Regional Compliance Director

Overview

The Regional Compliance Director (RCD) oversees compliance functions for Global Communities’ humanitarian operations in the Middle East North Africa (MENA) region, to include programs in Syria and Yemen. S/he also provides technical guidance, training, and remote supervision to approximately six regional and country-based GC Compliance staff. Directly supervises staff in the Compliance unit of the Regional support office.

Responsibilities

  • Design and oversee financial and operational compliance for Global Communities’ humanitarian operations in the MENA region.
  • Work with Global Communities’ senior leadership to develop and standardize compliance approaches, policy, practice and standards across multiple country programs; identify compliance best practices and lessons learned. Provide leadership in the development and implementation of strategies, tools and methods to measure compliance in areas of high organizational risk in the region.
  • Work with Country Directors and relevant functional heads in the assigned country programs to review and assess their internal control structures, protocols, and capacity to fully comply with applicable laws, donor regulations and Global Communities’ policies and procedures. Recommend improvements and monitor implementation of recommendations.
  • Provide strategic support, advice and capacity building to the Country Office and Regional staff and management groups on compliance and risk management (including formal training, remote guidance, on the job training for compliance staff at all levels).
  • Manage the performance and staff development of the members of the Regional Compliance Unit.
  • Promote a culture of integrity awareness, prevention and detection of fraud within country programs.
  • Support country teams to recruit and build capacity of country-level compliance staff as a standard practice.
  • Travel regularly to Global Communities’ Yemen and Syria offices to support implementation of compliance functions, and recruitment and training of country-based compliance staff.
  • Lead, or where appropriate, support investigations into high-risk or sensitive complaints received through country-level feedback mechanisms.
  • Oversee Global Communities’ vetting procedures, ensuring compliance with donor vetting and Partner Vetting System (PVS) requirements.
  • Revise Global Communities’ vetting Standard Operating Procedures (SOPs); ensure that vetting documentation is complete and accurate; track vetting submissions and eligibility determinations received.
  • Completes other tasks as assigned by the Vice President, Humanitarian Assistance.

Knowledge, Skills and Abilities

  • Comprehensive understanding of donor requirements, particulary US Government rules and regulations.
  • Demonstrated knowledge of international humanitarian response and recovery program operations and wide range of related discplines, including procurement, grants/contracts administration, finance, HR, risk management.
  • Established reputation of integrity, sound judgement, fairness and discretion.
  • Excellent written and oral communications skills. Ability to interact with all levels of staff in a professional manner.
  • Ability to effectively supervise staff directly and in a remote management context.
  • Demonstrated experience in developing compliance policies, procedures, and processes, and tools, and training staff on their implementation.
  • Excellent organizational skills. Ability to manage deadlines and to work independently. Ability to prioritize workload and multi-task in a fast-paced environment.
  • Fluency in English, written and oral.
  • Advanced computer skills in a Windows-based environment including Word, Outlook, PowerPoint, Excel and SharePoint.
  • Able and willing to travel international approximately 35%.
  • Accuracy and attention to detail.
  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.

Qualifications

  • Master’s degree and up to 8 years of relevant experience or a Bachlor’s degree and a minimum of 10 years of relevant experience.
  • Experience working with international NGO or other humanitarian programming in conflict-affected or challenging environments strongly preferred.
  • Demonstrated experience supervising staff in compliance-related role.
  • At least 10 years of progressively responsible experience in finance, internal audit, program operations, compliance, or similar functions.
  • Equivalent combination of education and experience.
