Program / Department Summary

Mercy Corps sees greater potential for impact in the response to the conflict in Syria if the strengths and contributions of both the international community and Syrian civil society groups are effectively leveraged. Mercy Corps’ Investing in Syrian Humanitarian Action (ISHA) Project (funded by OFDA) is designed to advise, support, and coach targeted Syrian civil society organizations to better and more efficiently serve conflict-affected communities. The project takes a demand-driven approach to capacity development, and utilizes creative methodologies for remote engagement, including both on- and off-line e-learning and broadening access to Arabic language resources for the wider Syrian humanitarian community. This partner-centered project takes a learning-by-doing approach to providing direct financial and capacity development support to selected partners delivering humanitarian assistance in the WASH, Shelter, Distribution (NFI/voucher), Protection, and Livelihoods sectors in Syria. ISHA sits within the Syria country program as its own stand-alone project, encompassing 100% of its own team for finance, operations, M&E, program functions.

ISHA’s current project ends in December 2019 and has funding commitments for a second phase starting January 1, 2020 through February 2022.

General Position Summary

The Partnership Program Manager will play a key role within the project. They will be responsible for overseeing the program team who work directly with ISHA’s Syrian partners. They will also oversee the program team to provide technical oversight of partners’ projects and to provide necessary support throughout the project management cycle. They will be in charge of the project design process with all ISHA partners – a critical first step in ISHA’s capacity development process. They will support the program teams (protection, WASH & shelter, distribution & livelihoods) to develop tools, design and deliver capacity strengthening inputs to ISHA partners.

Essential Job Responsibilities

PROGRAM MANAGEMENT

  • Oversee ISHA staff responsible for the provision of technical assistance and support to partners throughout the project lifecycle (project design, implementation, close-out, and graduation). This includes ensuring high quality design, delivery, and measuring of capacity strengthening interventions- tools, modules, resources, and coaching throughout the project lifecycle.

PROJECT DESIGN

  • Support ISHA staff to provide high quality technical assistance to partners during the project design phase.
  • Work with the ISHA team and the wider MC Syria team to deliver technically-sound donor-ready proposals for submission for prior approval from OFDA – narrative and budgets, as well as logframes and workplans, security risk and context assessments.
  • Lead the ISHA team to redesign partner projects in times of contextual change, working closely with ISHA’s Finance & Compliance Manager to ensure necessary donor modification processes are adhered to.
  • Liaise with key HQ stakeholders as well as OFDA/DART to ensure partner proposals are in line with donor priorities and best practice.
  • Facilitate ISHA team to identify partner capacity strengthening needs, and to develop and tailor tools and approaches according to each partner.

IMPLEMENTATION

  • Ensure sound project management and high standard implementation of partner projects through routine and regular coordination, including monthly reporting processes, weekly tracking, and application of each partners’ ISHA capacity strengthening plans.
  • Support staff to deliver technical (WASH, Shelter, protection, NFI/Voucher, Livelihoods) trainings and coaching, to strengthen their own facilitation skills, and to seize opportunities for timely learning for partners.
  • Lead ISHA’s internal work planning processes focused on tailored, targeted strategies for supporting partners throughout the project life-cycle and in line with the priorities identified in their capacity strengthening plans as well as those that arise during the partnership.
  • Support other ISHA team workstreams, such as investigations or external evaluations, and audits.

TEAM MANAGEMENT

  • Employ a participatory management style and provide continuous support to the Program team to help develop and hone their skills and approaches.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Advise and mentor project staff on appropriate partnership approaches
  • Provide team members with information, tools and other resources to improve performance and help them constructively identify problem solving options.
  • Facilitate internal workshops, lessons learned sessions, or workshops as necessary.
  • Support the Program team to achieve optimal coordination with other hubs as well as the rest of ISHA team.

REPRESENTATION

  • Identify, build and manage collaborative partnerships with other MC teams, sub-grantees, donors, and other stakeholders.
  • Engage constructively with relevant internal and external coordination mechanisms on behalf of the project as necessary.

ISHA COMMUNICATION AND LEARNING

  • Contribute to ISHA and MC’s learning and strategy related to partnership approaches and capacity strengthening (through workshops, participation in evaluations and studies, preparation of toolkits, collection of data and other measurement, etc).
  • Support communications with HQ, Technical Advisors, and other key Mercy Corps stakeholders as necessary.
  • Lead other ISHA information sharing, communication or coordination efforts as necessary.
  • Proactively identify opportunities for collaboration and learning across the different project teams and Syria Response offices.

ORGANIZATIONAL LEARNING

  • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve – we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

ACCOUNTABILITY TO BENEFICIARIES

  • Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Supervisory Responsibility

SUPERVISES: Directly supervises ISHA WASH & Shelter Coordinator, ISHA Distribution & Livelihoods Coordinator, ISHA Protection Coordinator. These Coordinators also supervise an additional Program Assistant and WASH & Shelter Engineer.

Accountability

Reports Directly To: ISHA Program Director.

Works Directly With: ISHA Finance & Compliance Manager and team, ISHA MEAL Manager and team, ISHA Context Analyst, MC Syria Security and HAT focal points, MC Syria Technical Advisors, MC teams in other Syria Response office as well as the Mercy Corps desk in HQ.

Knowledge and Experience

  • BA/ S or MA in relevant subject area: international politics, local governance, civil society development, international development
  • 10+ years of experience managing multi-dimensional programming is required; remote management, emergency or conflict contexts is preferred
  • Experience supervising, coaching, supporting, and managing the workflow of a team
  • Extensive project design and proposal writing experience is required; working with or supporting local organizations in proposal writing is preferred
  • Proven success managing US government funding, including the oversight of sub-grants
  • Demonstrated commitment to enhancing the professional skillsets and building the capacity of more junior team members
  • Passion for and dedication to working with local partners and familiarity with partner-driven approaches a must
  • Experience with partnership modalities, especially those geared towards strengthening capacity
  • Experience with training and coaching on organizational or technical topics a plus
  • Experience with humanitarian projects, namely in sectors of protection, WASH & shelter, distribution & livelihoods
  • Multi-tasking, organizational, and prioritization skills are necessary, as are patience, a sense of humor, and interest in working with diverse teams
  • Excellent oral and written English skills; familiarity in Arabic is highly advantageous
  • Bachelor or equivalent in relevant field (international development, international relations, international law, etc.). Masters is preferred.

Success Factors

The successful candidate will be capable of multi-tasking, rapid decision-making, and creative problem-solving. They have initiative, drive and a lot of energy, as well as high emotional intelligence, constructive mentoring skills and proven experience with capacity strengthening of national staff and local partners. They will be known for flexibility and creativity in project planning and building responsive systems, and is able to solicit and understand diverse perspectives, build consensus among a variety of stakeholders, and effectively and clearly communicate decisions.

Living Conditions / Environmental Conditions

The position is based in Amman, Jordan and it may require up to 15 % travel to other regional Mercy Corps hubs, including Gazientep, Beirut, and Erbil. This is an accompanied position. Housing is individual accommodation, and staff enjoy unlimited freedom of movement beyond the house/office.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
