Enabel is the Belgian development agency. Under the 2030 Agenda for Sustainable Development, we carry out public service assignments in Belgium and abroad. In addition, Enabel enhances the impact of Belgium in international development by carrying out assignments for Belgian and international third-party donors.

Project description

The objective of the intervention “Developing skills for employability of Syrian refugees and vulnerable youth in Jordan” (5 Millions €) is to enhance employment outcomes in particular for Syrian and vulnerable Jordanian youth and women and more specifically to develop skills for semi-skilled workers in cooperation with the private sector.

This intervention is a part of a larger programme, QUDRA II.

QUDRA II is the second phase of a large multi-country, multi-donor programme named “Qudra– Resilience for Refugees, IDP’s, Returnees and Host Communities in response to the protracted Syrian and Iraqi Crises”.

Qudra II will be implemented by five European development agencies: GIZ, the Spanish Agency for International Development Cooperation (AECID), Expertise France, Hungarian Interchurch Aid and Enabel (as Sub-grantee with GIZ), and jointly co-financed by the EU (Regional Trust Fund in Response to the Syrian Crisis, also referred to as EC Madad), Germany (BMZ) and Spain (AECID) .

The overall objective of Qudra II is “to contribute to mitigating the destabilising effects of the protracted Syrian and Iraqi crises and to better respond to the resilience needs of refugees, internally displaced persons (IDP), returnees and host communities”. The three Specific Objectives (SO) are:

1) to improve education, engagement and protection opportunities for children, youth and other marginalised groups (in Jordan and Lebanon),

2) to enhance employment outcomes and income in particular for youth and women (in Jordan and Iraq),

3) to improve local governmental institutions’ and civil society organisations’ capacities to deliver transparent and inclusive basic services (Jordan, Turkey and Iraq). There is also one cross-cutting objective: to strengthen community cohesion of the target groups (Jordan, Lebanon, Turkey and Iraq).

In Jordan, with the intervention “Developing skills for employability of Syrian refugees and vulnerable youth in Jordan” , this is to be achieved through:

a) effective partnerships between vocational training institutions and private enterprises contributing to demand-driven and work-based vocational training,

b) training of 2000 Syrian refugees and vulnerable Jordanian youth including 40% women, and

c) improving human resource management of private enterprises.

Job description

The project manager (“intervention manager” in Enabel’s organization chart) is placed under the hierarchical authority of the Resident Representative of Enabel in Palestine. (S)he is guarantor of the achievement of the project’s result objectives.

Therefore, you shall: ​

· Ensure the start-up of the intervention in a country that is new to the Belgian Cooperation, and coordinate implementation, monitoring, reporting and closing.;

· Be responsible to establish partnership agreements with Private Sector Umbrella Organisations and Community Based Organisations through grants; and will oversee respective calls for proposal for VET providers & private sector that these grantees will organise;

· Follow-up on and monitor the implementation of the grants system (modalities, compliance with procedures and oversee the grantees) in the intervention;

· Contribute his/her technical expertise to achieve the intervention’s specific objective(s) and results;

· Ensure consistency of the strategy defined, that the dialogue is put in place with the various actors and that transversal themes (gender, rights-based approach…) are taken into account;

· Develop synergies and work in close collaboration with the relevant actors in particular partner projects, vocational training providers and bodies representing private enterprises.

· Coordinate the activities and ensure that the achievements comply with commitments and procedures;​

· Manage the intervention team: recruitment of the team (national and international experts), define everyone’s roles and responsibilities, coach staff and define their objectives, ensure the proper development of their competences;​

· Develop the intervention’s communication strategy and ensure its implementation.

Complementary responsibilities (20% of time):

· You will work autonomously in a remote relationship to the representation based in Jerusalem, and represent the organisation whenever the Representative cannot be present (5%);

· You will engage in policy dialogue alongside GIZ Qudra partners and in networking with relevant international and national partners and actors (10%);

· You will liaise with the relevant Implementing Partners of the Qudra project (the regional project in which the Enabel intervention is integrated), GIZ (the granting institution), EC Madad and BMZ (donor agencies) as per their requirements (5%).

Your profile

· You hold a Master’s degree​;

· You have at least 5 years experience in steering international cooperation projects.

Specific competences or knowledge required:

· Experience in advising capacity building of public VET and/or private sector involvement in VET;

· Experience in dialogue and sectoral coordination;

· Excellent command of spoken and written English.

Specific competences or knowledge considered an asset:

· Experience in work-based learning (dual learning, apprentice-or internships);

· Experience with Grant’s management;

· Knowledge of rights-based approach and gender mainstreaming;

· Acquaintance with VET in refugee or (protracted) crisis settings.

· Working knowledge of French or Dutch;

· Notions of Arabic.

We offer

A contract of 36 months based in Amman (Jordan), with regular travel in the country.

Start date: 1st of September 2019

Monthly salary package: (cat.1 “Intervention Manager”- B476) between 5.858,16 euro and 8.182,34 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.

In addition, our expatriate employees also receive benefits related to expatriation such as the allowance for housing costs, a relocation allowance, installation, school fees for the children who follow the expat, an insurance package for the whole family including repatriation insurance, return air tickets once a year for the whole family. The different amounts paid will vary according to the relevant experience recognized for the function, the family composition and the tax situation.
