About the job

Based in Amman, the Partnership Manager will:

o Support to formulate and set-up the HI Partnership Strategy based on needs and objectives defined by the Syria Mission

o Support the development of HI Syria Collaboration Management Framework, its guidelines and specific components of partnership in line with HI standards and donors regulations, in close coordination with Syria Mission Coordination Departments and Hubs

o Direct, manage and monitor the adherence to the HI Syria Collaboration Management Framework in close coordination with Syria Mission Coordination Departments and Hubs

o Manage and monitor the HI Partner Capacity Building in close coordination with Syria Mission Coordination Departments and Hubs

This position is requesting mobility in Middle-East. The Partnership Manager should commit to be able to travel at least 25% of its time out of Jordan.

In direct cooperation with: Program Team, Supports Service, Technical Unit and Hubs

Duties and Responsibilities

1. Support to formulate and structure the HI Syria Partnership Strategy based on needs and objectives defined by the Syria Mission

o Keep up to date with information related to humanitarian response & needs (relevant reports published, new actors, gaps identified, etc) to inform HI Partnership Strategy;

o Support HI Syria to develop the HI Syria Partnership Strategy through participating in discussions and supporting with information for decision making by SMT on key strategic elements related to partnership;

o Support Hubs to develop specific partnership strategies as per Hubs needs through mapping the humanitarian stakeholders, potential partners, collaboration opportunities in these areas;

2. Support the development of HI Syria Collaboration Management Framework, its guidelines and specific components of partnership in line with HI standards and donors regulations, in close coordination with Syria Mission Coordination Departments and Hubs

o In collaboration with HOP and DHOP (and HoM where relevant) develop and keep updated the HI Collaboration Management Framework to the changing needs and context of the Syria Crisis, based on HI Syria Partnership Strategy

o Develop the partnership guidelines to support understanding of the HI Collaboration Management Framework and disseminate to the Hubs

o Develop and keep updated the key tools (technical assessments, organisational capacity assessments, partnership contracts, capacity building tools and so on) for the implementation of the HI Collaboration Management Framework in collaboration with Coordination Departments and Hubs

o Support programme, MEAL, Technical, Support Services at Coordination and Hub level to design and/or update follow-up tools;

3. Direct, manage and monitor the adherence to the HI Syria Collaboration Management Framework in close coordination with Syria Mission Coordination Departments and Hubs

o Act as focal point at mission level to follow-up for the framework and for any questions or issues related to Partnership Administration;

o Provide advice and direction for Hubs and Project Managers to ensure adherence to HI Syria Collaboration Management Framework

o Ensure harmonization of HI partnerships processes and practices at mission level

o Support Hubs to put in place Partnership Agreement, Amendments and Emergency Agreements, upon request (English & Arabic version) as per the framework

o Support Hubs to follow –through on the due diligence process by supporting the filing of all tools necessary for Partnership Management as per HI’s framework and process

o Send out reminder to Hubs regarding deadlines for reports, instalments, and for the collection of all documents required as displayed in the Agreements;

o Monitor Partners’ compliance – in coordination with Support Services – to HI requirements and send out warnings to Hubs as and when necessary;

o Support preparation and filing of explanatory notes to explain any discrepancies, failures to requirements, and/or exceptional situation;

o Support each hub for the reconciliation process (planning, implementation, problem solving, recommendations follow-up…);

o Support the hubs’ focal points in the different steps of the partnership process and provide on-time conselling and training when needed;

o Support hubs in organising meetings and workshops with the partners, to evaluate progress, constraints and steps forward. Attend the meetings and workshops when possible;

o In coordination with Hubs, ensure the capitalization and the archiving of all administrative documents from Partners and update the check-list accordingly;

o Keep up to date HI partnerships status matrix and share the matrix with each Hubs on a regular basis

o Run partnership diagnostic at each Hub on at least twice a year and advice on improvements on partnership practices

4. Manage and monitor the HI Partner Capacity Building in close coordination with Syria Mission Coordination Departments and Hubs

o Support Hubs for the induction of new Partners (presentation of the framework, explanation on all requirements…) – prepare a standard presentation for use

o Coordinate with Coordination and Hub departments for production of trainings and presentations for partners on key topics identified

o Develop and keep updated a repository of available trainings for partners and disseminate on a regular basis to Hubs and Coordination department

o Support each hub for the elaboration and implementation of training in accordance with Partners’ needs;

o Compile and disseminate between hubs, all specific tools elaborated for Partners capacity building and all training materials;

o Support Hubs for the identification and validation of external training for Partners;

o Collect all capacity building plans and SoVs for trainings conducted

5. Capacity Building

o Ensure good understanding and implementation of the framework and guidelines at Mission level through organising internal presentation and/or training for each hub depending on the needs;

o Conduct coaching and training to Project Managers managing partnerships on best practices in partnership management

6. Internal/External Coordination and Reporting

o Coordinate closely with Hubs, Support Services and Project Managers for implementation of partnership strategy in a constructive manner

o Provide feedback and contribute on partnerships to donor reports or proposals

o Build positive relationships with Partnership Focal Points of other organizations/partners to strengthen HI Syria Partnership Strategy and its implementation

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

Education and experience:

  • Bachelor Level – General (International Relation/Political Science type) or Administrative
  • Experience in training and remote support
  • Experience with managing partnerships and collaboration practices
  • Experience with INGO (minimum 2 years)

We offer

A work contract valid until 30 June 2020, renewable dependents on both funding and performance.

Starting Salary: 1,520 JOD.
