The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.
We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across more than 30 countries. We specialise in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene.
We stand up for people forced to flee. NRC is a determined advocate for displaced people. We promote and defend displaced people’s rights and dignity in local communities, with national governments and in the international arena. NRC’s Internal Displacement Monitoring Centre in Geneva is a global leader in monitoring, reporting on and advocating for people displaced within their own country.

We respond quickly to emergencies. Our expert deployment capacity, NORCAP, boasts around 1,000 experts from all over the world who can be deployed within 72 hours. Our experts help improve international and local ability to prevent, prepare for, respond to and recover from crises.

Around 6,000 men and women work for the Norwegian Refugee Council. Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo. Many of our colleagues were once themselves fleeing their homes.

ACAPS Purpose and project background

ACAPS is dedicated to enabling humanitarians to better understand crises in order to be able to take better decisions. We work in collaboration across the humanitarian sector and beyond to provide an evolving platform of:

  • Independent analysis to support evidence-based decision making for humanitarian operations.
  • Deployment of experts to support assessments and analysis in crisis.
  • Capacity development of humanitarian actors to carry out better needs assessments and analysis.
  • Innovative approaches to collect more reliable and timely data and conduct rigorous analysis.

The Yemen Economic Tracking Initiative (YETI) Project is built on these initiatives, drawing in quantitative and qualitative economic data, tracking trends and risks in economic decision making at multiple levels (local, governorate, and country, regional) and mapping them against a searchable, interactive timeline. The platform will serve as a tool for economic decision making, design and development of economic policy (particularly at the Technical Advisory Group of the Quad) and as a baseline to measure and track the impact of key decisions on economic outcomes. The platform will also serve as a tool and resource for the wider economic research community on Yemen.

Purpose of the position

To provide effective and efficient management of Yemen Economic Tracking Initiative (YETI) project in order to provide key economic trends, developments and risks in Arabic and English

Key deliverables

  • Overall YETI Project Management
  • Provide support on finalising Yemen Economic Analytical Framework
  • Lead on liaising with software development institution to deliver data tagging and analytics software
  • Lead on conducting pilot testing of data tagging software
  • Explore economic spectrum of Yemen for better and daily economic data tagging and management
  • Provide project budget management and monitoring
  • Lead on supporting ACAPs and MCs analyst to deliver timely economic thematic products
  • Maintained pools of economic analytical resources and shared as per need
  • Maintained good relationship with stakeholders to increase their participation on joint analysis
  • Provide technical support to DIFD TAC committee for Economic analysis

Competencies

  • Relevant Bachelor degree, preferably on Data management, Information Management, Data Analysis.
  • At least 2 years of experience of humanitarian information management. Extensive experience in undertaking and managing complex data management. Experience leading multi-sectorial, multi-agency assessments is a plus.
  • Knowledge of data tagging and data based management; and sound skills on data base software such as MS Access, SQL, My SQL, other programming language.
  • Knowledge of quantitative and qualitative data analysis methods.
  • Strong data visualisation skills.
  • Sound understating of Yemen Context, preferably contextual understand of Yemen Economy and humanitarian response.
  • Excellent written and verbal communication skills.
  • Ability to work efficiently under pressure, manage multiple tasks and meet deadlines, while maintaining attention to detail and working efficiently in a team.
  • Autonomy, takes initiative and is self-motivating.

Duty station: Amman, Jordan with occasional travel to Yemen, as needed.
