The Opportunity:

Plan International in Jordan is seeking to recruit an experienced Field/Centre Coordinator for a Child Protection program funded by the European Civil Protection and Humanitarian Aid Operations (DG-ECHO) in Azraq Camp aiming at responding to the Syrian refugee crisis and in particular to the needs of the most at-risk population – children and youth (especially girls and boys).

To reach this objective, Plan International will respond in the programmatic area of Child Protection in Emergency and specifically to 1) improve the protective environment for children within the targeted areas in Azraq Camp, 2) to increase awareness on protection, GBV related issues and positive parenting skills of mothers, fathers, and caregivers 3) to increase knowledge and skills of children and adolescent boys and girls on protection and gender-responsive approaches and practices.

The Field/Centre Coordinator will be based in Plan International Site in Azraq Camp and will work to ensure effective coordination with other peer partners and service providers in the camp as well as with Plan International project staff to ensure the quality and relevancy of the intervention including follow-up on the correct implementation of the activities in compliance with ECHO regulations as well as Humanitarian, CP and GBV and Plan International´s standards. Lastly, the post holder will ensure timely and quality submission of reports and updates (both financial and narrative reports) to the line manger, advise senior project staff concerning relevant issues associated with the progress of the project in order to facilitate any necessary changes in programming to meet targets within the timeframe/eligibility period of the projects and ensuring as well as follow-up with the workplan, communication with the camp management, relevant WGs plans, approvals and permits, volunteer recruitment, all HR related matters for volunteers.

Dimensions of Role:

  • Communicate effectively within Plan International in Jordan Head and Field Office and with peer partners, agencies and different stakeholders. The post holder will manage and oversee Plan International interventions in the project sites will be responsible for providing overall supervision, coordination, mentoring and leadership to the teams based in the project sites to ensure the achievement the objectives and effectiveness of the implementation of all the activities in Azraq Camp – Village 5.
  • Interfacing with other programme team members from Plan International also by contributing towards and ensuring effective capacity building of Plan Internationals staff and community volunteers including stakeholders and service providers within Azraq Camp;
  • Contribute to coordinate, support and manage the coherent and effective implementation of all the components of Plan International’s humanitarian response activities, using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting in order to ensure proper programme development as well as Quality Management.

Responsibilities Include:

In collaboration with the Field Team, Project Manager, and CPiE/GBV Specialists/Coordinators, the Field/Centre Coordinator will be responsible:

  • To effectively coordinate and supervise the management, follow-up and monitoring activities related to protection cases including children at risk of GBV are identified in a safe and confidential way in accordance with the referral pathway and international best practices as well as ensuring standard tools, procedures and SOPs are in place and adhered to by field team members;
  • To ensure overall coordination with different Plan staff and other stakeholders, including peers partners, beneficiaries and service providers in the camp with the aim of effectively planning the implementation of the activities and ensuring their of sustainable impact, based on approved best practices
  • To significantly contribute to the overall coordination, design and monitoring of Plan International’s programming in Jordan including building knowledge and programming practices in relation to GBV and Child Protection interventions;
  • To support and coordinate with CPiE/PSS, GBV staff and the Disability Advisors from Plan International to ensure effective integration and alignment of the activities to ensure inclusion of CWDs and their specific needs; this includes logistic and programmatic support to carry out relevant need assessment in Village 5 and identification of key challenges and opportunities and good practices related to the inclusion of children with various impairments.
  • To ensure mainstreaming and inclusion of gender transformative aspects in all the phases of the project life cycle and in coordination with other relevant actors within the camp.

Support in Programme Design, Development and Implementation:

  • To lead the teams in organizing and carrying out rapid and detailed child-led CP risk mapping and GBV safety audit assessments in new target areas in Azraq Camp to identify barriers and risk faced by girls and boys and determine priorities, immediate activities, and required resources;
  • To ensure regular and effective communication flow and information sharing amongst technical and program teams to integrate appropriate technical input and priorities in program design, implementation and reporting;
  • To provide to the direct line manger timely feedback on the ongoing activities and propose amendments as needed and way forward/mitigation measures to challenges faced;
  • To work and coordinate with Project Manager, the other field coordinators and technical teams to develop and review the detailed implementation plan and the budget forecast as well as effectively supervise and coordinate the implementation of the activities.
  • To contribute to proposal development (narrative and budget) by providing relevant inputs on different thematic areas in close coordination with the technical unit and project management team as well as engaging in resource mobilization efforts to support joint programming;
  • To contribute to the design and compliance of guidelines on community mobilization and awareness raising messages and activities for community stakeholders.
  • To contribute to the development of the program strategic directions for responding to the needs of women, girls, boys and men;
  • To contribute to provide programmatic support to the development of relevant advocacy and policy documents, as necessary, including protection and gender related aspects/approaches.
  • To support the teams in preparing an agenda of activities on a weekly and monthly basis, and submits the agenda to the PM for approval;
  • To perform any other duties as assigned by the supervisor to enable and develop Plan programs;

Monitoring, Implementation and Reporting:

  • To work and coordinate closely with Plan International teams based in Azraq and Amman Office to ensure that implementation and monitoring of activities are implemented in a coordinated and phased manner, in accordance with Plan International’s guide lines, best practices and policy;
  • To ensure that ethical, confidential and sound data collection and information management systems are in place, in particular regarding CP/GBV cases analysis, planning, evaluation, and advocacy in accordance to Plan International´s Data Security Policies;
  • To identify and raise technical challenges faced during the delivery of the project activities and services and support the development/revision and use of appropriate tools and mechanisms to overcome them in a timely manner;
  • To support, supervise and coordinate the development and facilitation of trainings/workshops for Plan community volunteers as well as relevant partner staff and service providers on Monitoring, Evaluation, Learning and reporting systems and approaches including GBV/CP related topics;
  • As required, to support the implementation of the project’s activities, such as, adolescent girl programming, disability inclusion and approaches to outreach etc. (or any other relevant topic as identified together with Plan International technical team) including adaptation and upgrading of GBV/CP evidence-based tools and systems;
  • To lead and support the development of M&E Framework and monitoring & evaluation plan for CP/GBV related activities and indicators and ensure adherence to the plans and systems;
  • To develop and roll out training plans and facilitate trainings for the community volunteers and GBV/CP service providers on monitoring, referring and reporting GBV related cases based on the assessed needs in collaboration with the Azraq camp staff as well as the technical unit;
  • To support and monitor the referrals of CP/GBV cases as per the inter agency SOPs and referral pathways;
  • To plan and undertake regular monitoring visits and meetings with relevant actors in the targeted areas in assessing the GBV trends, patterns and advise on the prevention and response strategies;
  • To support the analysis and reporting on programme and project progress and trends in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies, and recommend corrective action;
  • Ensure tracking of set indicators throughout the implementation cycle and regular reporting on impact, and in coordination with the Monitoring and Evaluation Officer, assist partners in developing appropriate strategies for monitoring and evaluating implemented activities.
  • To consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to Plan International management and liaising with stakeholders and other external parties as required to maintain/enhance the security environment for Plan programs;
  • To coordinate and support timely delivery of quality project and financial reporting and ensures adequacy with finance and activities;
  • To lead the development and implementation of regular, participatory assessments/feedback and complaint surveys and mechanism with and for affected communities in accordance to Plan international regulations, Child Protection in Emergency Minimum Standards, Core Humanitarian Standards as well ensuring the alignment with already established systems and policies available in the camp;
  • To provide inputs and consolidate weekly, monthly and quarterly progress reports on the GBV related activities, training and meetings and contribute thigh-quality Plan International and donor reports on activities, indicators and achievements, as well as best practices and lessons learned;
  • To maintain effective and efficient oversight, quality control and reporting systems and processes that ensure regular field monitoring and modifications as required.

Coordination and Communication:

  • To provide regular updates to the Project Manager and other key staff in the Field and Head Office and reports on CP/GBV related activities within the Camp including awareness and sensitization campaigns and initiatives carried out at community level;
  • Provide updates and reports on the project activities in the camp.
  • To attend regular calls, meetings, etc. as required by Plan International;
  • To coordinate with the Communication Coordinator to ensure that all media related activities are in line with the Do No Harm approach and interagency guidelines and to support resource mobilization efforts by contributing to proposal preparation and development of communication and advocacy materials and related engagements;
  • To share relevant information with the teams in accordance with confidentiality regulations and policies; establishing and supporting the development and revision of the proper and sound documentation and data filing system;
  • To regularly attend meetings and represent Plan International to sub-working group in Azraq Camp to contribute to the coordination of Plan International responses across agencies at field level;
  • Actively develop and maintain effective working relationships with key stakeholders, including donors (if required), government actors, UN agencies, international and local NGOs, and other relevant actors.
  • In line with Child protection and GBV Ethical and Safety Recommendations for Researching, Documenting and Monitoring Gender based Violence in Emergencies, consolidate existing assessments on the GBV situation and/or work with relevant agencies and the displaced and host populations to conduct relevant participatory analyses of GBV.

Human Resources – Staff supervision and Development

  • To directly supervises the Syrian community volunteers in Village 5 working inside the site.
  • To maintain open and professional relations with all the team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions and different task assigned to them;
  • To assist HR Department with the recruitment, management (including ensuring trainings, support and capacity building opportunities) and evaluation of field team performances specifically involved in GBV components of the project in accordance with Plan Policies and Guidelines;
  • To coordinate and/or implement training and briefing of Plan International partners in Azraq camp, and other key stakeholders on CP/GBV, child safeguarding and/or related issues;
  • To lead and support the orientation, on-going development/training and capacity building of CP/GBV Service Providers already existing in the camp as well as Plan International Staff and partner staff, when required on CP/GBV referrals and gender responsive services on GBV related activities;
  • To ensure refreshers and learning sessions are carried out as needed;
  • To ensure that all Plan policies are upheld including Inter-Agency Standing Committee (IASC) Guidelines for Gender-based Violence Interventions in Humanitarian Settings, Minimum Standards for Child Protection in Humanitarian Action, GBV Case Management Standard Operating Procedure and Core Humanitarian Standards Grant Planning & Implementation;
  • Ensure timely completion and submission of regular program and staff reporting and annual performance reviews, as appropriate;

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:

Technical Qualifications and Experience Required to Achieve Role’s Objectives:

  • Bachelor degree or equivalent in Social Work, Social Sciences, Psychology, Public/Community Health, Human Rights or another related field;
  • Advanced university degree in Education, Psychology, Sociology, Curriculum Development, Social Sciences or relevant disciplines is desirable;
  • Minimum of 4 years (2 in the field) of progressively responsible experience in implementing child protection and/or Gender Based Violence and/or Women´s Empowerment and/or Reproductive Health programs, preferable social work and/or case management in humanitarian, post-conflict recovery and/or development settings;
  • Sound knowledge of gender issues in humanitarian and/or development settings, particularly GBV, including relevant international human rights, principles and established international standards (ex: CPMS, INEE, Sphere, SGBV, etc.);
  • At least 2 years of direct experience in working with and providing services to children at risk of abuse, exploitation and violence, providing gender-sensitive and child-friendly counseling services, and/or developing/implementing referral pathways and case management systems;
  • Previous experience supervising and managing a team in a cross-cultural setting;
  • Demonstrated experience in capacity building and mentoring of staff;
  • Previous experience in emergency preparedness and response as well as prior trainings in gender and GBV issues and their application in humanitarian, conflict, recovery and development settings;
  • Experience working with case files and databases and providing regular documentation preferred
  • Strong experience in CP and GBV in humanitarian or refugee settings, community-based child protection and child and youth participation required;
  • Strong understanding of gender and ability to engage on gender equality issues;
  • Good experience in utilizing internationals tools such as: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies;
  • Prior experience in counselling and psychosocial support will be an asset;
  • Experience in developing methods, tools and programs/interventions in collaboration with government agencies, civil society, and private organizations/institutions.
  • Experience of conducting assessments in emergency contexts.
  • Experience of training on relevant technical areas with a variety of audiences.
  • Experience of managing grants and donor’ reporting requirements of DG-ECHO is preferable;

Knowledge:

  • Advanced university degree Social Sciences or relevant disciplines;
  • Strong knowledge and understanding of gender issues
  • Strong knowledge and experience (minimum 3 years) in working with NGO’s.
  • Excellent understanding of Protection/Child Protection and GBV in emergencies programming and relevant major players in Azraq camp;
  • Experience designing and rolling our trainings to diverse audiences;
  • Experience working with partners to implement programming desired;
  • Strong knowledge and experience in training with good facilitation skills and ability to organize and implement trainings on sensitive topics;
  • Strong knowledge in planning, monitoring, evaluating programs and ongoing developments in evaluation tools and processes for protection projects;
  • Knowledge and experience in M&E and participatory learning approaches.

Type of Role: 11 months fixed term contract

Location:Program Department – Plan International Amman Office, Jordan – with frequent travel to project sites (Azraq Camp).
