technical support to Accountability, Monitoring & Evaluation (M&E), Beneficiary Selection and Verification, Programme and Logistics Supply Chain departments regarding data system design and management, to facilitate accurate capture and flow of information related to the beneficiary selection and verification processes, field monitoring activities, delivery of assistance tracking, and community complaints and response data.
  • The PDSC will be GOAL Syria’s resource expert regarding programme beneficiary data protection policy. He or she will conduct regular reviews of programme beneficiary data protection SOPs, identify gaps, and ensure their alignment with GDPR and data protection good practices in the context of humanitarian action. The PDSC will lead on designing and roll out of GOAL Syria beneficiary data protection policies and its application in the field.
  • The PDSC will establish systems and protocols to promote and safeguard the integrity of programme data ensuring its accuracy, while capturing any potential data weaknesses during analysis and processing. The PDSC will be responsible for conducting routine data quality audits (DQA) for GOAL Syria, and support with the design and rollout of partner routine DQAs.
  • Oversee the design and implementation annual “fit-for-purpose “audits of the GOAL Syria data management systems together with the MIS Coordinator and in consultation with key stakeholders in GOAL Syria. Audits to include but not limited to programme data capture, data flow, analysis, and retrieval processes, turnaround times, and data presentation platforms. Identify efficiency gaps and weaknesses in data management systems and address with relevant staff and departments.

Programme data storing, analysis, retrieval, reporting, and presentation:

  • Ensure effective programme data management systems are in place and maintained for safe storage, effective analysis, retrieval, and presentation of data to support high quality programme implementation and reporting.
  • Lead the MIS team in systematising the consolidation and integration of programme data of GOAL and Partner organizations ensuring harmonisation of data capture, cleaning, and management processes.
  • Ensure that programme and programme quality summary statistics are generated and communicated routinely to facilitate decision-making and support oversight of programme implementation and monitoring using appropriate information visualisation and communication platforms.
  • Coordinate and support responses to data retrieval requests from Programmes and Grants teams.
  • Support MIS Coordinator and Beneficiary Selection Manager in verification of beneficiary reporting figures for donor reports, ensuring that reported figures best match with sources of information. Responsible for ensuring the documentation and quality production of MIS department best practices, lessons learnt, and information management standard operating protocols for sharing with HQ and within GOAL Syria. Strategically disseminate findings, knowledge and guidance including but not limited to HQ communities of practice, virtual and on-site workshops.
  • Coordinate closely with GOAL HQ MIS and MEAL team on quarterly and annual programmatic and strategic results reporting requirements.

Coordination, Capacity Building, and Management

  • Line manage the MIS Coordinator, and Beneficiary Selection Manager.
  • Collaborate closely with other departments including Accountability, ICT, Monitoring & Evaluation, Finance/Administration, Procurement and Human Resource departments to ensure adequate staffing and support for MIS department.
  • Country implementation of new and revised MIS protocols and processes suggested by GOAL HQ.
  • Attend and lead relevant meetings on information and data management with GOAL Syria and partners.
  • Design staff competency framework and identify gaps in department technical functions or capacity. Lead trainings and coaching for MIS and Beneficiary Selection team as well as other relevant stakeholders in wider Programmes team to ensure uniform and standard understanding of information/data flows, data visualization platforms, databases, as well as roles and responsibilities.

Other responsibilities:

  • Support with other PQ department duties and responsibilities as required by the SPQC.

Requirements: Technical & Functional skills

  • MSc Degree in relevant field (Computer Science, Information Management Systems or related) or two (2) years equivalent relevant experience.
  • At least three (3) years of experience in a position with similar management and leadership responsibilities and tasks.
  • At least five (5) years of experience working on IT or data systems.
  • Capacity to design and maintain mobile data collection tools within ODK-based systems, including CommCare.
  • Advanced computing skills for data management, analysis, visualisation, and reporting, ideally in Power BI or similar analytics platforms.
  • Experience using data management and manipulation languages, eg. DAX, Xpath, python, SQL.
  • Experience of relational database design, development, and management including Microsoft SQL Server.
  • Proven capability to design and conduct effective technical training.
  • Up-to-date knowledge and best practice of system interoperability and data security.
  • Strong interpersonal skills and ability to lead and work effectively and independently with a multi-cultural team with differing areas of expertise.
  • Excellent writing and verbal communication skills in English.

Requirements: GOAL Competencies

  • Communication: Skilled communicator and ability to work effectively across multiple cultures, including remotely
  • Adaptability and flexibility: Ability to manage a large workload and multiple tasks in a fast-paced environment with tight deadlines, and to continually reprioritise multiple tasks as a result of new information.
  • Work style: Highly organized team player, pro-active and with demonstrated strong personal initiative and management skills. Proven solid analytical, and MIS skill sets.
  • Travel: Ability and willingness to travel to Turkey and regionally when required.

Desirable

  • Good contextual knowledge of North West Syria ‐ social, cultural and economic context, priorities and constraints. Fluency in Arabic is desirable.
  • Previous experience with humanitarian NGOs or UN agencies is desirable.
  • Strong interpersonal skills and ability to work effectively and independently within a multi-cultural team with differing areas of expertise.
