Center Manager

Closing date

The Center Manager is responsible for managing, leading and directing sub project teams at one of CARE’s geographical center/hub. She or he is also responsible for planning, implementation and reporting on one or more components of different projects. The center manager liaises directly with key partners, including implementing partners (e.g. CBOs), contractors, and experts to implement the project component or components. She or he also liaises with other parties such as: UN agencies, NGOs or governmental stakeholders to ensure coordination of activities, promote CARE’s work and create synergies.

The Center Manager is responsible for ensuring the staff under his or her management, conduct their work according to CARE standards and in line with key guidelines such as the IASC guidelines on mental health and psychosocial support in emergency settings and Sphere Standards.

The Center Manager should have technical knowledge about the following protection and development subjects: Protection, Refugee Affairs, Sustainable Development, Livelihood, Cash Assistance and Education.

The Center Manager should ensure timely and quality coordination with relevant program teams implementing activities inside the center/hub or designated geographical area.

· RESPONSIBILITIES AND TASKS:

Responsibility #1: Staff Management

· Manages and supervises her or his team including setting work schedules and organizing staff deployments and leave according to program and project activities and plans

· Ensures that work procedures and if relevant standard operating procedures (SOPs) are well understood and accurately implemented

· Monitors the work of the team through regular follow up, and ensures the team produces timely reports, and key project documentation

· Ensures project components are recorded by the team e.g. beneficiaries recorded on database

· Supports her or his team members in their everyday work working through problems, advising and coaching. Supports team members resolve problems and advises on achieving effective project results

· Ensures that the team receive the required technical and logistical support .

· Ensures team performs according to CARE standard practices and relevant codes of conduct such as; IASC guidelines on mental health and psychosocial support in emergency settings and sphere standards.

· Assesses (with the Director of Protection and CARE Program Managers if appropriate) skill gaps as well as information and training needs

· Conducts annual performance appraisals as per the organization’s policies and procedures.

· Provide training, guidance, and support to the staff members to effectively perform their duties and promote a strong team spirit

· Carry out spot checks on lists to ensure procedures followed properly. Report wrong-doings and incidents

Job Responsibility #2: Project Management and Implementation

· Engage in the process of reviewing all projects being implemented in the center/hub or designated geographical area

· Ensures that project components are implemented as outlined in the project agreement and in accordance with CARE principles, and aligned with relevant work plans

· Provides regular reports in line with the project agreement and work plan to the project manager when needed

· Supervises the implementation of project activities assigned to the area center

· Reports on challenges or problems that have impact on activity implementation

· Contributes to donor report writing, development and proposal writing, as well as contributing to written knowledge in technical areas such as Protection, Livelihoods, Cash Assistance, Psychosocial Intervention and other fields CARE works in.

· Contributes to needs assessment and monitoring of the beneficiary groups and of partners

· Analyzes and evaluates beneficiaries social, economic and psychological situation and provides recommendations on services to be provided by different programs

· Analyze feedback from beneficiaries (questions and inquiries) and report back regularly

· Follows up with the case manager on referrals of beneficiaries to various services, and reports on critical cases

· Ensures that all operational work meets standards of safety and security

· Ensures that all operations in the center/hub are aligned with designated work plans and agreements

· Provides required support for all admin staff to set up and keep a calendar of all key dates affecting the center/hub: NFI distributions, cash distribution, meetings and visits

· Review all data related to all different cash types, NFI, and others before sharing with technical coordinators and directors.

· Follow up on any complaints from refugees and ensure that corrective actions and taken

· Creates innovative and effective solutions to problems related to organizing work flow inside the center/hub

· Ensure that all assets are registered and maintained properly

Job Responsibility #3: Liaison & Coordination

· Maintains contact with project implementation partners (referral partners; CBOs implementing parts of the project; sub grantees; contractors, experts, etc.) to ensure effective performance of project partners in project implementation; Monitors implementation of any contracts or agreements with these parties

· Liaises with other interested parties and partners (UN agencies, government, other NGOs and agencies) to ensure coordination, promote CARE’s work and ensure coherence of the project with other similar activities; helps facilitate and participate in project visits especially by donors

· Ensures communication and joint working groups with other CARE projects and teams (e.g. to refer beneficiaries or to ensure other colleagues are informed about project progress)

· Coordination at internal level among CARE programs: Sustainable Development, Protection Program and MEAL Team

· External coordination with CBOs, partners and NGOs in program implementation and various activities

· Acts as the focal point for all admin and logistical matters between CARE and the Landlord

· Coordinate, manage and maintain records of all cash, winterization, and NFI distributions.

· Liaison with support staff at the main office to ensure that all operational requirements and donors’ compliance are considered

30% of Time

Responsibility # 4 Emergency Response / Staff Security

· Act as safety $ security focal point in the area.

· Take lead role in facilitating timely and efficient administrative support in at the time of emergency response for the center/hub

· Supports staff on security concerns, and addresses any related issues that could emerge from these concerns

· Promotes a safe and secure working environment, fosters a safety and security culture; and ensures consistent application of and compliance with CARE Jordan safety and security policies and procedures.

5% of Time

Job Responsibility #6: Other duties as assigned by the Area Coordinator.

· QUALIFICATIONS – (*must be specific, realistic and related to job responsibilities)**

A- Specialized Know How

Systemic application of community center producers related to daily operations, beneficiary and staff wellbeing, program implementation and information sharing.

B- Education and training

Required: Bachelor’s degree in Community Development, Social Sciences, Business Administration or combination of relevant Education and Experience

Desired: Master’s degree in relevant fields.

C- Managerial Know How

Involves integrating and harmonizing requirements of diverse functions in operating, support, and administrative situations. It may be exercised through consultation as well as direct action; Management requires a combination of planning, organizing, controlling, and reviewing along with direct and indirect execution. Choose one of the following: Task; Minimal; Related; Diverse; Broad.

· This position requires (Diverse) managerial know-how.

D- Experience

Required:

· 3 -5 years of experience in a similar management role in humanitarian aid context

Desired:

· Project Management, Effective follow up and planning skills

· Good knowledge in administration, HR and procurement policies and procedures

E- Technical skills

Required:

· Supervisory skill;

· Project planning and budgeting and staff planning and supervision

· Good communication (with colleagues and external partners)

· Report writing skills in good English;

· Familiarity/training in participatory extension approach;

· Firm belief in teamwork, gender equality, conceptual understanding of participatory approach and sustainable development.
