International Programmes Manager

  1. Purpose of the Position:

Reporting to, guided and directed by the Programmes Director, the International Programmes Manager will be responsible to:

  • Lead the overall strategic planning for GFP International Programmes, ensuring alignment with broader GFP strategic and annual plans, and thought leadership in conceptualizing and communicating internally and externally about GFP international programmes
  • Direct, supervise, manage, mentor and lead the development of International Programmes Team staff, liaising with the Institutional Learning Team and the rest of Programmes Department and takes part in the activities promoting and supporting competency development and horizontal learning across the Department
  • Leading the team in robust technical design, budgeting, development, implementation, monitoring, evaluation and reporting of cost effective, innovative, high quality GFP international programmes delivering measurable, sustainable impact, in accordance with GFP Programming Framework and available resources
  • Leading the team in establishing and developing and nurturing partnerships with donors, and in development of partnership and grant proposals and reports, liaising with Fundraising team and Communications team
  • Leading the team in establishing and developing and nurturing partnerships with Local Partner Organisations, and in development of partnership agreements, capacity development, and reports

2. Responsibilities:

Leading and supervising work and capacity/professional development of assigned International Programme(s) staff by:

Strategic and Thought Leadership and Representation

  • Support the Programmes Director in the development of strategic plans and documents for International Programmes
  • Ensure that the international programmes are delivering on and monitoring their performance against the results in the Strategic and Annual Plans
  • Participate in conceptualizing and designing cost effective, innovative and high quality programmes in different countries
  • As approved by the Programmes Director, providing information content about GFP International Programmes, and liaising with, the Communications Department on all marketing, events, communications, and sponsorship
  • Rrepresent GFP in discussions with Delegates and Pioneers and implementing partners on Programme plans and activities in assigned countries
  • Preparing general briefings for staff and other audiences on GFP International Programmes

Programmes Department staff management and development

  • leading on competency development and growth of International Programme(s) staff
  • Manage International programmes Teams to deliver on the programme strategy, providing leadership and guidance and ensuring that the management of the team is in line with GFP’s policies and procedures
  • Working with the HR team to manage staff and resources for International programs
  • In coordination with Programmes Director & HR Department lead on the staff recruitment, development, and performance appraisal
  • Identifying the areas requiring further mentoring for the International Programme(s) staff and translating those into a specific mentoring plan to be followed on
  • Based on developed mentoring plans, providing direct support, guidance and mentoring to Programmes staff working on Jordan Programme(s), to support their capacity development and strengthen their effectiveness

Leading International Programme development and delivery

  • As approved by the Programmes Director, liaising with the Institute on all Monitoring & Evaluation of International Programmes, to learn and assess inputs, outputs, outcomes and impact
  • Ensure continuous updating of programmes database/extranet and monthly reports to the Programmes Director on progress of Programmes, problems arising, and plans for continual innovation and growth.
  • leading meetings and regular one-on-one meetings for task tracking, execution and reporting
  • Supervise programmes planning and implementation, driving use of Theory of Change based on sound country context and local conflict analysis in the assigned programmes
  • Supervise and assist the team leaders to set operational plan and timeline of International programmes, including the development, functioning and management of the implementation system
  • Oversee the development of program and project improvement plans, to ensure effective and timely implementation of the projects and program
  • Leading programmes budgeting process, and provide ongoing oversight, management, and status reporting of International Programmes budgets to the management
  • Leading on cost-effective financial management of International Programmes including development, approval, regular monthly expenditure tracking, accounting, and reporting
  • Responsible for the evaluation of International programmes and identify areas for improvement
  • Review and approve quarterly, intermediate and annual programmes’ status reports required for management and donors, reflecting achievements made, challenges and solutions
  • Sharing and promoting horizontal learning across International Programmes’ staff in the assigned programmes

Grant and proposal development, and donors reporting

  • leading, supported by Programmes Director and in coordination with Fundraising and Communications Department staff, on the development and stewardship of effective relationships/partnerships with each donor, commercial partner, and media partner supporting International Programme(s)
  • Providing input to proposals, presentations and reports to donors and partners
  • Ensuring regular flow of high-quality information to feed Communications needs, and Donor/Partner reporting

Establishing and nurturing effective partnerships with Local Partner Organisations

  • Support the Programmes Director to Establish and nurture effective partnerships with Local Partner Organisations for every programme in the assigned countries, for enhanced local capacity, strengthened local administration, greater sustainability and cost-effectiveness
  • Support the Programmes Director to Lead on the assessments of Local Partner Organisations in the assigned countries
  • Any other delegated programmes related tasks as prescribed by supervisor

  • Quality of relationships with donors, partners, and Local Partner Organisations in assigned Programme(s)
  • Quality of programmes database for assigned Programme(s)
  • High-quality inputs into development of programme donor proposals and grant applications
  • Continuous personal learning, competency development, and growth

5. Education, Qualifications, Competences, Skills Required:

  • University bachelor’s degree essential, preferably in a relevant discipline.
  • At least seven years’ professional experience in a related position/positions
  • Experience in leading a team of ten members or more.
  • Experience in project and programme management, preferably in international development.
  • Experience in managing volunteer-led community programmes
  • Experience in conflict transformation and peacebuilding programmes
  • Experience in programme design, implementation, monitoring and evaluation
  • Experience establishing and developing partnerships with organisations
  • Experience in training and facilitation
  • Experience in mentoring others
  • Experience in curriculum development
  • Experience of working in a multi-cultural team
  • Ability to manage multiple concurrent priorities and work under pressure
  • Ability to reflect, learn, and improve, and experience in using feedback processes for learning
  • Excellent computer skills (documents/spreadsheets/databases/presentations/calendars/email)
  • Excellent spoken and written English and Arabic, including written programme plans and reports
  • Interest in global current affairs, conflict and peace building and international development

Preferred:

  • Masters’ Degree in a relevant discipline
  • Demonstrated knowledge of different theories of conflict transformation and social change
  • Experience in international development especially community development and behaviour change programming is useful but not essential
  • Experience in different forms of evaluation, including participatory evaluation, participatory video, most significant change, is useful but not essential
  • Experience in sport-based approaches to behaviour change is useful but not essential
  • Experience in arts-based approaches to behaviour change is useful but not essential
  • Experience in dialogue approaches for conflict transformation is useful but not essential
  • Experience in advocacy for community-led change is useful but not essential
  • Experience in event management is useful but not essential
  • Travel and experience working in other countries
