FHI 360 is currently recruiting for the position of Contracts and Grants Manager for an anticipated USAID/Jordan Enterprise Support Activity (JESA). The purpose of JESA is to support private sector-led economic growth for Micro, Small, and Medium Enterprises (MSMEs) through fostering an enabling environment, strengthening value chains, supporting access to finance and increasing firm productivity.

Job Summary:

The JESA Contracts and Grants Manager will provide direct support and expertise to the project to ensure the efficient administration of subawards (grants and contracts) in accordance with FHI 360 and donor policies and procedures. S/he will directly contribute to drafting solicitation documents, grant agreements, reviewing budgets, and overseeing implementation of grant awards. The position will also ensure the project remains compliant with FHI 360 requirements, while seeking to identify efficiencies in the administration of grants.

The position will be resident-based in Amman, Jordan. Employment is contingent upon successful award of the JESA project to FHI 360, as well as USAID approval of the finalist.

Primary Responsibilities:

  • Comprehensive analysis of prime award terms and conditions to ensure that JESA has the organizational capacity or is able to acquire the necessary capacity to successfully perform and meet contractual obligations, primarily in subaward management
  • Serve as point of contact with USAID for all grant/subaward actions and approval requests in accordance with the field delegation of authority
  • For actions that exceed field delegation of authority, support completion of packages and review to ensure compliance before submitting to HQ for approval and signature
  • Provide direct support and expertise to JESA to ensure the efficient administration of contracts for technical service providers in accordance with FHI 360 and USAID policies and procedures; prepare and/or review selection memos and submit to USAID for acceptance of subcontracting
  • Advise senior management, including the Chief of Party, to ensure subawards are compliant prior to signature of grants within the field authority
  • Provide professional expertise in enhancing grants’ staff capacities to design, manage, and administer subawards, helping the project to achieve its targets for the grants program
  • Coordinate with other teams, including technical, finance, procurement and M&E, to ensure grants are designed and implemented in accordance with project objectives
  • Develop and contribute to the drafting of solicitation documents for grants, subcontracts, and for procurement of goods and services for grants and other service providers
  • Identify opportunities to enhance efficiencies in subaward application, evaluation, due diligence, award, and implementation procedures, including simplified forms and templates; communicate with HQ regarding bottlenecks in efficient grants administration
  • Facilitate the procurement of goods and technical services, including providing guidance/oversight to TECs, as required, to ensure that procurement standards are followed, communicating with HQ as needed
  • Negotiate terms and conditions with service providers for contracts under the field delegation of authority
  • Provide expert interpretation of USAID rules and regulations and FHI 360 requirements and procedures, and ensure standardization of administrative procedures for efficient subaward management
  • Develop contractual documents, including templates and ancillary business forms in consultation with CMS management at headquarters
  • Provide overall management, guidance, and coordination of subaward activities, including the guiding of project grant staff in all phases of subaward administration, including design, competition, negotiations, administration, reporting and monitoring, and closeout
  • Customize project-specific subaward supplements and templates, as required, and support modifications to the project Grants and Contracts Manual, solicitation modifications, grant modifications, and grantee reporting documents and templates
  • Ensure all documentation and audit trails relating to contracting matters with implementing partners and funders are complete and compliant
  • Assess project grants team needs and capabilities and develop training and mentoring interventions to enhance staff capacities to design, manage, and administer subawards
  • Support development of SOWs and engage in staff recruitment for the grants, procurement, and finance teams, as required

Qualifications:

  • Bachelor’s in Business Administration or related field
  • Minimum of eight years of experience in a contracting position in either the Federal Government acquisition system or a non-governmental organization
  • At least three years of negotiating experience and direct management of contracts and other agreements
  • Advanced knowledge of USAID rules and regulations including but not limited to, 22 CFR 226, 2 CFR 200, 2 CFR 700, 22 CFR 228, ADS 303, ADS 302, FAR, and AIDAR
  • Relevant software skills to include spreadsheet and database software and Management Information Systems
  • Effective skills in negotiations, subaward management, and procurement
  • Effective oral communication and business/technical writing skills
  • Ability to independently use technology to perform work; ability to apply updated technology to facilitate procedures and achieve unit goals and objectives
  • Ability to ensure integrity of systems, internal controls, and data, including recommending modifications for further strengthening, as indicated
  • Adaptability to work environments in diverse cultural settings
