The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.
We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across 31 countries. We specialise in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene.
We stand up for people forced to flee. NRC is a determined advocate for displaced people. We promote and defend displaced people’s rights and dignity in local communities, with national governments and in the international arena. NRC’s Internal Displacement Monitoring Centre in Geneva is a global leader in monitoring, reporting on and advocating for people displaced within their own country.

We respond quickly to emergencies. Our expert deployment capacity, NORCAP, boasts around 1,000 experts from all over the world who can be deployed within 72 hours. Our experts help improve international and local ability to prevent, prepare for, respond to and recover from crises.

Around 6,000 men and women work for the Norwegian Refugee Council. Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo. Many of our colleagues were once themselves fleeing their homes.

Country Office Background

Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and the resulting refugee influx. NRC Jordan currently employs over 500 staff in Jordan and is one of the largest INGOs in the country. Since 2012, NRC has worked to build the resilience of Syrian refugees in Jordan, and invest in the Jordanian communities that host them. NRC supports Syrian refugees in Zaatari and Azraq refugee camps, as well as vulnerable refugees and Jordanians in north and central Jordan (Irbid, Jerash, Ajloun, Mafraq and Amman governorates). In Jordan, NRC provides services in five of NRC’s global core competencies: Shelter, Education, Youth, Livelihoods and Information Counselling and Legal Assistance (ICLA). NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreamed across all core competencies.

Position Description:

The purpose of the Information, Counselling and Legal Assistance (ICLA) Project Manager position is to oversee the implementation of the ICLA project portfolio across central and northern Jordan. Specific responsibilities related to this position include:

  • Consolidate and strengthen ICLA programming in the areas of intervention through the management of the ICLA programme in Jordan.
  • Explore areas of thematic growth for ICLA programming in Jordan based on operational opportunities in the field, and in line with the agreed ICLA Strategy.
  • Lead the efforts of the ICLA programme to include refugees from countries other than Syria into the current portfolio.
  • Work with other managers to identify holistic programme opportunities and ensure integrated NRC programming in Jordan.
  • Represent NRC Jordan in field coordination bodies related to the implementation of relevant thematic programming, specifically developing strong relations with UN, partner NGOs, and local government representatives.
  • Ensure all stages of the project management cycle and programme quality are implemented in coordination with the ICLA Specialist and within the agreed NRC ICLA Strategy (including beneficiary participation, mainstreaming of cross-cutting issues, value for money etc.)
  • Ensure systematic capacity building for ICLA staff at all levels, relevant both for programme implementation and staff development.
  • Manage ICLA’s local partnerships with legal aid actors and community based organisations.
