How the Project Manager fits into the Integrity team

The Project Manager position is a mid-level project management role at Integrity. You will play a key role in the successful delivery of major Research, Monitoring and Implementation projects.

The Project Manager (PM) will sit within our Directorate Services (D/Services), which leads the design and delivery of our work. The PM plays an essential role on each of our projects. You will establish and implement management structures; track delivery and risks; lead on financial management, operational risk and duty of care; and build and maintain relationships with client and project stakeholders. The PM may also support technical delivery, business and proposal development, and wider institutional learning. This role is based in MENA with regular travel between Amman and Jerusalem, with the possibility of wider travel within the region. The role reports to a Senior Services Manager in D/Services.

The PM will have opportunities to work flexibly across Integrity’s different services and directorates within a fast-paced working environment. You will work closely with Director Corporate (D/Corporate) on contract and financial management and Directorate Operations (D/Operations) on matters relating to project support, risk management and duty of care. You will also work with Directorate Business (D/Business) to manage consultants, build relationships with key partners and institutions, and to assist in the design of new projects.

The Project Manager’s Scope of Work

The Project Manager role brings opportunities to design management solutions for complex projects in politically challenging operating environments.

In your first year, you will play a major role in the delivery of two contracted projects in the Middle East; a justice sector project and a Syria-focused governance/essential services project. This role requires technical and project management skills, as well as the ability to liaise effectively with senior stakeholders and team members in politically complex environments. In particular, you will demonstrate a diplomatic and sensitive approach to the management of consortium relationships dynamics and an ability to build and maintain trusting relationships with consortium and client stakeholders. You will work closely with the client, Project Director, Team Lead and consortium partners to ensure that the projects are delivered safely and successfully, as well as on-time and on-budget.

In addition, you will also support the consolidation of good practice within the company and may take management responsibilities for more junior staff members.

Terms of Reference

A. Project Management (80%)

The Project Manager will provide project management functions to two international development programmes, ensuring that delivery is of high quality, on budget and on time, and maintains client satisfaction. You will:

  • Ensure adherence to company delivery processes;
  • Manage day-to-day client and consortium contract management;
  • Develop and maintain strong relationships with clients and consortium, through the establishment and/or continuation of respective co-ordination mechanisms, clear communications channels and reporting lines;
  • Manage and coordinate project teams, including senior external consultants, on a day-to-day basis;
  • Plan and manage work-flow, including internal resource requests;
  • Manage the production of project deliverables, delegating as necessary, ensuring the quality assurance proves is followed;
  • Manage project-level risks, escalating as appropriate;
  • Oversee operational, logistical and security & risk arrangements for the projects, in partnership with Integrity’s D/Operations;
  • Manage project finances; and
  • Manage internal communications on the projects.

B. Business Development & Representation (10%)

The Project Manager will support the expansion of Integrity’s work across MENA. You will:

  • Support efforts to identify new business opportunities, including in the justice sector (building on work done to date);
  • Engage with the donor and international community of stakeholders to build understanding of the sector;
  • Represent Integrity at relevant events and promote the organisation, feeding back key learning to the wider company;
  • Engage with Integrity’s MENA Office (based in Amman), joining (remotely) weekly MENA meetings.

C. Office Oversight (5%)

  • Oversee a small Integrity project office, ensuring the entity remains fully compliant with local regulations and requirements, including annual audits and bank authorisations as needed, delegating where necessary;
  • Drive the relationship between the project office and wider colleagues across all offices – identifying chances to collaborate, streamline or provide support.

D. Thought Leadership and Learning (5%)

  • Enhance Integrity’s approaches and methodologies, with a view to promoting innovative practices and positioning the organisation as a practice/thought leader;
  • Share knowledge gained through project delivery and wider experiences with the internal team.

Your Experience and Expertise

The Project Manager will have:

  • 4-7 years’ experience working within international development, international affairs, public policy, research and/or the consultancy sector;
  • Experience managing challenging projects, particularly related to international development, monitoring and evaluation, research or grants management;
  • Experience managing teams of staff and consultants;
  • Experience managing significant budgets and resources;
  • Experience working with international donors, preferably, FCO (CSSF) and USAID, and an understanding of UK and US government contractual requirements;
  • An ability to build, develop and maintain relationships with a variety of stakeholders, showing diplomacy, sensitivity and tact.

It is desirable that the Project Manager will also have:

  • Experience working with consortium partners, including those in the humanitarian space;
  • Experience relating to office management, including operations, compliance and risk management;
  • Thematic experience in governance, justice and security, conflict, economic development, health or education;
  • Experience working in FCAS environments;
  • Software expertise, e.g. Microsoft Excel, Access, etc.

Languages:

  • Written and oral fluency in English, with the ability to write clear and compelling narrative;
  • Arabic language skills desirable.
