Regional Safety & Security Director

The Regional Safety and Security Director (RSSD) directs the development, implementation and monitoring of an effective strategy and related policies and practices to identify, analyze and mitigate security risks, enable humanitarian access, maintain continuity of operations and programs, and provide for the safety and security of all IRC employees and assets. The RSSD acts as an advisor to the RVP and provides input, including comprehensive security risk analysis and recommendations related to strategic, operational, programmatic, partnership, and cross-cutting risks. The RSSD serves as the subject matter expert on humanitarian access and community engagement strategies in the Middle East & North Africa region (MENA). The RSSD ensures adequate protocols and mechanisms are in place to address country programs’ unique risks and challenges. S/he provides direction and technical support direction in developing and maintaining country programs’ context-specific field security management plans and leads the regional crisis management team. The RSSD has the authority to direct and implement appropriate safety and security measures for IRC country programs.

Reporting to the Regional Vice President (RVP) and the Chief Safety & Security Office (CSSO), the RSSD is a member of IRC’s MENA’s regional management team and of the global safety and security function organization-wide. Key relationships include: Regional Vice President; Deputy Regional Director; Country Directors; Deputy Directors; Counterparts in other regions; Global Safety & Security Director; Global Security Development Director.

Under the broad guidance of the RVP, the RSSD has a substantial level of autonomy in execution of responsibilities. S/he will work with country teams in Lebanon, Jordan, Iraq, Turkey, Syria, Tunisia, and Libya to ensure that organizational security policies and procedures are responsive to the context, adequate to the security environment, and known to staff; and that security plans and measures are developed and maintained current and appropriate to changing security environments.

The RSSD will maintain contextual knowledge of all countries in the region, including awareness of early warning indicators affecting security, and will travel regularly to all countries in the region, on very short notice if necessary. The RSSD will mentor and build IRC national staff counterpart capacities to operate more effectively and contribute actively to reducing IRC’s operational vulnerabilities.

Specific Responsibilities

1. Security Risk Management:

• Provide input, including comprehensive security risk analyses and recommendations, to the RVP related to strategic, operational, programmatic, partnerships, and cross-cutting risks

• Lead departmental security risk identification and mitigation actions that align with organizational and regional risk-management initiatives.

• Assist in developing and maintaining a structured a security risk management culture within the organization where security risks are considered in the decision-making process and the everyday working situations of all managers and staff members.

• Manage security risks with best practices in accordance with the HQ guidance and international standards

• Actively contribute to the development and roll-out of duty of care initiatives globally and regionally

• Advise, in an ongoing fashion, critical HR practices and processes by identifying, analyzing, and mitigating risks emanating from such actions

• Ensure security risk management processes and best practices are inclusive of gender-specific risks and gender equality is embedded into such processes

• Ensure that IRC partners receive security management support benefiting from internal systems and best practices relevant to their operations and operating contexts

2. Humanitarian Access Management:

• Establish principled and secure humanitarian access to enable durable programming across the MENA region

• Assist in the continued development of humanitarian access teams and activities across the region

• Contribute in developing and implementing guidelines for humanitarian access and engagement with non-state actors articulating standard IRC policy and guidance

• Oversee and advise on the implementation and review of tailored acceptance and community engagement strategies

• Maintain a high level of preparedness vis-a-vis predicted contextual fluctuations operationally and programmatically

• Advise on the development of operational and programmatic contingency plans that responds to different emergency scenarios that look at sudden changes in context

• Enhance IRC image and acceptance within the community and amongst stakeholders by providing guidance on inclusive visibility strategies

• Work with appropriate IRC units to ensure timely and appropriate follow-up to violations of IRC’s Code of Conduct, in addition to operational breaches to humanitarian principles

3. Security Management Planning and Compliance:

• Ensure that each country program in the region has current, complete, accurate and adequate security management plans on file at IRC headquarters in New York, the regional office in Amman, and each field site of the respective country program, and that each plan is revised and updated as needed but not less than once per year

• Country security management planning, policies and procedures are in compliance with IRC’s organizational policy and procedure requirements

• Provide a draft security management plan (SMP) template as required, and provide support, advice and feedback as offices develop or revise SMPs that are country-specific or field site-specific

• Direct security plan revisions when there is significant change in the security environment

• Inform RVP, DRD and CDs of any areas of concern, non-compliance, or potential or suspected violations

4. Security Capacity Development & Learning:

• Support the Regional Security Capacity Building Coordinator (RSCBC) to develop security orientation packages for incoming staff and visitors, and monitor compliance with the security orientation policy

• Create and deliver, in collaboration with the RSCBC, a security training program that reaches a maximum number of national and international staff, as well as, where appropriate, IRC partners. Keep useful records on staff training and report at least annually on training performed at all levels

• Ensure capacity development and learning initiatives account for gender-specific risks and requirements

• Support each country program team in ensuring that each new employee, visitor and country staff returning to the program – international or national – receives a safety and security orientation within 48 hours of arrival in-country. Provide a framework for field security orientations and ensure that security information is up-to-date and utilized

• Through close complementary liaison with the IRC Safety and Security function, HR NY and country program operations teams, ensure that every new international employee receives an appropriate security briefing packet and, when possible, a briefing on personal security, IRC security policies and the relevant country-specific security management plan

• Participate actively in the design and delivery of worldwide safety and security trainings organized by IRC HQ

• Assist country program offices in arranging ad hoc security training workshops appropriate to security environments

• Assist in recruitment, selection and orientation processes for international and national security staff

5. Advisory & Monitoring:

• Monitor all communications from country programs related to security incidents and planning, and provide timely feedback

• Make a minimum of two visits per year to each country in the region to monitor security preparedness and security management. Provide a follow-up report with clear findings and actionable recommendations after each visit

• Develop and maintain a database of security incidents in the region

• Generate monthly activity reports on security, including database analyses, new threats, responses, vulnerabilities and any relevant lessons learned from security and safety incidents

• Generate a daily report on security incidents, analysis, and possible cause and effect on IRC staff, assets and programs

• Any other reporting requested by the global security department

• Maintain the network of IRC Security Focal Points at each country program office and conduct bi-weekly update calls with country DDOs and security focal points

6. Liaison & Networking:

• Maintaining a network of IRC security focal points in the country programs as well as external professional contacts and counterparts, monitor the security environment in the region, identify new threats, assess IRC vulnerabilities and recommend possible responses

• Provide timely feedback on questions and technical assistance requests from country programs

• Monitor and provide support and reporting on NGO field security initiatives as required

• Identify, create and maintain a network with NGO/UN and other security specialists suitable for the region

• Facilitate regional NGO security coordination through networking, collaboration and coordination with humanitarian actors

7. Regional Context Analysis & Early Warning:

• Provide credible information and contextual analysis of localized and regional security situations and incidents along with appropriate advice to IRC managers.

• As part of a regional early warning system, understand the salient issues for country programs and update the RVP and relevant Country Director(s) as operating contexts and security circumstances dictate

8. Emergency Response and Crisis Management:

• As required, support and advise the RVP, Country Director(s) and NY-based senior managers during humanitarian or security/safety emergencies, serving on a Senior Management Crisis Team

• Assist with the security component (situation analysis and background information, security assessments) of the Emergency Response Team deployments in the region

9. Staff Performance Management and Development

• Supervise, coach and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews

• Act as technical supervisor for all country security focal points (Security Leads) and most senior humanitarian access staff

• Provide constructive feedback, professional development and capacity-building plans for all direct reports

• Promote and monitor staff care and well-being. Support appropriate interventions in response to identified staff care needs of both national and international staff

Supervisory Responsibilities: 1 direct report – Regional Security Capacity Building Coordinator. Management in Partnership supervision with Country Directors to humanitarian access, safety and security management teams in the region.

Job Requirements

Education:

• University degree in a field relevant to security management in a humanitarian assistance context

Professional Qualifications:

• Minimum 8-10 years of non-profit or NGO work experience in international humanitarian assistance programs, with demonstrated capabilities in planning, organizing and executing security management operations.

• Demonstrated understanding of humanitarian principles, codes of conduct, and NGO organizational culture.

• Thorough familiarity with principles and current approaches to permissive/acceptance models of security management.

• Skilled in influencing and obtaining cooperation of individuals not under supervisory control; able to work as member of multinational team and manage a variety of external and internal relationships to achieve results.

• Substantial and demonstrated prior experience as a trainer, with an effective adult learner training style and the ability to develop, implement, facilitate and impart learning to a wide range of audiences.

• Demonstrated ability to transfer knowledge through mentoring and other non-formal methods.

• Ability to quickly gain a comprehensive understanding of various local, regional, country and international factors that contribute to changes in security environments and risk levels.

• Ability to prepare and present, on short notice, clear analyses of security incidents, political events and their ramifications for IRC operations.

• Position requires flexibility and the capacity to deal with ambiguity in stressful situations.

• Self-motivated and able to work effectively without close supervision.

• Fluency English is required and fluency in Arabic is strongly preferred.

• Willingness and ability to travel approximately 25% of time throughout the MENA region.

• Prior experience working in the region strongly preferred.
