Regional Finance Controller

DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East (ME), hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.

About the job

Overall purpose of the role:

The Regional Finance Controller is responsible to support financial management and compliance of the country offices in the ME region. This position requires a high level of knowledge in terms of DRC financial systems, Operations Handbook, donor requirements, financial planning, budgeting, and strong coordination and communication skills to support the countries and ensure effective and efficient financial management.

Duties and Responsibilities

Responsibilities: (in bullet points)

· Provide remote and onsite support to DRC ME Country Offices on their day to day financial operations, on donor compliance, on project specific external audit (the countries are Syria, Lebanon and Yemen).

· Gap filling for Finance & Admin Manager Positions from ME countries based on their request.

· Validate compliance self-checks and conduct periodic reviews, this includes field / area offices visits, spot checks, financial record checks, etc.

· Proposal budget verifications and also Regional Fund allocations in the country budgets based on the cost allocation tool.

· Capacity building and dissemination of knowledge by delivering trainings on Operations Handbook, Budget Holders and Finance for Finance Staff.

· Provide training on DRC Dynamics and technical supports to countries.

  • Refine, develop and improve operational approaches linked to compliance and systems in the region, and support the Regional Finance Manager to build and deliver the most effective and sustainable interventions.

Required:

Experience and technical competencies: (include years of experience)

· At least 3 years of experience in finance management roles, including accounting, control and donor compliance.

· Experience working for a leading INGO, with in-depth knowledge of donor requirements, especially ECHO, EC, DFID, Danida, OFDA, BPRM, UNHCR and UNICEF

· Understanding of the countries within ME Region in which DRC operates and sensitive to the socio-cultural context

· Demonstrable strategic thinking and leadership ability

· Experience with financial and grant management systems

· Excellent analytical and critical thinking ability

· Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels

· Proven ability to lead and work effectively with others to achieve results

Education: (include certificates, licenses etc.)

· Higher Education in Finance & Accounting

Languages: (indicate fluency level)

· English (Fluent)

  • Arabic (preferred)

We offer

Contract length: 12 months

Level: E for National Staff

Location: Amman, Jordan with 50 % travel to ME region

Start date: 01st November 2018
