BASE FINANCE MANAGER – IRBID, JORDAN

Closing date: 15 Feb 2020

Work place: Irbid, JORDAN with movement to other Action Against Hunger offices in the country

Specific Objectives:

Set up Financial, accounting policies, procedures for Irbid base.
Ensure sound accounting, financial management of the base according to the procedures defined for the base and within the Action Against Hunger financial and management framework , for an optimum support for the programmes

Main Objectives
1: Ensure the implementation of basic and fundamentals for finance, Accounting for the base in Irbid.

  • Setting up the main policies and procedures for accounting, finance for Irbid Base Finance

2: Ensure the implementation of basic and fundamentals for finance, Accounting for the base in Irbid.

  • Disseminating information about the accounting procedures of the base and ensuring that these procedures are respected
  • Ensuring the comprehensiveness and precision of entries and the correct budgetary charging of expenses
  • Ensuring the correctness of cash stocks and bank accounts
  • Ensuring timely forwarding of accounting information to the capital (accounting, extra-accounting and expatriate data are entered into the accounting system)
  • Providing the management and program with Budget follow up, treasury forecast
  • Ensure management of Saga for the base, upload the accountancy to Saga on a monthly basis and send the back up to coordination office

3: Managing cash and bank accounts

  • Implementing the Cash Management procedures on the base and ensuring they are respected
  • Making sure cash is available for planned purchases and payments, as well a safety margin for unforeseen expenses.
  • Ensuring monthly forecast is very accurate.
  • Managing the relationship with the banks for all projects at Irbid base.

4: Leading financial management of the base

  • Providing all necessary components for proposals (structural costs of the base) and for feedback to funding bodies (audits, financial reports)
  • Checking that cash forecasts and BFUs are consistent, and keep the capital and HoDs Finance informed
  • Anticipating and monitor financial risks (underspend, overspend)
  • Allocating properly the expenses according to the financial plan and budgets (support the departments in following their budgets)
  • Warning the Finance Head of Department and Field Coordinator of financial risks
  • Ensuring the donor filing as per Action Against Hunger procedures

5: Leading financial management of the base

6: Manage the Finance team

  • Ensuring the day-to-day management of his/her team (guidance, follow-up, motivation…)
  • Evaluating the performance and developing the skills of his/her team members
  • Organizing and leading team meeting (define and share strategy, objectives)
  • Providing technical support to his/ her team

7: Finance management of expatriate

  • Ensuring payment expatriates per diem and COLA

8: Fulfil general responsibilities and contribute to broader Action Against Hunger Jordan operational quality and consistency

  • Maintain the confidentiality of all sensitive information at all times
  • Perform other job related tasks as requested by the supervisor
  • Commit to and comply with the organisation’s gender, age, and diversity principles and policies (working with people, communication)
  • Support on the implementation and the promotion of gender, age and diversity principles through daily activities and or through the management of their teams (Managing performance & development)**
    CANDIDATE PROFILE**

Technical Recruitment Criteria:

  • Experience in accountancy (monthly closure and verification, auditing of the accounting supporting documents) required
  • Experience in financial management (monthly update and verification of Budget Follow-up, budget drafting and reporting) required
  • Experience in managing cash required
  • Knowledge of standard logistics, financial, and HR good practices and procedures
  • Strong computer and communication equipment skills;
  • Excellent intercultural, interpersonal, organisational, prioritising, and communication skills
  • High capacity of work, able to overcome stress and work under pressure, with high degree of flexibility
  • Autonomous, organised, and self-motivated
  • Diplomatic and tactful, professional and transparent
  • Ability to train and deliver technical support
  • Demonstrable commitment to gender equity
  • Solution-oriented working style
  • Base understanding of Age, Gender, and Diversity principles

HR Recruitment Criteria:

Education:
Bachelor’s degree or equivalent in finance and administration, or related field complemented by significant experience in accounting and finance management

Professional experience:

  • At least 3 years of field experience with a humanitarian NGO in the Finance department
  • At least 2 to 3 years of experience in the same or similar positions; field-based experience in a similar role required
  • Experience with policy implementation
  • Action Against Hunger experience a plus but not mandatory
    Language level: excellent in Arabic and English is required
