General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governorate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Overview of the role

The candidate will lead on mainstreaming cross-cutting issues across all GOAL Syria programmes and operational activities. Cross cutting issues for GOAL include, but are not limited to;

  • Gender
  • Protection and Child Protection
  • Prevention from Sexual Exploitation and Abuse and Gender Based Violence
  • Disability
  • Safeguarding

Given the context, protection (including child protection, gender, safeguarding and psychosocial care and support) and safeguarding against abuse are priority areas in GOAL’s Area of Operation (AoO). The Protection and Safeguarding Manager will ensure that programmes understand, consider and are adapted to the specific needs of men, women, boys and girls, and sensitive to vulnerabilities. He/she will monitor this across GOAL Syria’s interventions, uphold the principle of ‘do no harm’ and minimum standards on protection, including child protection.

In addition, the person holding this position will lead on all Safeguarding efforts within the organisation’s programming, making sure that all programme and programme support staff in field offices in Syria and in support and implementation offices in Turkey and Jordan abide by safeguarding principles and organisational policies. The position holder will also work closely with the organisation’s systems to ensure that safeguarding considerations are integrated in all organisational policies and practices including recruitment and human resources management, procurement, delivery and distribution of goods and cash as well as with GOAL’s partners.

Specifically, the Protection and Safeguarding Manager is responsible to share and follow GOAL’s Child Protection Policy (CPP), Protection from Sexual Exploitation and Abuse (PSEA) policy, Gender Equality Strategy and the Code of Conduct to staff (including partners, volunteers, visitors etc.) and embed them in the country’s programme and system procedures to ensure children/women/programme participants are not harmed (safeguarding) and are included in the assessments, design, implementation and evaluation of all interventions, in order to improve on the results and sustainability.

Finally, the incumbent will be expected to support programme and programme quality teams to increasingly mainstream Gender equity in GOAL Syria programming. This involves reviewing internal programme and MEAL tools to ensure that gender aspects are integrated in the tools to facilitate a better understanding on gender needs and response. This also involves ensuring gender analysis in programme design and evaluation, gender and age disaggregated data and its synthesis, as well as gender capacity to GOAL and partner teams.

Main responsibilities

Programming:

  • Contribute to all project design and planning processes, and specifically review all proposal (partners and GOAL) from a Gender, Protection and Child Protection as well as Safeguarding lens and advice accordingly
  • Review all aspects of GOAL’s interventions from a Gender, Protection and Child Protection as well as Safeguarding lens and make necessary recommendations incorporated into an agreed action plan, reviewed on a monthly basis
  • Work with the Monitoring, Evaluation, Accountability and learning (MEAL) team to support the development of indicators which will provide data in relation to Gender, Protection and Child Protection targets as well as ensure that all M&E tools used to assess and measure our programming contain questions related to these and Safeguarding-related aspects
  • Support Programme Coordinators in designing and implementing interventions that recognize and enhance existing protection and safeguarding systems
  • Support the Programme and Programme Quality teams to ensure gender analysis and mainstreaming in GOAL Syria programming and evaluation
  • Assist in proposal writing and reporting to donors with regard to Gender, Protection, Child Protection and Safeguarding along with other vulnerabilities in GOAL activities
  • Research and develop referral options and / or pathways to address Gender, Protection, Child protection or Safeguarding issues within the communities in which GOAL operates, and support for partners where feasible
  • Liaise and support all technical programme staff in engendering their work and ensure that Gender, Protection, Child Protection and Safeguarding measures are considered and built into programme design, delivery as well as in assessment, measurement and accountability mechanisms
  • Liaise, align with and contribute to GOAL’s Global Inclusion and Safeguarding sector

Systems:

  • Ensure that the procedures are in place to lower risks of harm done against children/ women and project participants, voluntarily or involuntarily. Ensure that senior management team are actively engaged and promoting Safeguarding measures
  • Support GOAL’s system teams (logistics, HR, Compliance and Internal audit, Communication) in their role to create a safe environment and organizational identity promoting Safeguarding approaches.
  • Ensure compliance with the minimum standards and codes of conducts GOAL has aligned with, including (but not limited to): Code of Conduct (CoC) of DOCHAS (in collaboration with GOAL’s Communications teams); Common Humanitarian Standards (CHS); Child Protection in Humanitarian Action (CPMS); Minimum standards for mainstreaming gender equality; Keeping Children Safe standards.
  • Support Human Resources in their preventive role in ensuing abuse by staff, volunteers, consultants or visitors does not occur
  • Ensure that protection and safeguarding concerns are included in Human Resource procedures during the recruitment processes as well as during their tenure (e.g. ensure that HR requests regular reminders to familiarise with and sign the organisational policies, etc.)
  • Support Human Resource in addressing staff well-being and support as a measure to reduce misconduct and possible abuse and harassment
  • To ensure Complaints Response Mechanism (CRM) and whistleblowing procedures for sensitive cases are adapted to the context to ensure its access and availability to staff and project participants, including to the most vulnerable or under-represented such as children, women, displaced populations, other minority or marginalised groups.
  • Ensure that concerns are reported effectively in line with the policy, acting as the national level focal point.
  • Ensure that concerns are followed up safely, effectively and efficiently and to the required standards.

Representation

  • Participate and represent GOAL at Protection Cluster / Working Group and relevant sub-clusters (Child Protection, Gender-Based Violence), and other relevant coordination hubs.

Specific Responsibilities

Audit and assessments

  • Contribute to the review and update on annual Gender, Child Protection Prevention (CPP) and Prevention of Sexual Exploitation and Abuse (PSEA) self-audit and risk assessment per zone of intervention/ country.
  • Lead on finalizing and implementing GOAL Syria’s CPP and PSEA audits and Plans of action and follow up on the action plan implementation
  • Lead on Gender Audits and Analysis in GOAL Syria’s Area of Operation and programming, working with relevant staff and supported by the DHoP and, in close consultation with GOAL Global advisers and GOAL Syria management, produce action plans to address the findings of these audits.
  • Ensure clear recommendations are defined and agreed following audits and / or analysis and implemented through an agreed and documented action plan, reviewed on a quarterly basis.

Input in GOAL Syria’s Accountability Framework

  • Contribute to staff training on Gender, Protection and Safeguarding considerations in complaints mechanisms
  • Ensure field focal points/staff are identified and trained in appropriately identifying, responding to and reporting on protection and safeguarding concerns, and that accountability activities are rolled out across the programme.
  • See that all new staff are trained on CP/ PSEA during their induction. This also includes visitors, volunteers and international staff.
  • Conduct annual gender and Safeguarding trainings for all employees;
  • Monitor and disseminate Gender, Protection, Child Protection and Safeguarding information to managers for staff, leading on organising and delivering ToT trainings for key GOAL and partner staff, and other stakeholders as necessary.
  • Where appropriate, undertake safeguarding investigations, sometimes in challenging environments and to rigorous timescales and standards, in coordination with the Head of Programs and Global Investigation Unit;
  • Drive and guide the National and Field based Safeguarding Coordination Committee;
  • Champion beneficiary accountability systems, including CRMs;
  • Work to ensure vulnerable populations, including women and children have knowledge about our Safeguarding and Code of Conduct and have access to the mechanisms.

Partners

  • In close collaboration with the GOAL Syria’s Partnership Coordinator, Implement, advise and support on Gender, Protection, Child Protection mainstreaming and Safeguarding mechanisms among GOAL Syria’s partners, with regard to needs assessment, planning, implementation, monitoring and evaluation of GOAL activities. This includes ensuring that Partner organisations are equipped with tools and knowledge to carry out regular Gender, Protection and PSEA self-audits, to manage accountability mechanism sensitive and accessible to vulnerable groups and manage safeguarding mechanisms that prevent harm to beneficiaries and staff.
  • Support to GOAL’s partner organizations to mainstream cross-cutting issues (including trainings). Review of partner submissions from CP, Gender Safeguarding and accountability perspectives.

Requirements (Person Specification)

Essential

  • Degree level qualification in Human Rights, Protection, Psychology or Psychosocial Support, Social Studies or other relevant areas;
  • Minimum of 5 (five) years of work experience with NGOs and/or Humanitarian agencies;
  • Good understanding of Protection, Child Protection, and Gender issues;
  • Experience in or good understanding of Safeguarding in the international humanitarian aid context;
  • Working English language skills (spoken and written);
  • Working Arabic language skills (spoken and written);
  • Proven ability to plan and manage programme and budgets with attention to details, working independently and leveraging cross-department support;
  • IT skills, including strong knowledge of MS Office applications;
  • Jordanian residency.

Desirable

  • Experience of working in Syria, specifically in the Syrian humanitarian context;
  • Understanding of / experience in Protection and other relevant coordination mechanisms for the cross-border response to northern Syria, including at regional level;
  • Understanding and previous experience in proposal development / programme design a distinct advantage;
  • Field-based experience in the area of protection and/or safeguarding.
