Program / Department Summary

Working in Jordan since 2003, Mercy Corps implements a variety of programs focused on economic development, community strengthening, local governance, education and individual relief and development. In Jordan, Mercy Corps seeks to build a future in which all people feel secure, believe in the goodness of communities and institutions around them, and are on a sustainable path toward economic self-reliance.

The Mercy Corps Jordan team consists of 200 staff working across 11 governorates with funding from a wide range of governmental, multilateral, corporate and foundational donors.

General Position Summary

The Director of Programs (DOP) will work closely with the Country Director (CD), Pillar (Portfolio) Directors and program teams to oversee effective program implementation, monitoring, evaluation and learning, and quality assurance and accountability – including to communities and partners – in close collaboration with the operations, finance and internal control teams. S/he will provide technical leadership and direction to ensure a high quality of programming, as well as strong integration and coordination with ongoing Mercy Corps work within Jordan and globally. The Director will cultivate Mercy Corps Jordan as a center for programmatic excellence within the agency, incubating new approaches, capturing best practices and spearheading programmatic research, technical support and training. S/he will play a key role in establishing and maintaining strong relationships with relevant donors, government actors, and other key stakeholders. The Director will oversee proposal efforts, in coordination with the Director for Program Quality/Assurance and Pillar Directors, and the development of external communications, technical reports and research products.

Essential Job Responsibilities

Team Management

  • Develop the technical capacity of the team, deepen understanding of their roles and assist with coaching, performance management, mentorship and career development of program team staff and direct reports.
  • Provide regular and timely feedback on performance and priorities to staff.
  • Assist team members with sourcing the information, tools and resources to manage projects effectively.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence and actively engage in decision-making processes.
  • Hire and orient team members as necessary.
  • Work closely with the HR Manager to ensure all staff contracts and Human Resources procedures and requirements are in place and up to date.

Strategic Direction and Growth

  • Provide overall strategic direction and vision, leadership, technical and operational management of program team contributions to development and implementation of the Jordan country strategy.
  • Serve as an active member of the Jordan Senior Management team.
  • Develop and drive a growth strategy that responds to humanitarian/development gaps and needs.
  • Oversee the production of concepts and proposals that attract new funding.
  • Maintain expert awareness of facts and trends affecting Jordan’s program portfolio.
  • Regularly evaluate program impacts and adapt programming to the prevailing context.
  • Set direction by prioritizing and organizing actions and resources to achieve program and agency objectives.

Technical Leadership AND PROGRAM MANAGEMENT

  • Review and oversee program implementation to ensure adherence to program documentation, minimum standards and the quality/technical impact of work.
  • Integrate technical approaches across program portfolios and seek opportunities for collaboration/integration between programs in the Jordan country office.
  • In coordination with the Director for Program Quality and Assurance, ensure that robust monitoring, evaluation and learning (MEL), knowledge management and quality assurance systems are in place, adhered to and used as decision-making tools to inform adaptive management, while also capturing best practices and lessons learned across programs.
  • Oversee and support efforts to conduct assessments, evaluations and research for use in strategic program development, donor reporting and influence objectives.
  • Ensure that program implementation is responsive to communities and participants, and aligned with Mercy Corps principles, values, strategic roadmap and country strategy.
  • In coordination with Pillar directors, oversee the maintenance of a comprehensive reporting schedule that demonstrates the impact of program interventions and adheres to donor requirements.
  • Oversee design and implementation of communications and research products for the Jordan country office.
  • Work closely with the Operations Director and Finance Director to ensure that operational and financial management systems are responsive to program needs and that practices adhere to donor and Mercy Corps procedures and regulations.
  • Support Program Managers to oversee performance of partners, sub-grantees and technical contractors.
  • Conduct frequent field visits to all project sites for monitoring, quality control and program staff mentoring and coaching.
  • Ensure that programs are designed and implemented with a clear analysis and understanding of security management priorities.

INFLUENCE, Representation and Coordination

  • Coordinate Mercy Corps participation in relevant external working groups and within other Jordan and regional coordination mechanisms, as needed.
  • Cultivate strategic partnerships and maintain effective working relationships with key government, civil-society and private sector stakeholders to coordinate responses, identify areas for collaboration.
  • Feed into influence objectives to advance programmatic goals, including through efforts to promote advocacy/policy change as relevant.
  • Liaise with regional and global technical support units to identify strategies for strengthening programs and to promote Mercy Corps’ thought leadership in Jordan and across the region.
  • Represent Mercy Corps at external meetings and events.
  • Represent Mercy Corps in the Country Director’s absence on relevant issues.

Organizational Learning

  • Conceptualize and oversee Mercy Corps Jordan engagement a thought leader and center for programmatic excellence within the agency, incubating new approaches and capturing best practices.
  • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

Accountability to Beneficiaries

  • Mercy Corps team members are expected to support all efforts toward accountability, specifically
    to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Supervisory Responsibility

Director of Humanitarian Response/Protection; Director of Community Strengthening; Director of Economic Opportunities and Market Development; Director for Program Quality and Assurance; Communications Advisor

Accountability

Reports Directly To: Country Director

Works Directly With: Program teams; Finance; Human Resources; Regional team and HQ support teams.

Knowledge and Experience

  • BA/S or equivalent in political science, international development, international relations, management, sociology, social work, or related field with an MA/S preferred.
  • Minimum of 8-10 years of progressive experience in international development and humanitarian response programming with a proven record of achievements in designing and implementing high quality programs.
  • At least 3-5 years of senior-level leadership and field management experience, including building, managing and leading a team of professionals.
  • Demonstrated ability to implement programs with rigorous deliverables with a wide range of donors.
  • Prior experience leading new business development with a wide range of donors.
  • Proven skills in financial and grants management; prior experience with UN, USG and European grant management;
  • Prior experience and record of accomplishment in overseeing the production of high quality research and communications products.
  • Strong strategic thinker with demonstrated capacity to translate concepts into action.
  • Demonstrated experience leading diverse teams toward a common vision and a proven track record in staff mentoring and capacity building and stakeholder engagement.
  • Demonstrated success working effectively and respectfully with host country government, private sector, INGO, NGO partners and other stakeholders in complex environments;
  • Demonstrated ability to respond to multiple priorities in a timely manner, producing high-quality outcomes.
  • Prior work experience in Jordan or the Middle East region highly desired.
  • Proficiency in English essential and Arabic highly desired.

Success Factors

The Director of Programs will have extensive experience in leading teams, in both administrative and technical capacities, with a proven track record of strategic planning, programmatic achievement, management skill, diplomacy and team-building. S/he will be a decisive leader, exercise sound judgment, possess excellent communication, interpersonal and analytical skills and have a high level of integrity and flexibility to adapt to conditions of ongoing change. S/he is able to prioritize among competing tasks while also filling in gaps as needed to ensure the success of the overall programming portfolio. The Director of Programs is a strategic and solutions-driven thinker with the ability to articulate and translate innovative ideas into solid programming and to build positive relationships with his or her team, and with key stakeholders at various levels.

Living Conditions / Environmental Conditions

The position is based in Amman, Jordan and it requires travel to field sites within Jordan with occasional international travel up to 10%. The location is accompanied and is not eligible for hardship or R&R. Individual housing is provided. Staff will have access to good medical services and the living situation is of a high standard. Water and electricity are present with occasional cuts.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
