NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria . As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs.

The Syrian Crisis is in its ninth year, but the level and intensity of conflict in the country remains high. Humanitarian and protection needs are overwhelming. According to OCHA, 11.7 million people are in need of humanitarian assistance inside of Syria and millions have been forced to flee. Approximately 6.2 million people in Syria are living in protracted displacement. Most IDPs have sought refuge with host families and in abandoned or unfinished buildings, which are often overcrowded. Elsewhere, they reside in tents or makeshift accommodation in informal settlements and camps. 3.7 million school-aged children are in need of support and 2.1 million are out of school and disconnected from learning and their peers.

Duties and Responsibilities

The purpose of the ICLA Project Manager position is to implement delegated ICLA project portfolio. The following is a brief description of the role:

Generic responsibilities

  • Line management for project staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant ICLA projects
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Provide technical direction to ICLA team, and ensure high technical quality of projects
  • Provide regular progress reports to the Area Manager and the ICLA Specialist, highlighting operational successes and challenges
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  • Develop and manage project budget, in cooperation with Area Manager
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of displaced persons in line with the advocacy strategy Specific responsibilities

Specific responsibilities

  • Participate in relevant project start-up, progress review, and closing meetings
  • Ensure accurate and consistent implementation of ICLA case management and M&E tools
  • Actively participate in relevant humanitarian coordination meetings
  • Actively promote and operationalize synergies between ICLA and other NRC programmes
  • Any other task relevant to the position as requested by the Area Manager or ICLA Specialist

Knowledge, Experience & Skills that will help you succeed in this role

  • Relevant university degree, preferably law or social studies
  • Minimum 3 years of experience from a senior level legal assistance project implementation position in a humanitarian/ recovery context
  • ICLA technical expertise, including knowledge of Housing, Land & Property and/or civil documentation issues
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge of the displacement context in Syria and the Middle East
  • Experience with start-up or expansion of new programmes
  • Advanced computer skills, especially in Word, Excel, Power Point and Outlook;
  • Knowledge of Arabic desirable

Additional Information

  • Contract period: 12 months
  • Salary/benefits: According to NRC’s salary scale and terms and conditions
  • Duty station: Amman, Jordan, with 20% travel within Syria Response Office area of operations.
