Working closely with the Government of Jordan, civil society, the private sector and communities, UNICEF Jordan Country Office aims to sustain results achieved for children to date, and strive to further improve policies, national institutions and programmes, for the well-being of every child in Jordan, in line with Jordan’s Vision 2025 and the National Human Resources Development Strategy (2016-2025)towards achieving the Sustainable Development Goals. Our programmes focus on improving the lives of the most vulnerable and disadvantaged children in the Kingdom, irrespective of their nationality, gender, religion or background. Our main pillars include: Child Protection; Education; Water, Sanitation & Hygiene; Adolescent and Youth Engagement, Health and Nutrition; Social Protection; and Operations.

How can you make a difference?

Under the overall guidance and direct supervision of the Deputy Representative, the Partnerships Manager P4 and advocate for children in Jordan, is responsible for establishing and maintaining partnerships with the private and public sector, locally, regionally and internationally. Not only will the Partnerships Manager P4 maximize results for children by leveraging financial and non-financial resources but also serve as private and public sector partnerships/fundraising manager to the Jordan Country Office, and is accountable to maximize private and public sector income, new funding streams, as well as being accountable for fundraising performances, with an emphasis on profitable and strategic utilization of investment funds. Furthermore, he/she builds fundraising capacity, designs and implements a fundraising strategy, based on his/her own analysis of the market. The post requires a familiarity with the Jordanian and regional target markets, as well as with the work of the IFI’s (World Bank, IMF etc. Specific responsibilities are highlighted below:

1. Fundraising and partnerships (Corporate/Private and Public Sectors)

Ensure that JCO has a continuously updated, long-term fundraising strategy, aligned with the advocacy and communication strategy and JCO’s Partnerships Section Work Plan, with the aim of maximizing income and brand exposure. Plan, develop, advise, strategize, direct, take responsibility for and implement JCO’s fundraising efforts that take into account local and regional markets and target audiences. Mobilize and manage resources in close collaboration with JCO management which includes:

  • Provides leadership and direction in developing UNICEF Jordan’s overall resource mobilization and partnerships strategies and implementation frameworks focused on a wide range of donor audiences, eg. global, bilateral, corporates, foundations, individuals and high net worth individuals.
  • Lead the development of a long-term private/corporate and public partnership engagement and fundraising/resource mobilization strategy for the Jordan Country Office, development of workplan and activities to optimize fundraising potential.
  • Provide guidance and direction for planning, implementation, research and analysis of fundraising and modes of engagement.
  • Promote new partnerships, working with UNICEF colleagues at HQ (PFP), regional and local level, to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs. Capitalize on regional synergies to maximize growth, ensure fundraising and communication messaging are aligned.
  • Develop and maintain deep knowledge and familiarity with current and prospective partners and relevant stakeholders. Expand UNICEF’s network of key interlocutors to build stronger relationships between UNICEF and governments, other key-decision makers, regional development institutions, foundations, the private and public sector, international financial institutions and/or relevant constituencies.
  • Ensure appropriate focus on fundraising in annual work plans and budgets, with information on plan, implementation and outcome. Design, implement and lead on a multi-year fundraising strategy for JCO. Oversee fundraising targets and update management. Ensure ethical guidelines are followed in fundraising efforts.
  • Ensure that JCO has a cutting-edge portfolio and products that appeal to potential and current partners, donors, the private and public sectors and National Committees. Identify additional and innovative channels for private and public sector fundraising, communication and brand usage and act quickly and timely on opportunities. Make use of digital fundraising/mass communication tools and up-to date theoretical fundraising methods in close collaboration with JCO Communication team.
  • Lead UNICEF efforts in innovative and blended financing as appropriate within the country context.

2. Management and Capacity Building

Ensure that human resources and financial resources (budget planning, management and monitoring) are effectively managed and optimally used which includes:

  • Develop a work plan for partnership and fundraising activities, monitor compliance and provide support and guidance to ensure objectives are met.
  • Plan and monitor the use of Partnerships and fundraising budgetary resources.
  • Identify, recruit and supervise staff, technical resources and consultants as necessary in consultation with office management. Conduct and Implement effective performance planning, monitoring, performance development programme as required.
  • Ensure fundraising effectiveness, efficiency and delivery as well as a rigorous and transparent approach to planning, monitoring and evaluation.
  • Establish the overall framework for resource mobilization and partnerships work plans, monitor compliance and performance standards and provide support and guidance to ensure that objectives are met.
  • Monitor work progress for unit managed and ensure results are achieved according to schedule and performance standards. In particular ensure quality control of all donor reports and products for donors in the office (currently over 100 products per year) to ensure donor requirements and conditions are met in a timely manner.
  • Establish clear individual performance objectives, goals and timelines for team members; and provide timely guidance to enable the team to perform their duties responsibly and efficiently.
  • Lead the work plan for assigned area, in order to ensure timely and cost-effective delivery of results, in accordance with UNICEF’s partnership strategy
  • Seeks and promotes new partnerships and resource mobilization, working with UNICEF colleagues to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs.
  • Receives and screens inquiries from potential collaborators and facilitates communication with appropriate UNICEF staff. Scans and scouts external environment within designated partnership area for opportunities and risks and shares information in a timely fashion with relevant UNICEF staff.
  • Provides strategic, logistical and programmatic support to senior management and other UNICEF staff in corporate and public sector engagement and interaction with assigned partners.
  • Acts as a focal point for identification and pursuit of opportunities for outreach, engagement, policy influence and collaboration, including on how to anticipate and respond to partners’ concerns and priorities, ensure that UNICEF’s interests, perspectives, and knowledge are taken into account in relevant policy and institutional processes, and ensure that they are fully aware of UNICEF’s perspectives, policies, priorities and capabilities. Contribute to the development and management of initiatives for high-level outreach, including for UNICEF’s Senior Management.
  • Contributes to strategies for engagement and the development of communications and advocacy products to enhance UNICEF’s visibility and influence with existing and prospective partners and key stakeholders by providing analysis of the current environment and trends and formulating recommendations for strategy approaches and message development. Works closely with UNICEF’s colleagues to ensure that policy advocacy and outreach is strongly grounded in the experience and insights of the programmes that UNICEF’s supports. Contributes written inputs for communications instruments that best inform and influence decision makers.

To qualify as an advocate for every child you will have…

Education:An advanced university degree in international relations, political science, communications, international development, or another relevant technical field is required

Experience:Eight years of progressively responsible and relevant professional work experience in Partnerships with a large number of both public and private sector donors is required, with progressively increasing responsibilities, including direct responsibility for setting and meeting income targets. Relevant marketing and resource mobilisation experience will be considered an added value as well as experience in, and knowledge of, the country context.

Language: Fluency in English is required.Knowledge of another official UN language or local language of the duty station is considered as an asset
