Program / Department Summary

Mercy Corps sees greater potential for impact in the response to the conflict in Syria if the strengths and contributions of both the international community and Syrian civil society groups are effectively leveraged. Mercy Corps’ Investing in Syrian Humanitarian Action (ISHA) Project (funded by OFDA) is designed to advise, support, and coach targeted Syrian civil society organizations to better and more efficiently serve conflict-affected communities. The project takes a demand-driven approach to capacity development, and utilizes creative methodologies for remote engagement, including both on- and off-line e-learning and broadening access to Arabic language resources for the wider Syrian humanitarian community. This partner-centered project takes a learning-by-doing approach to providing direct financial and capacity development support to selected partners delivering humanitarian assistance in the WASH, NFI/ Voucher, Protection, and Livelihoods sectors in Syria. ISHA sits within the Syria country program as its own stand-alone project, encompassing 100% of its own team for finance, M&E, program functions.

ISHA’s current project will end in December 2019 and has funding commitments for a second phase starting January 1, 2020 for another two years.

General Position Summary

The ISHA project was launched in November 2015; this innovative pilot project is now seeking a Director to take the project to the next level. They will provide technical leadership as well as programmatic oversight for the ISHA project, and will be responsible for donor relations and management of different service provides (such as monitoring firms, consultants for final evaluation or development of training materials, and DisasterReady.org). The ISHA project cycle involves five distinct phases from partner selection to partner’s project design, approval by OFDA, implementation, and close-out. The ISHA director supervises the team that implements this, and s/he must be able to provide leadership in each of these distinct phases of the project.

Essential Job Responsibilities

STRATEGY AND VISION

  • Lead the development of the project’s partnership strategy and programmatic direction.
  • Foster an enabling environment for collaborative, inclusive, and mutually accountable partnerships with local organizations.
  • Contribute to the evidence-base for and debate around civil society engagement and partnership approaches in the Syria Response as well as Mercy Corps’ own partnership approach.

PROGRAM MANAGEMENT AND OVERSIGHT

  • Responsible for project quality and the successful implementation of the ISHA project, ensuring that it is on time, on budget, and on scope.
  • Ensure overall project targets and donor obligations are met in a way that responsive to partners’ operating context, constraints, and realities.
  • Ensure effective coordination across different ISHA departments to ensure the provision of holistic project cycle management and capacity strengthening support to ISHA’s Syrian partners.
  • Supervise the Partnership Finance Manager and his/ her to team to ensure appropriate financial management and oversight of partners’ sub-grants.
  • Oversee the Program Manager and his/ her team’s partner-facing activities from concept to close out to ensure a harmonized ISHA approach
  • Provide supervision, technical oversight and support to the ISHA monitoring, evaluation, accountability and learning team to ensure appropriate monitoring mechanisms are implemented for each partner and across the ISHA project.
  • Promote learning between ISHA and the Mercy Corps PaQ Unit to ensure quality MEAL approaches within ISHA, and share ISHA successes with the wider Mercy Corps Syria team.
  • Maintain strong mechanisms to enable complaints, feedback and suggestions to be properly managed, in line with Mercy Corps procedures and best practice.
  • Lead ISHA approaches to measuring and assessing impact of the project in line with donor expectations and best practice.

TEAM MANAGEMENT

  • Employ a participatory management style and encourage an adaptive environment that makes best use of staff resources
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Provide team members with information, tools and other resources to improve performance and help them constructively identify problem solving options.
  • Proactively identify opportunities for collaboration and learning across different Mercy Corps Syria teams and departments.

REPRESENTATION

  • Foster collaborative partnerships with consortium partners, service contractors, Syrian organizations, and other stakeholders.
  • Communicate effectively and proactively with the donor, thought partnering to ensure effective transitions.
  • Engage constructively with relevant internal and external coordination mechanisms on behalf of ISHA or Mercy Corps as necessary.
  • Play a leading role in fundraising and business development for the ISHA project and/ or other civil society development/ partnership approaches as necessary.

ORGANIZATIONAL LEARNING

Accountability

Reports Directly To: Deputy Country Director, Syria

Works Directly With: Mercy Corps Syria’s Deputy Country Director and other senior program leaders in Mercy Corps Syria Response as well as key HQ stakeholders

Knowledge and Experience

  • BA/ S or MA in relevant subject area: international politics, local governance, civil society development, international development
  • Proven technical expertise in partnership approaches, civil society development and/ or capacity strengthening of local partner organization
  • Significant experience supporting or leading monitoring and evaluation teams, and a strong understanding of M&E as relates to partnership programming is required
  • Significant experience designing and delivering partner-driven programs
  • At least 7 years of progressive program management experience, including supervisory experience, required and Experience supervising or close collaboration with finance, sub-awards, and operations teams a plus.
  • Significant experience with coordination, representation, and/ or consortium management required
  • Proven ability to work collaboratively with colleagues in other departments or locations, as well as experience leading diverse teams comprised of national and international staff
  • Multi-tasking, organizational, and prioritization skills are necessary, as are patience, a sense of humor, and interest in working with diverse teams
  • Experience with remote management through partnership and working in highly dynamic and conflict-affected areas
  • Excellent oral and written English skills; fluency in Arabic is highly advantageous
  • Syria experience a plus.

The successful candidate will be capable of multi-tasking, rapid decision-making, and creative problem-solving. They will possess a lot of energy, as well as high emotional intelligence, constructive mentoring skills and proven experience with capacity strengthening of local partners. They will be flexible and creative in project planning and building responsive systems, and are able to solicit and understand diverse perspectives, build consensus among a variety of stakeholders, and effectively and clearly communicate decisions.

Living Conditions/Environmental Conditions

The position is based in Amman, Jordan and it requires up to 15% travel to other regional Mercy Corps hubs, including Gaziantep, Beirut, and Erbil. This is an accompanied position. Housing is individual accommodation, and staff enjoy unlimited freedom of movement beyond the house/office.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
