Overview

Creative Associates seeks an Operations Director for an upcoming education project in Jordan. The Operations Director will be responsible for overseeing the smooth running of project operations and will ensure that office operations are consistent with donor and Creative field operations standards.

Project Summary:

This project seeks to transform the organizational culture and capacity within the Government of Jordan (GoJ) to successfully implement education and youth reforms. This will include providing support to the GoJ policy reform and complementary technical assistance to relevant stakeholders on systems management, monitoring, evaluation, and learning (MEL) systems, evidence-based planning and decision-making, Human Resources management systems and financial resource management that are in support of enacting policy reforms in the areas of education and youth development.

Reporting and Supervision:

The Operations Director will report to the Chief of Party (COP) and supervise a team of procurement, Information Technology, logistics, and administrative staff.

Responsibilities

  • Ensure streamlined operations systems in line with Creative and donor rules and regulations;
  • Provide administrative and logistical support to the portfolio of programs;
  • Ensure that all operational policies, including field operations management guide, inventory and IT, are in place, compliant with project and donor policies, and implemented effectively;
  • Ensure an in-depth awareness of operational issues in the context of Jordan;
  • Streamline and maintain procurement processes to meet deliverables and milestones;
  • Provide oversight of all grant activities, including ensuring efficient and proper controls for USAID grant compliance and reporting;
  • Serve as the primary liaison to all vendors;
  • Manage and oversee staff responsible for arranging travel and logistics for staff and project equipment and inventory;
  • Provide timely and accurate reports on location of staff and assets and maintain proper hard and soft copy files for each. Reports may be requested by HQ or donor;
  • Ensure program compliance with U.S. Government rules and regulations, and Creative policies and procedures;
  • Support COP in all operations tasks and duties;
  • Manage, train, and mentor key project country team members in the areas of administration, logistics, procurement, and IT;
  • Respond to requests from donor and supervisors as needed; and
  • Perform other related duties as assigned.

    Qualifications

  • At least 10 years of relevant work experience, including experience with a contractor or International Non-Governmental Organization managing an office or program;
  • Previous experience working with USAID;
  • At least five (5) years of experience supervising complex, high-speed, and challenging field operations;
  • Knowledge of basic operating procedures in high-risk environments;
  • Strong analytical capacity; and
  • Proficient oral and written communication skills in English.
