Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, or those hit by natural disasters, wars and economic collapses by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects a year in the following sectors of intervention: Food Security, Health, Nutrition, Construction and Rehabilitation of infrastructures, Water, Sanitation, Hygiene and Economic Recovery. PUI is providing assistance to around 7 million people in 21 countries across Africa, Asia, the Middle East, Eastern Europe and France.

Humanitarian situation and needs :

As of July 2018, Jordan is the country hosting the third largest number of Syrian refugees with above 650,000 registered with UNHCR. InJordan, the first response to the needs of the refugees was carried out by the host communities alongside Jordan civil society and charity organizations. However, the constant influx of people put significant strains on the already weak economic situation of the Jordanian population in the areas of refuge, with around 79% of the refugees living outside of camps.

Refugees struggle to meet their basic needs, relying on dwindling savings, growing loans, humanitarian assistance and resorting to negative coping mechanisms. 2/3 of the Syrian refugees live below the poverty line, with rent being their major expenditure. Addressing fundamental needs of the most vulnerable refugees and Jordanians is a priority to be achieved through improved access to health for most vulnerable groups, psycho-social support for the most affected population, proposing alternative education for children out of school, improve living conditions for households and supporting access to legal documentation (and thus to services).

Until 2020 at least, refugees and host communities will continue to co-exist and while tensions are raising in the communities, it is paramount to empower the communities to bounce back ensuring i) social cohesion, ii) development of sustainable economic opportunities and iii) access to public services.

Our action on the field:

Since 2013, PUI has been responding to the needs of most vulnerable populations affected by the Syria crisis in host communities. Through a community-based approach, the objectives of PUI in Jordan are the following:
– Provide emergency/life-saving cash assistance to the most vulnerable population to meet their basic needs;
– Improve access to services for most vulnerable populations in host communities;
– Support initiatives at community level to ensure social cohesion and economic empowerment opportunities for most vulnerable
populations.

The three pillars of this strategy that encourages social change include a) Knowledge and awareness raising of women, girls, boys, men and community influential persons related to health, importance of education, prevention of early marriage and child labor/abuse, rights and promotion of services uptake, b) Alleviating measures such as cash transfers for an access to health, education, winterization and legal documentation) c) provision of services: Economic empowerment, Informal education, PSS, health & education sessions and counselling, case management including referral and follow-up.

The current ongoing programmes:
ECHO: Protection Monitoring Programme in consortium wth DRC, Intersos, ICMC and Mercy Corps including household level and community level protection monitoring, case management, referrals and cash approaches.
ECHO: Improve access to reproductive health for syrian refugees and most vulnerable Jordanians through awareness raising, referral, individual follow-up and cash approaches.
AFD: Community Programme in partnership with two CBOs including Health (community health facilitation), Psychosocial support, Education (remedial classes), Protection (case management) and cash approaches.

As part of our actions in Jordan, we are looking for a Project Manager Social Protection.

The Project Manager – Social Protection is directly responsible for the successful implementation Protection Monitoring and Basic Needs (cash assistance, livelihoods, etc.) programming for PUI Jordan. S/he carries out work planning, implementation, monitoring, and continuous improvement for successful completion of activities. The Project Manager design and implement activities according to technical best practices appropriate to the intervention (professional, legal, sectoral standards, etc.) and management best practices according to the logical framework approach and Results Based Management. S/he is also responsible for external technical coordination related to his/her areas of responsibility. External relations responsibility includes exhibiting leadership in the overall humanitarian response by sharing PUI learning, innovation, and best practices.

Tasks and Responsibilites:

ROJECT DESIGN, IMPLEMENTATION, MONITORING, AND REPORTING S/He ensures that activities are in line with PUI policy and supports the Project Officers to ensure implementation is on track, of a high quality, making recommendations and supporting the project team to improve. S/He makes sure the work plan is respected. S/He monitors project progress, including the qualitative and quantitative aspects; and enforces application of policies, standards & codes of conduct.

TEAM SUPERVISION, HUMAN RESOURCES, AND CAPACITY BUILDING S/He directly supervises and leads the Project Officers dedicated to the project. S/He leads the recruitment of required staff and provides capacity building support to the project team as appropriate. S/He supervises training activities on the basis of identified needs.

SAFETY OF PROJECT PEOPLE AND MATERIALS S/He contributes to compliance with safety rules within the mission, especially by the project team under her/his management and communicates any security/safety-related information to the Coordination Team.

COMMUNICATION, COORDINATION, AND EXTERNAL REPRESENTATION Upon request from his/her supervisor, he/she represents PUI to partners and other stakeholders, including sectoral working groups for programmatic related issues. S/He ensures efficient coordination with other INGOs and local organizations by her/his staff in view of developing a good mapping of service providers and efficient referrals. She ensures the internal communication with other department and within her team and participate to mission meeting as requested.

FINANCIAL, LOGISTICAL, AND ADMINISTRATIVE OVERSIGHT OF PROJECT ACTIVITY S/He coordinates with the Logs and Admin/Finance team to mobilize effectively the resources allocated to the project supervised, including forecasting any adjustments needed, taking into consideration determined budget and compliance with logistics and administrative procedures. S/He is responsible for the activity lines of her/his project budget and for following-up on the expenditures while providing monthly budget forecast.

PROJECT DESIGN AND STRATEGY SUPPORT S/He contributes to the development of the mission in the country through assessment and strategy exercise and proposal elaboration.

ORGANISATIONAL CULTURE AND MISSION SUPPORT S/He facilitates the team spirit in promoting PUI values and cultural integration.

Training and Experience:

Training:

Bachelor’s degree in social sciences, economics, and/or other relevant field.

Experience:

Minimum 4 years in Project Implementation for an INGO

Minimum 2 years supervisory experience in a related post

Demonstrated experience in implementation of Protection and Basic Needs programs

Demonstrated experience in project monitoring, report writing, and analysis;

Demonstrated experience in capacity building and team building of project and partner staff;

Knowledge of multi-sectoral and holistic approaches to programming

Excellent written English for analysis

Software: MS Office Use

Required Personal Characteristics (fitting into team, suitability for the job and assignment/mission):

Demonstrate a real commitment to humanitarian work and an understanding of community-based issues in Jordan

Strong organizational skills and attention to detail with the ability to manage priorities, take initiative, meet multiple competing deadlines, and work without constant supervision

Good communication skills

Ability to demonstrate clear analytical thinking and problem-solving

Self-motivated, flexible and adaptable to the needs of the team and organization

Ability to work under pressure and handle stressful situations

A high sense of discretion and integrity when dealing with sensitive protection information and personal data.

Strong commitment to support/develop capacity of colleagues

Constructive and positive supervisory ability and inter-personal skills with problem solving

Comfortable conducting occasional field visits to beneficiary neighborhoods and homes All employees are expected to abide by the humanitarian principles, the Code of Conduct, PUI Charter and PUI above mentioned values.

Mobility: Travel within Jordan is required. Activities do not require overnights outside Amman

Languages: English Mandatory

Proposed-terms :

Fixed-term contract: 5 months

Starting Date: August 2018

Monthly Gross Income: from 1 815 Euros up to 2 145 Euros depending on the experience in International Solidarity + 50 Euros per semester seniority with PUI.

Insurance including medical coverage and complementary healthcare, 24/24 assistance and repatriation

Housing in collective accommodation

Daily Living Expenses (« Per diem »)

Break Leave Policy : 5 working days at 3 and 9 months + break allowance (for missions longer than 5 months)

Paid Leaves Policy : 5 weeks of paid leaves per year + return ticket every 6 months
