Reports to: WoS Deputy Country Director (DCD)

healthcare, education, logistics, energy, capacity building, economic development, sanitation, and many other forms of assistance to these highly vulnerable communities.

Position Summary: The WoS PPM will be based in Jordan-Amman with frequent travels to support the program teams in Syria, Turkey and Lebanon as required. He/She will in charge of the overall management of the WoS funded protection program(s), ensuring objectives are on track, work plans in place and program progress is on track. The position will support RI whole of Syria (WoS) team in starting up and implementing the Expanded Protection Program (EPP). The position will report to the WoS deputy country director and will supervise the technical focal points for the protection program (Protection technical advisor and Livelihoods focal point), coordinate with the Program managers of the hubs and other support departments (WoS level) to provide oversight on the day to day implementation of protection program(s) and to track progress of the EPP and other individual protection projects in the future, monitor operational and financial activities, contribute to building a comprehensive accountability platform and contribute to lessons learned and recommendations for program implementation and improvement. This position requires a detail-oriented critical thinker who is accustomed to the pace of emergency response programming, has experience in successfully leading a diverse team, does not require close supervision or direction, is flexible and highly responsive, and can work well under pressure with minimum supervision or direction, is flexible and highly responsive, and has excellent organizational skills. The WoS PPM must be able to rapidly identify and anticipate problems and issues related to the day to day implementation of program activities, assists the program managers of the hubs and coordinate closely with WoS technical advisor and departments leads to address challenges ensuring quality and timely implementation of activities in the field, and contributes in formulating strategic and programming priorities.

Position Responsibilities and Duties:

Program management: in coordination with the PTA/livelihoods focal point, hubs PMs, the position will:

  • Contribute to the design and implementation of monitoring activities (program, operational, financial) and develop program improvement plans.
  • Development of work plans and budget management in coordination with grants unit, budget holders and hubs Program Managers
  • Overall supervision of protection technical advisor and livelihoods focal point and regularly review work plans and implementation plans to ensure successful implementation of project activities.
  • Lead program and implementation plans under the overall guidance from the WoS Deputy Country Director and in coordination with the Hub PMs and hub team leaders as needed. This includes holding regular follow up meetings with the hubs PMs (remotely) and protection technical focal points (PTA and livelihoods focal point), and bi-weekly meeting with other departments to ensure all are on the same page on the progress, synergies among departments is in place and that challenges are flagged, shared and addressed.
  • Perform rigorous quantitative analysis that informs program/research design and provides insights on program performance and impact.
  • Develop visualizations, presentations and narrative briefs that summarize findings.
  • Evaluate activity progress, define performance indicators, structure operational data collection in coordination with M&E department (WoS and hubs as required) and implement protocols for quality assurance
  • Work closely with the M&E unit/accountability officers (WoS and hubs as required) to ensure complaints response mechanism, is up to date and all issues are closely followed up
  • In coordination with the hubs PMs, monitor level of project risk and the success of risk mitigation plans and report to WoS DCD to identify areas of concern in advance and mitigate effectively.
  • Monitoring all levels of protection project(s) cycle management and report to project team to enable effective decision making by capturing detailed.
  • Ensure that necessary and appropriate SOPs are developed/in place and are implemented in line with RI and donor procedures.
  • Ensure compliance to Donor and RI policies and procedures relevant to the program implementation.
  • In coordination with WoS grants unit and the technical team, contribute to donor reports and ensure timely and quality reporting on project activities and progress on targets per set deadlines, and conduct regular on-track/off-track assessments with program team.
  • Participate in the monthly Budget versus actual (BVA) to review program spending, update spend down plan accordingly and mitigate any potential under/over spending.
  • In collaboration with the Grants Unit, organize and lead program kick off meetings, grant review meetings and grant closeout meetings and lead in the development and oversight of the RI mobilization plan for the first 3 months of program implementation.
  • Ensure that capacity plan is in place for all the programs unit in line with the career development objectives for the program staff, and work closely with the HR to ensure training opportunities are identified and utilized (both internal and external) based on the needs, and ensures constructive feedback, performance appraisals, and ensure the direct reports are applying the same for their own direct reports.
  • Ensure all positions are filled, any vacancies are posted and HR procedures are followed for new hires
  • Represent RI, in coordination with the technical leads, at relevant stakeholder or coordination meetings, as needed, and maintain a positive, continuous and visible presence for RI
  • Develop and maintain strategic relationships with local partners and local authorities (in coordination with the hubs PMs and team leaders).
  • Facilitate donor meetings and ensure feedback is incorporate into program workplans and addressed.

Grants, Finance and Operational responsibilities:

  • Oversee development and implementation of procurement plans
  • Coordinate with operations to follow up on procurement and report back to the program team on delays
  • In coordination with budget holders work on realistic and accurate spend down plans and regularly communicate any under-over spend and plan mitigation measures
  • Coordinate with finance any updates to spend down plan
  • Liaise with support departments to monitor risks and develop a log to measure improvements
  • In coordination with the grants department, ensure program is in compliance with RI and donor policies and procedures

Program Development

  • Assess humanitarian needs of populations affected by the Syria conflict seeking input from technical leads.
  • Stay up to date with all regional and country-specific response plans by the U.N., donors active in the relevant clusters, and other key actors
  • Share methods, approaches and tools with RI colleagues across the hubs, and contribute toward RI’s regional response strategy by ensuring programmatic coherence, innovation and responsiveness.
  • Support the protection technical team in leading the proposal development/budget modification process, in consultation with the Grants Unit and M&E and provide input to create proposal development plan, assigning tasks to relevant RI team members, overseeing the proposal process and adherence to deadlines, and seeking the relevant verification from RI management.

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • Master’s degree or equivalent years of experience in development studies, social sciences or related field;
  • Minimum of four years professional experience leading, managing, and implementing emergency response programs, preferably in a conflict setting;
  • Demonstrated background and knowledge of major humanitarian donors particularly OFDA.
  • Demonstrated experience in monitoring and evaluation and results-based management
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required;
  • Fluent English speaking and comprehension skills required, Arabic language skills preferred,
  • Strong English writing skills required;
  • Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently;
  • Strong budgeting and budget monitoring skills including a high level of proficiency with MS Excel.
  • Demonstrated experience in successfully managing a multicultural team, and a commitment to capacity building;
  • Excellent time management skills and resourcefulness with strong attention to detail;
