Program/Department Summary

The war in Syria continues; more than 11 million people have been displaced from their homes and the number relying on humanitarian assistance continues to grow. With a large and complex portfolio of work across the country, Mercy Corps has established itself as an analytical, strategic and flexible responder, adapting continually to shifting front lines and operational realities to respond effectively and efficiently through multiple modalities with teams inside Syria and working cross-border from neighboring countries.

Mercy Corps has a large and diverse portfolio of work and a substantial team that works in multiple languages across multiple locations, many of which are managed remotely. Mercy Corps has been meeting the needs of conflict-affected communities from Syria since 2012, with a focus on interventions in humanitarian and recovery programming. With funding from a range of donors, Mercy Corps works together with vulnerable families and communities in Syria focusing on the WASH, Protection, Emergency and Livelihood sectors to promote positive coping strategies and address basic needs.

General Position Summary

The Safeguarding Manager will develop, coordinate, support and advise on the implementation of Mercy Corps’ Safeguarding standards and initiatives for the Syria response.

This is a complex task due to the launching of global safeguarding initiatives being rolled out at the country level, coupled with the various implementation modalities used across Mercy Corps’ Syria programs.

Essential Job Responsibilities

SAFEGUARDING PREVENTION

Review and Adaptation of MC Safeguarding Framework

  • Review existing safeguarding policies/procedures and their relevance/practicability to the Whole of Syria team
  • Assess the team’s understanding of safeguarding and how it translates into implementation
  • Work with the Whole of Syria team to provide an overall, countrywide framework for safeguarding
  • Work with the three individual hubs to identify safeguarding opportunities and challenges specific to their contexts/ programming modalities and propose solutions for their complex operating environments
  • Work with the three individual hubs to outline their safeguarding requirements and how these would be operationalized, supporting the identification of necessary resources
  • Ensure that minimum requirements and actions are clearly outlined and that the teams are fully aware of what is required to implement them
  • In partnership with relevant teams, identify, map and regularly update local support services available to survivors
  • Revise and identify awareness-raising practices and opportunities with MC team members, the communities within which we work and the beneficiaries that we support
  • Develop and lead the implementation of a work plan that will allow Mercy Corps Syria to set realistic and achievable goals as relates to safeguarding ambitions, including definition of resources
  • Help to design a framework for MC Syria support to partner capacity building in relation to Safeguarding (could include, policy development, reporting and response mechanisms and training)
  • Ensure that roles and responsibilities throughout the country program are clearly defined
  • Act as a resource to senior management as they work to fulfill their responsibilities and obligations under Mercy Corps’ and donor’s Safeguarding policies and response mechanisms
  • Facilitate connection between country leadership and additional headquarters support and resources as needed.

Safeguarding Mainstreaming

  • Champion Safeguarding policies and accompanying policy guidance support materials and assist in promoting prevention of sexual misconduct, sexual exploitation and abuse (SEA)
  • Communicate with, and when requested, make presentations to the Risk Committees on Safeguarding issues and progress against this objective on the Risk Matrix
  • Participation in key program design meetings and kick-off workshops to facilitate inclusion of risks, planning and strategy with regard to Safeguarding
  • Work with the People function (i.e. HR staff and the On-boarding team) to help ensure Safeguarding content is included in the on-boarding process
  • Act as a resource to managers and staff to help ensure programs and operations are integrating Safeguarding measures

Reporting Mechanisms

  • Work with Whole of Syria team and the individual hubs to ensure clearly defined, accessible and confidential reporting mechanisms for team members as well as community members
  • Ensure relevant support and awareness raising exists for community and program reporting mechanisms
  • Act as a reporting avenue for Safeguarding related issues, concerns or experiences and ensure next steps occur in accordance with organizational policies and procedures
  • Act as a resource to survivors and help ensure their safety, security and well-being and support a survivor-centered approach
  • Work with HQ ethics investigation teams to ensure reports are investigated in an appropriate and timely manner

SAFEGUARDING REFLECTION AND ADAPTATION

  • Help identify lessons learned for the agency to consider when revising policies, procedures, and training
  • Act as a resource to the program MEL functions to help ensure inclusion of SG measures and outcomes

Organizational Learning

  • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

Accountability to Beneficiaries

  • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Supervisory Responsibility

Safeguarding Focal Points (currently 2, but to expand).

Accountability

Reports Directly To: Country Director

Works Directly With: Safeguarding steering group, country senior management, Human Resources, in country ethics team, Headquarters Ethics team (with authority for Code of Conduct reporting), the People Team (focal point responsibilities), Partners and is accessible to all team members.

Knowledge and Experience

  • Bachelor’s degree in a related field is required (this could include law, social work, conflict resolution, international relations, development studies, international humanitarian law, peace and security or other) and an advanced degree is a plus.
  • 5 years+ related field experience with an international not-for-profit organization implementing international programs
  • Experience implementing, ideally establishing, safeguarding measures and initiatives with an INGO
  • Experience with remote management and limited access programming will be highly regarded
  • Awareness and sensitivity to cultural diversity, equity, inclusion and gender issues
  • Demonstrated experience working directly with local communities
  • History of exhibiting impartial and empathetic behavior in the workplace
  • Individual should be approachable, discreet and confidential
  • Fluency in English is required, fluency in Arabic is highly desirable
  • Knowledge and understanding of communities and cultures across the Middle East will be highly regarded
  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues

Success Factors

The successful Safeguarding Manager will possess an exemplary professional standard of ethics as well as the willingness and ability to enforce compliance with Mercy Corps’ internal policies and procedures and external regulations. S/he will have excellent communication and interpersonal skills to interact effectively with internal and external stakeholders on sensitive and confidential matters. S/he will have the ability to navigate difficult circumstances with a calm demeanor, in an analytical and methodical manner. S/he will demonstrate the ability to multi-task, meet deadlines and process information in support of complex and changing program activities if necessary. S/he will possess a broad understanding of humanitarian and development programs and will have experience implementing safeguarding initiatives within such programs previously.

Living Conditions / Environmental Conditions

This position is based in Amman, Jordan, which is an accompanied post. Possibility to be Beirut based for a Lebanese national will be considered. Jordan is middle income country with excellent education, medical, and other facilities in the capital Amman. Jordan is a very safe country with excellent communications, transportation, and housing infrastructure. Although neighboring countries continue to experience political unrest, Jordan has been a stable monarchy for over 30 years and the destination preference for many people from the Middle East to relax or gain access to available services. In recent years, events unfolding in Syria and Iraq have increased local concerns over the continued stability of Jordan but to date there have been no major incidents.

This position requires up to 40% travel to countries in the region.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
