Job Title: Database Designer and Developer Consultant

Reports to: YETI Project Manager

Duty Station: Home Based

Travel: Occasional travel to Yemen as per need

Duration and contract type: February 23, 2020 – April 30, 2020 (extendable for yearly or monthly maintenance service)

ACAPS Purpose and Project Background

ACAPS is dedicated to enabling humanitarians to better understand crises in order to be able to take better decisions. We work in collaboration across the humanitarian sector and beyond to provide an evolving platform of:

· Independent analysis to support evidence-based decision making for humanitarian operations.

· Deployment of experts to support assessments and analysis in crisis.

· Capacity development of humanitarian actors to carry out better needs assessments and analysis.

· Innovative approaches to collect more reliable and timely data and conduct rigorous analysis.

The Yemen Economic Tracking Initiative (YETI) Project is built on these initiatives, drawing in quantitative and qualitative economic data, tracking trends and risks in economic decision making at multiple levels (local, governorate, and country, regional) and mapping them against a searchable, interactive timeline. The platform will serve as a tool for economic decision making, design and development of economic spectrum and as a baseline to measure and track the impact of key decisions on economic outcomes. The platform will also serve as a tool and resource for the wider economic research community on Yemen.

Purpose of the consultancy:

To build of robust database and analysis platform (Database, Analysis and Visualisation) to drawing in quantitative and qualitative economic data, tracking trends and risks in economic decision making at multiple levels (local, governorate, and country, regional) and mapping them against a searchable, interactive timeline.

Key Deliverables:

· Design and Develop web based software for data tagging, data management, data analysis and Visualisation.

· Design database using efficient and effective programming (SQL. MySQL or latest programming)

· Design and Develop user interface for database and visualisation

· Design user management procedure

· Built data tagging (qualitative and quantitative data) system in accordance to analytical framework developed by project.

· Conduct pilot test after database and incorporate feedback from project team and stakeholders

· Use of machine learning and Artificial intelligence including auto data tagging programming.

· Provide maintenance service

· Develop and Provide training on user manual

· Provide platform to host software and storage for database

· Create API so that it can be linked to ACAPS website and other partner’s website

Competencies

Professional Competencies:

· Generic professional competencies of Consultant Company:

· At least 5 years of experience on development of web based software on database design and data analytics programming

· At least one prior experience on developing and designing data tagging software.

· At least one prior experience on developing web based software or providing data analytics service to humanitarian agencies.

· Expert on data base software such as MS Access, SQL, My SQL, other programming language.

· Knowledge of quantitative and qualitative data analysis methods.

· Excellent on data analysis and visualisation programming.

· Available cloud based resources for web hosting and storage

· Excellent written and verbal communication skills.

· Ability to work efficiently under pressure, manage multiple tasks and meet deadlines, while maintaining attention to detail and working efficiently in a team.

· ISO Certified company

STRUCTURE OF TECHNICAL PROPOSAL

Proposals must include complete and accurate information. The proposal must include, but is not limited to, the following items:

· Copy of Company registration and ISO certificate

· Profile highlighting the consultant company qualifications and relevant experience.

· A letter of interest describing how the consultant will address each item outlined in the objectives of the assignment.

· Detailed prices quote for the services/deliverable for the period of the consultancy including database design & development and cloud hosting and storage. The required currency for all pricing information is USD.

· If the consultancy requires travel to Amman, NRC will cover airfare cost and accommodation in one of the NRC guesthouses.

· All bids are to be submitted in English language only.

· All consultant company/organisation must be registered in accordance with the legal requirements at their base. The consultant must be able to submit documentation that proves that they are meeting all legal and tax obligation for the consultancy.

· To be considered, bids shall include a signed copy of the document “Annex – Suppliers Ethical Standards Declaration” (see next page). The bid itself with the annex shall be submitted as attachments to a letter of interest by e-mail to [email protected]
