MISSION CONTEXT:

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Seven years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian programme portfolio from four different hubs (South, Centre, North and North-East), along four main pillars:

  1. Provision of physical and functional rehabilitation (including P&O provision) and psychosocial support through support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) through training, technical supervisions and donations of assistive devices and/or equipment and direct management of HI teams.
  2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses.
  3. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).
    The actual intervention is based on a mix of remote management of national teams, remotpartnerships with local structures and organizations, and direct implementation of programs.

In 2018, HI intends to launch a new clearance programme in the North East Hub. The project aims at protecting the population living in contaminated areas through Community Liaison and Explosive Ordonance Disposal activities.

JOB DESCRIPTION

Under the responsibility of the Head of Programmes (HoP) and in close collaboration with the Technical and Financial Units and with the Project Managers, the Grant Manager will be in charge of:

  • Coordinating the grant cycle management, ensuring timely and quality submission of documents to donors;
  • Leading the preparation of new concept notes, project proposals, and donor reports;
  • Guiding Project Managers and other relevant staff with regards to donor’s requirements and rules;
  • Providing training and capacity building to HI staff and partner staff on program development, reporting and donors’ rules;
  • Supporting the Head of Mission and the Head of Programmes in donor relations;
  • Acting as an information resource on HI’s intervention in Syria and on humanitarian best practices;
  • Contributing to strategic planning exercises and mission programming exercises.

PARTICULARITIES

Jordan is a relatively safe and secure country, with regular presence of international tourists, and where the situation does not require having heavy security procedures.

Health conditions are really good in Jordan, with a complete access to high quality medical care in Amman, allowing international staff to have a safe stay in country including with families and babies.

However, Jordan also faces some regular difficulties and possible tensions could be expected due to the regional situation, especially in the close-by countries.

Grant Manager is a mobile position.

PROFILE SOUGHT

Qualifications:

  • University degree in humanitarian projects management or related subjects (development economics, business management or finance management)
  • ECHO/UN training on reporting is an asset

Experience:

  • At least 3 years experience in humanitarian and/or development work
  • Solid work experience in program design and in preparation of concept notes, projects proposals and donor reports
  • Previous representation / coordination experience with donors, INGOs, UN agencies and clusters is a strong asset
  • Experience in training / staff capacity building
  • Previous work experience in the Syrian crisis is a strong asset
  • Previous work experience with HI is an asset

Skills:

  • Excellent English writing skills
  • Strong level of analysis
  • Knowledge of computers, Internet, and Microsoft applications (MS Windows, MS Office, MS Outlook)
  • French writing skills are an asset

Personal qualities:

  • Strong level of autonomy and initiative
  • Strong organizational and reporting skills
  • Strong interpersonal and intercultural skills
  • Ability to work under pressure and with tight deadlines
  • Diplomat, able to work collaboratively in a team

CONDITIONS

• Starting date: 17/09/18
• Length of the contract: 12 months
• Contract: salaried contract from 2210€/month gross depending on experience
• Per-diem: 588 € / net month
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: 1 day/month until 11 days/year
• Status: family or couple situation possible
• Accommodation: individual or collective depending on status
