ACAPS is dedicated to improving analysis of humanitarian needs in complex emergencies and crises. We are independent of specific operational and sectoral agendas or interests, and therefore guarantee objective and evidence-based analysis. Our team supports the humanitarian community by providing up-to-date information on more than 40 key crises around the globe. This enables crisis responders to better understand and thereby better address the needs of the affected population, and at the same time strengthening the assessment ecosystem.

Assessing the humanitarian situation and needs in Yemen has become increasingly difficult in 2017 and 2018. Ongoing insecurity, administrative and movement restrictions, violence against humanitarians, and obstruction of civilian access to services continue to hamper access in Yemen. Data collection and analysis is seen as sensitive by all parties to the conflict. Whenever data analysis and publication is possible, most is sectoral, undertaken within the individual clusters. There is a need for more joint, integrated, and forward-looking analysis.

The ACAPS Yemen Analysis Hub was set up to conduct integrated analysis in support of humanitarian and development actors working on the Yemen crisis. Being a non-operational organisation, we strive to support the understanding of humanitarian needs and developments in Yemen by analysing available data in an unbiased and inter-sectoral manner.

We are building a dedicated team of analysts in Amman, supported by technical experts in secondary data analysis, needs assessment, scenario building, risk, and analysis capacity building to provide:

  • Thematic analysis to build a better understanding of context and needs
  • Forward-looking analysis, including scenario building
  • Local analytical capacity building through technical support and training, and
  • Support to local actors with data management and analysis.

OVERVIEW OF THE ROLE

The Data Analyst will work in the Yemen Analysis Hub to support the collection, analysis, publication and dissemination of data to support timely and quality analytical products for Yemen. The Data Analyst will also work alongside current data collection processes in Yemen, including by Clusters, UN agencies, international and national NGOs and other information management organisations, to support collective efforts to improve the quality, relevance, reliability and accessibility of humanitarian data related to Yemen. The Data Analyst will work under the supervision of the Senior Analyst, providing data processing and analysis, data visualization and GIS and spatial visualisation support for products released by the Yemen Analysis Hub. This is a new role and as such is subject to being further shaped and designed on the job. The post-holder will have to be a flexible and creative analyst, focused on delivering the right information required for decision-makers in Yemen.

KEY WORKING RELATIONSHIPS

The Data Analyst will work closely with ACAPS technical experts (roster or consultants) and staff based in Geneva. Additionally, the Data Analyst will work closely with analysis and IM external colleagues. The Data Analyst should also work closely with analysts in Geneva and other ACAPS hubs to ensure cross-learning and sharing of best practice.

QUALIFICATIONS

Generic professional competencies:

  • Relevant university degree or higher education in IT, cartography, information management, epidemiology, statistics or social science, GIS, etc (significant work experience can be accepted in lieu of academic qualifications)
  • At least three years of work experience in the field of information management and GIS
  • Reporting and synthesis skills
  • Experience of the UN Cluster System

    Technical Skills:

  • Good understanding of the principles of qualitative and quantitative analysis
  • Good understanding of the principles of statistical and demographic analysis
  • High level of familiarity with assessment tools, questionnaire and database design and information management concepts and techniques
  • Knowledge of assessment indicators for monitoring and evaluation in disaster contexts
  • Ability to work with, organise, analyse and maintain geographical data
  • GPS data collection and data processing skills
  • Cartographic skills, thorough use of desktop GIS and graphic packages such as Adobe suite, etc
  • Proven high level of expertise in using Microsoft Excel in formatting forms for assessment data entry
  • Solid background in statistics, data cleaning, analysis and exploration techniques
  • Excellent knowledge of database software: ACCESS, SQL and/or other statistical programmes
  • Solid background in data visualization, graph maps and table designs

    Context related skills, knowledge and experience:

  • Fluent written and oral communication skills in English
  • Excellent reading and writing skills, including excellent grammar, spelling and syntax abilities
  • Experience working with teams in remote management, conflict affected settings highly desirable
  • Knowledge of Yemen and/or displacement, conflict, social and economic dynamics in the Middle East desirable
  • Arabic language skills desirable

Mission information:

  • Location Amman with possible travel inside Yemen
  • 2 years contract
  • Start date:1 April 2019
  • The position will be paid according to ACAPS remuneration system, including relevant allowances. More information on the compensation package will be communicated during interviews
