ACAPS seeks Information Analyst for the ACAPS Yemen analysis HUB

ACAPS PURPOSE
is dedicated to improving analysis of humanitarian needs in complex emergencies and crises. We are independent of specific operational and sectoral agendas or interests, and deliver objective and evidence-based analysis. Our team supports the humanitarian community by providing up-to-date information on key crises around the globe. By bringing together different sources of secondary (and where appropriate primary) data and using robust methodologies, we move beyond descriptive analysis to explanatory and interpretive analysis: in other words, we enable data to tell us: so what? This enables crisis responders to better understand and thereby better address the needs of the affected population, and at the same time strengthening the assessment ecosystem.

BACKGROUND TO THE Yemen Analysis HUB
Assessing the humanitarian situation and needs in Yemen is very difficult. The country is divided between North and South. Numerous operational and administrative obstacles are placed on humanitarian actors, including acquiring visas for international staff and access restrictions for staff inside Yemen. Collecting data is sensitive to all parties to the conflict.

Humanitarian decision makers have requested analysis support on

  • Forward looking analysis, including risk and scenario building
  • Trends analysis, to understand how humanitarian needs are changing over time
  • Thematic analysis, to build a stronger understanding of Yemen’s political economy, IDPs, local coping mechanisms, gender, marginalisation and other topics relevant – to the humanitarian response
  • Capacity building, including training and data and analysis support for operational actors.

The ACAPS Yemen Analysis Hub is a multi disciplinary team including both data and information analysts. We work to bring together data, partnerships with field teams, daily media and social media monitoring and research to make sense of humanitarian needs in Yemen. We work in partnership with other analysis, information management and operational actors to build a common understanding of the context and needs. We deliver a mix of independent products, and data and analysis support on demand for operational actors.

OVERVIEW OF THE ROLE
The Information Analyst will work in the Yemen Analysis Hub’s Analysis Team. The Information Analyst will be a key part of the delivery of different regular analysis products which will be released by the Hub. ACAPS is a service provider to a fast paced and constantly changing humanitarian response. The post-holder will have to be a flexible and creative analyst, focused on delivering the right information required for decision-makers in Yemen.

TASKS AND RESPONSIBILITIES

Analytical products
Design and coordinate the process of regular trends analysis within the Analysis Hub and deliver key trends analysis products
Design and deliver (in consultation with key stakeholders) multi-sector and thematic analytical products, particularly focussed on protection, gender and communicating with communities
Design and implement tools and methodologies to facilitate the analysis workflow
Facilitate the ongoing analysis and sharing of data and information that support evidence-based decision making
Produce and oversee the quality of content on the ACAPS website
Provide analysis support and editing for analysts under supervision
Produce and support ad hoc special reports, covering key thematic areas of interest, with a particular focus
Review all assessments, reports and information products on the Yemen crisis to understand the information landscape and current gaps
Contribute to the establishment and maintenance of Analysis Hub information management systems and ensure that internal and external needs for information are managed in a structured and efficient manner
Conduct secondary data analysis for products
Comply with data security protocols and ensure that information is processed and shared in a secure manner and according to ACAPS procedures and standards

Project and partnership management
Develop and plan project activities to achieve the objectives of the Analysis Hub
Establish, lead on, and manage strategic partnerships (e.g. with the Protection Cluster)
Develop and deliver tailored analysis products according to partners’ requirements
Ensure there are monitoring and evaluation frameworks in place for projects

Capacity building
Conduct scoping and needs analysis of the Humanitarian Analysis Program or other key analysis capacity building approaches for Yemen
Coordinate the design and delivery of the Humanitarian Analysis Programme, including reviewing course material, identifying outcomes and joint analysis products, sourcing mentors and trainers, ensuring logistical and admin arrangements are in place for capacity building activities, and participating in the delivery of these activities
Follow up with course participants and contribute to continual learning and improvement on capacity building activities

Networking
Develop and maintain a list/informal network of key interlocutors
Establish and develop relations with key operational stakeholders to improve the exchange of information and maintain an awareness of key humanitarian issues
Maintain working relationships and proactively search for opportunities for collaboration with humanitarian actors working on the Yemen crisis
Coordinate joint analysis with other key colleagues
Coordinate and deliver regular analysis networking events (Yemen Analysis Coffee Meetings)

Staff supervision
Supervise one two analysts and one consultant delivering the Humanitarian Analysis Program
Supervise anthropologists (consultants) to deliver high quality thematic analysis
Report on progress and challenges to the Team Leader
Ensure that activities delivered by the Associate Analyst and HAP team are delivered to a high quality, on time, on scope and on budget, in line with agreed work plans
Ensure that appropriate performance and quality processes are in place to track and record performance

Other
Contribute towards learning and innovation within the Analysis Hub and Response as a whole
Other relevant duties, as assigned

WORKING RELATIONSHIPS
The Information Analyst will work closely with ACAPS technical experts (roster or consultants), staff based in Geneva and other ACAPS hubs to ensure cross-learning and sharing of best practice.
Additionally, the Information Analyst will work closely with analysis and IM external colleagues and with relevant strategic partners to deliver analysis products and training programmes (UN, INGOs, national NGOs based in Yemen, Amman or in the region).

REQUIREMENTS AND QUALIFICATIONS

Qualifications
Education to postgraduate level in social sciences or another relevant subject

Generic professional competencies
At least four years field or headquarters experience in the humanitarian sector
Training in and proven understanding/application of quantitative and qualitative research methods
Experience in working with secondary data analysis/desk reviews
Solid understanding of the principles of emergency preparedness, response and early recovery
Demonstrated ability to work in fast-paced, cross-cultural teams, including working with colleagues in remote settings
Excellent time management skills and ability to organize multiple, simultaneous tasks, and deliver results within a specified period
Proven ability to work strategically to set goals and flexibility and creativity in realizing them
Outstanding coordination, communication, and inter-personal skills, including capacity to persuade and influence others, convey information effectively, as well as adjust actions in relation to others’ actions
Experience in protection, gender or communicating with communities desirable
Knowledge of humanitarian and development in Yemen or the Middle East and North Africa region desirable
Arabic language skills desireable
