Your Challenge

Some 32 million children in countries affected by armed conflict are out of school. Furthermore, under investment in schooling systems and infrastructures and lack of teachers has meant that entire generations of children and youth are denied the right to education. Can’t Wait to Learn programme (CWTL) provides a highly effective and cost-efficient solution to close the education gap for millions of children around the world affected by conflict. It is a digital tablet-based innovation programme providing children access to quality education, in both formal school settings or inside their communities. It offers children the opportunity to (continue to) learn to read, write and count through a self-paced digital game, which is specifically created to reflect their world and context. We work together with Ministries of Education to ensure that learning objectives are based on the national curricula. Children’s progress is monitored and used for further improvements of the programme. The programme is currently operational in Jordan, Lebanon, Sudan, Uganda, Chad and Bangladesh.

CWTL connected to the Humanitarian Education Accelerator (HEA), who’s purpose is to support promising humanitarian education innovations on their journey to scale. HEA has recently launched a call for tech-focused ideas to respond to the learning emergency caused by COVID-19 school closures, with a special focus on refugees. One of the responses will be developed by War Child in Jordan, in close collaboration with a multi-sectoral team across several departments of War Child in the Netherlands.

In support of the above mentioned responses, Porticus has made funds available for the development and implementation of robust M&E system and CWTL will play key role in its development, in close collaboration with UNHCR/HEA. The CWTL team will manage a specialised EdTech team that will digitise a learning assessment tool and build a platform and game around measuring learning outcomes. This gamified tool to measure learning outcomes of distance learning interventions, will be tested and piloted by War Child Jordan and possibly other project environments; and adapted so that it can be used in a wide range of distance learning interventions.

Project Manager CWTL will coordinate the Porticus funded HEA response, and manage all aspects of the grant assigned to CWTL: the development of a platform and game that measures learning outcomes in addition to engaging with HEA cohort in identifying learning outcome needs and providing mentorship and support. More specifically, Project Manager CWTL will deal with:

  • Grant management: donor relationship; contract management; reporting to donor.
  • Strategic engagement and coordination of implementing partners (Tech. Company, UNHCR, War Child Jordan, War Child team in the Netherlands, HEA Cohort partners)
  • Co-organisation of webinars and mentorship of HEA partners.

Project Manager CWTL will work with CWTL Global team and relevant War Child departments in the Netherlands, CWTL Jordan Country team, selected Ed Tech company, UNHCR/HEA representatives, HEA implementing partners. Project Manager will report to Country Director Jordan with a functional line to the Can’t Wait to Learn Programme Director in Amsterdam.

This role can be stationed in WCH office in the Netherlands (Amsterdam) or in our country office in Jordan (Amman) – the successful candidate needs to be eligible to work in one of these locations.

Your responsibilities

  • Coordinate all stakeholders and partners, keeping them engaged, ensuring that expectations and results are being met
  • Identify important findings and results and share these with the global CWTL programme team and the CWTL Jordan team
  • Represent the organisation in relevant events, webinars, networks and sector groups
  • Act as project focal person for the programme responding to any requests in liaison with the CWTL global and country teams
  • Coordinate the effective roll out of digital assessment tool in Jordan, bringing together the CWTL global project team, Jordan country team and external partners
  • Lead the development of the project plan as part of the wider CWTL Programme, including detailed project plans, quality standards, timeline, detailed budgets and milestones, in strong collaboration with the international CWTL programme team, UNHCR project team, Jordan country team, and finance department
  • Develop processes and guidelines to ensure smooth project management and implementation
  • Monitor and support budget management in line with agreed plans, in collaboration CWTL programme and finance teams
  • Ensure monitoring and evaluation is integrated into programme and project design from the outset; and linked to the CWTL Programme
  • Supervise project management including the coordination with tech companies, the CWTL Programme, other external partners, assuring quality adherence, timely delivery of (sub) results within budget parameters
  • Provide guidance and support if and where needed in close coordination with the country teams
  • Maintain relationship with UNHCR and Porticus and liaise with them regarding technical and compliance matters
  • Document and share programme results and the potential for replication and scaling-up with HEA and other relevant stakeholders as required and under the lead of the CWTL team
  • Ensure submission of transparent, high quality and timely financial and narrative reports about project, meeting WCH quality standards and HEA requirements
  • Coordinate communication and visibility with the CWTL communication advisor.

Your Profile

  • Relevant academic degree or studies (Education with a focus on ED-tech)
  • Extensive programme knowledge of education in emergency settings (experience in Education Technology, assessment of learning, and distant learning is required)
  • Knowledge and experience of programme- and project coordination in complex multi-stakeholder programmes
  • Experience in developing, methods, tools, programs/interventions and delivering training in educational contexts
  • Knowledge and experience in M&E and research
  • Outstanding communication and interpersonal skills
  • Ability to collaborate and form effective partnerships with internal and external stakeholders; capacity to juggle multiple stakeholders and keep them engaged
  • Problem solving and can-do approach to work with a key focus on achieving successful results
  • Flexibility to change and create for continuous improvement and to contribute towards a culture of innovation along with knowledge impact
  • Strong planning and organisational skills with the ability to make effective decisions
  • Understanding and full support of War Child’s mandate, mission and vision
  • Preparedness to travel to WCH locations.

Our offer

If duty station is Amsterdam:

· Local Dutch contract, with salary and secondary labour conditions in accordance with T&C of War Child Holland and Dutch labour law**

· Fixed Term Contract (12 months with possible extension)

If the duty station is a country office:

· Local Jordanian contract, with the corresponding salary and secondary labour conditions. **

· Fixed Term Contract (12 months with possible extension)
