Regional Finance Manager

About the job
The Regional Finance Manager is responsible for sound financial management and planning of DRC’s operations in the Middle East (ME) region.
The position requires is accountable for financial management and compliance of country offices in the ME region.
Also responsible for managing the finance function of the regional office itself.
This position requires a high level of financial planning, including capacity building of staff.
Duties and Responsibilities:
Financial Management
· Ensure compliance with DRC financial procedures as well as with local legislation. Further, the Finance Manager is responsible for maintaining efficient controlling mechanisms within the area of responsibility.
· Participate in improving of structures, systems and routines that enhances the effectiveness and efficiency of programme implementation in general.
Contribute the development of country plans and Financial Results contracts in accordance with DRC Global Policies and guidelines that will ensure the regional and Country staff adhere to plans and monitor results against expected outcomes and indicators.
· Participate in the preparation of budgets for new project proposals in close collaboration with the Senior Management Team, CDs/PMs and Grants Coordinator.
Assist HoSS in preparing Regional Master Budget
· Master Budget Follow-up/Quarterly MB status and Gap analysis report to HoSS
Liaises with headquarters Desk Finance Officers regarding Regional financial matters.
· Perform country visits within the ME region to provide financial control, field finance oversight and staff training.
Thorough verification of documents submitted for payment and providing budget codes for Regional Office costs.
· Ensure accuracy and timeliness of data entered into DRC Dynamics and that all expenses are in accordance with the donor budgets.
Ensure that donor budgets are fully utilized and on time
· Control of cash holdings and cash flow.
High quality and timely reporting to donors, headquarter etc.
· Maintenance of a transparent and consequent cost-allocation system for shared costs in line with DRCs Operations Handbook.
People Management and Leadership
· Lead and manage the Finance team in the ME region
Provide functional guidance to the Finance teams in the Country offices.
· Participate in the recruitment of key Finance staff in the country offices
Work to build the capacity of finance staff throughout the ME region through frequent in-service training sessions and mentoring support.
· On-going training and support to Country Directors/Program Directors and relevant project managers.
DRC Dynamics ERP System
· Actively engage and potentially lead the development and implementation of new systems throughout the region, in particular leading the transition to the new Enterprise Resource Planning (ERP) system.
Ensure ERP Finance and project functionality is properly used by Relevant staff
· Organise and train on DRC Dynamics Finance and projects functionality in the region.
Act as Heavy User for most of the Projects & Finance functionality
Experience and technical competencies:
· At least 5 years’ experience in a senior financial management position
At least 3 years’ experience with people management
· Proven experience in managing large budgets
Proven leadership skills and a competence in people management
· Competence in providing technical guidance and training
Proven experience in working with national partners, local/government authorities
· Experience working for a leading INGO, with in depth knowledge of donor requirements, especially ECHO, EC, DFID, Danida, OFDA, BPRM, UNHCR and UNICEF
Advanced proficiency in Excel as well as experience working on ERP system
Education:
· Master’s degree in Finance/Accounting or Business Administration
Professional Qualification such as ACCA, CPA or CPS or equivalent relevant education is desired.
Languages:
· Excellent proficiency in English (Required)
