Regional Finance and Administration Manager, Middle East- Jordan

Closing date

The RFAM ensures strong internal controls and capacity that enables Corus (LWR and IMA) country offices and local partners to manage effective and accountable financial systems, comply with internal and donor policies, and abide by local laws. The RFAM provides in-depth support to country offices in Iraq, Jordan, Lebanon, and Yemen, and is responsible for overseeing all aspects of financial management including accounting, internal controls, donor compliance, budget development and analysis. The RFAM provides technical assistance to country programs or large projects that have robust finance and administration teams that report directly to headquarters. The RFAM coordinates closely with the International Finance and Asia and the Middle East headquarters teams.

Enhance internal controls and systems to safeguard the assets of country offices

  1. Ensure application of policies contained in the Overseas Finance and Administration Manual, Procurement Manual, and other manuals and policies related to finance and administration.
  2. Ensure each country team has a comprehensive partner monitoring system and ensure follow up on any areas of improvement.
  3. Evaluate robustness of financial management systems and to ensure compliance with donor requirements, and/or international accounting standards for country offices and partners.
  4. Support country directors and country finance managers to oversee country offices’ audits (statutory annual audits, internal audits, donor audits).

Ensure efficient and effective financial and administrative management of country offices

  1. Ensure timely and accurate use of general ledger software at the country level.
  2. Support and monitor country offices’ financial planning and reporting.
  3. Support and monitor procurement procedures and practices established by the country offices and ensure compliance with the internal and applicable external polices and manuals.
  4. Ensure each country office has on retainer a qualified legal counsel related to local labor and tax law.

Provide technical assistance for business development and grants management

  1. Ensure development of high-quality cost proposals and management structures for restricted funding proposals/bids.
  2. Advise on donor agreement and regulation compliance.

Coordinate other administration duties

  1. Coordinate with the Country Directors, Chiefs of Parties, other regional staff, International Finance and other Headquarters units on duties and tasks expected from RFAM’s direct report(s) to ensure priorities are being executed and workloads are manageable.
  2. In regions where there is no Regional HR Manager:

a. Follow policy and guidance from HQ Human Resources related to confidential employee relations issues, compensation and benefits, policy interpretations, and changes in labor law.

b. Ensure segregation of tasks is in place for payroll preparation, review and approval in each team.

c. Carry out periodic checks to ensure documentation and compliance with HR policies.

d. Review final pay statements at staff separation to ensure compliance with policy.

  1. Ensure country programs are properly registered and procedures for renewals or new registrations (Corus) are coordinated in a timely manner with the HQ operations unit.

Supervise direct reports and other duties

  1. Supervise assigned finance and administration staff (e.g. country finance and administration managers, finance assistants, office administrators, drivers).
  2. Other duties as assigned.

Qualifications

  1. A minimum of seven (7) years demonstrated experience in public accounting, auditing, and office administration, in the INGO sector. At least three (3) years of supervisory experience required.
  2. Experience developing multimillion-dollar proposals for restricted funding sources (US and other national government aid programs, multi-lateral agencies, foundations).
  3. Three (3) or more years of experience implementing or overseeing financial and administrative aspects of multi-year, high value institutional donor funded programs.
  4. Extensive knowledge of U.S. government funding rules and regulations, cooperative agreements and contracts. Other bi-lateral donor rules and regulations a plus.
  5. Proficiency in using accounting, Word, Excel, PowerPoint, Outlook, and web browser software. Experience in the effective use and management of Quick Books a major advantage.
  6. Experience providing capacity building, conducting financial reviews/monitoring of country offices and partner organizations (NGOs, CBOs), and providing corrective action plans.
  7. Ability to work legally in Jordan
  8. Ability to travel within the region and internationally as needed, up to 60% of the time.**

  4. Highly developed analytical and communication skills, and ability to assimilate and process information for wide-ranging audiences.
  5. Ability to work with diverse groups of people in multicultural, team-oriented environment.
  6. Professional proficiency in written and spoken English. Additional language(s) spoken in the region a plus
