Location: Amman, Jordan (with travels to Syria if applicable)

Reports to: Syria Deputy Country Director (DCD), Amman-Jordan

Position Summary:

Working closely with the Syria Deputy Country Director (direct supervisor) and other support departments, The Program Manager will be in charge of overall management of the COVID_19 project implemented by RI’s local partner in part of Syria. the PM will ensure objectives are on track, work plans in place and program progress is on track. This will require him/her to work constructively with the local partner and colleagues across his/her country team ensuring that the needed technical support to the implementing partner is provided. The PM will be in charge of working with the implementing partner in monitoring the operational and activities implementation progress against the set indicators and targets, developing progress and gap analysis reports in the target areas, ensuring spending is on track, proper monitoring is in place and work with the implementing partner and DCD to adjust the program activities based on the contextual and operational changes and representing the project activities and progress to RI senior management and donor as needed.

This position requires an individual who is accustomed to the pace of emergency response programming, does not require close supervision or direction, is flexible and highly responsive, and has excellent organizational skills and working with local partners.

Position Responsibilities and Duties:

Program Management

• Overall supervision and successful implementation of the COVID_19 project in parts of Syria.

• In coordination with RI’s local partner and guidance from DCD, develop/revise project work plan and oversee the project implementation in line with the set project plan and set indicators and targets to ensure successful implementation of project activities.

• In coordination with the RI’s local partner, RI health advisor and head of support departments, ensure that there are necessary and appropriate operating procedures in place for the project implementation (covering program and support functions)

• Hold weekly check-in meetings with local partner focal point(s) to discuss progress of implementation, challenges and suggested corrective measures.

• Hold bi-weekly meetings with RI’s DCD, Health advisor and head of support departments (as needed) to discuss progress and needed technical support to the local partner to ensure smooth implementation of activities.

• Evaluate activity progress using (mobilization plans, action plans, on track/off track assessments etc.) and determine necessary actions to course correct in collaboration with the relevant program and support units’ focal points.

• Hold monthly BVA meetings with the local partner to review spending, update spend down plan accordingly and mitigate any potential under/over spending.

• In coordination with the grants unit and RI’s local partner, develop capacity building plan for the local partner and lead/co-facilitate trainings to RI’s local partners focal points based on the assessment findings and also on tools required for project implementation in coordination with RI’s technical points (program and support functions).

• Draft and finalize donor reports and other technical reports in in collaboration with the Grants Unit, provide program reports that are timely and meet institutional and donor requirements (monthly progress report, final report and gap analysis report on COVID_19). The PM is ultimately responsible for all relevant donor reporting for the Programs.

• Represent RI, in coordination with the technical leads, at relevant stakeholder or coordination meetings, as needed, and maintain a positive, continuous and visible presence for RI

• Develop and maintain strategic relationships with local partner.

• In coordination with CD and DCD, facilitate donor meetings and ensure feedback is incorporate into program workplans and addressed

• In collaboration with the Grants Unit, organize and lead program kick off meetings, BVA and grant review meetings and grant closeout meetings and lead in the development and oversight of the RI mobilization plan for the first 3 months of programme implementation.

• In coordination with the local partner and RI’s MEAL advisor/specialist, ensure the local partner has clear and proper monitoring and evaluation function, in addition to leading the implementation of monitoring commitments for the project.

• Ensure compliance to Donor and RI policies and procedures relevant to the program implementation;

Program Development

• Assess humanitarian needs of populations affected by the Syria conflict seeking input from technical leads, plus developing findings reports with focus on COVID_19 to be used in advocacy with donors for fund raising.

• Stay up to date with all regional and country-specific response plans by the U.N., donors active in the relevant clusters, and other key actors

• Contribute to the proposal development/budget/project modification process, in consultation with the DCD, Grants Unit, technical leads and MEAL.

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

• Degree or equivalent years of experience in public health or related field

• Minimum of five years professional experience leading, managing, and implementing emergency response programs, preferably in a conflict setting;

• Demonstrated background and knowledge of major humanitarian donors.

• Demonstrated experience in management of health sector is highly desirable;

• Excellent interpersonal, communication, public speaking, and strategic planning skills required;

• Fluent English speaking and comprehension skills required;

• Strong English writing skills required;

• Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently;

• Strong budgeting and budget monitoring skills including a high level of proficiency with MS Excel.

• Demonstrated experience in successfully managing a multicultural team, and a commitment to capacity building.

• Excellent time management skills and resourcefulness with strong attention to detail;

• Demonstrated experience of upholding humanitarian principles and actively engaging the most vulnerable communities. Committed to promoting RI’s focus on accountability, innovation and partnership building.
