JOB CONTEXT :

HI Middle East Regional Programme is based in Amman (Jordan) and coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine) for now. The programme is engaged in his internal transition in 2019-2020 and will elaborate its new Operational Strategy for the next 3 years. The program is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2019 of 12.5 M Euros with 220 expatriates and national staff and 110 volunteers.

From mid-2019, the program is involved in a massive process of set up adjusting in line with the whole reorganization of HI operations in HQ. From September 2019 to June 2020, the implementation of this reorganization will imply some structural and hierarchical changes as the Middle East Regional Office (MERO) will merge with the Jordan office and the Regional coordinators will become the hierarchical managers of their counterparts in the affiliated countries. Besides the change of organisation at field level, the principle of subsidiarity will be reinforced leading to a decentralization of some responsibilities transferred to the programs.

YOUR MISSION:

Under the Regional Finance Coordinator line management, the Regional Finance Controller carry out the regional programme’s budget and account controls in such a way as to allow the effective and efficient implementation of its strategy within the organisational frameworks defined by HI and provide the adapted support to the missions assigned according to their level of autonomy. The Regional Finance Controller will have an assigned portfolio missions and transversal files.

The main responsibilities are the following:

• Carry out control of assigned missions’ budgets and funding
• Manage donors’ contracts on the assigned missions
• Manage Partners’ financial aspects
• Contribute to the annual and mid-year financial closure
• Facilitate the coordination of finance unit within the regional programme

As per the needs, the Regional Finance Controller will perform short term support missions for few days or weeks to the programme’s different countries/missions in the Middle-East region, to support the missions’ teams and especially the finance staff as required; specific objectives and TORs would be developed accordingly.

YOUR PROFILE :

• You hold a post-graduate degree in Finance or Business Administration or another relevant field
• You have 2 years of experience in finance and accounting
• You demonstrate good analytical and conceptual skills and methodological skills in finance
• You have excellent communication skills including distance management
• You are proficient in Excel
• You are fluent in English
• You are able to work under pressure, proactive, dynamics and solution-oriented

CHARACTERISTICS OF THE POSITION :

Despite the different conflicts affecting the overall Middle East region, the security in Jordan is still fairly good. In Amman, despite some sporadic demonstrations the living conditions are excellent with little restrictions. Jordanians are very welcoming and life for foreigners is generally quite comfortable. Expect minimum standards of respect and adaptation to the local culture and traditions. The post covers for the regional programme, which implies regular missions to the different countries where situation can be harsher and therefore under the conditions of security procedures established by HI, that have to be strictly followed. The position is based in the permanent Middle East Regional Programme covering for Egypt, Jordan, Lebanon, Palestine missions.

• Volunteering allowances : 1000€ (net)
• Perdiem allowances : 637€ (net)
• Insurances: health coverage, planning, repatriation, retirement (if senior volunteer).
