In this role, and under the direct supervision of the Chief, Investigations Division and the overall direction and guidance of the Director, Internal Oversight Services (DIOS), you will be responsible for undertaking or coordinating as appropriate investigations into allegations of sexual exploitation and abuse, fraud and corruption, breaches of neutrality, and other misconduct throughout the Agency.
The main responsibilities include:
 Performing the following independently or as a member of a team:
 Undertaking or coordinating as appropriate, investigations of potential violations of rules, regulations, policies, procedures, standards, etc. including sexual exploitation and abuse, fraud and corruption, breaches of neutrality, and other misconduct throughout the Agency, applying and ensuring objectivity, impartiality and fairness throughout investigative processes in accordance with generally recognized international investigative standards and Agency guidelines;
 Reviewing and assessing complaints and allegations; formulating investigation plans, reviewing and analyzing all information to determine its relevance and reliability, conducting interviews of staff and other involved parties, recording interviews, obtaining and analyzing potential documentary and electronic evidence, conducting investigative research and determining the appropriate presentation of investigative results;
 Preparing reports and ad hoc briefs pertaining to investigations;
 Preparing recommendations for corrective action and improved controls and effectiveness or efficiency of UNRWA systems and operations;
 Coordinating with local officials, governments, and outside organizations and obtaining internal support such as interpreters to facilitate investigative work; reporting outcomes of investigations to Chief, Investigations Division;
 Providing advice on best-practice with respect to investigations;
 Supporting investigations carried out by Field Offices and HQ Departments or other offices including participating in Field Office Intake Committees, advising Field Office Directors on Terms of Reference and related plans for investigations; providing guidance on the conduct of such investigations in accordance with generally recognized international investigative standards and Agency guidelines;
 Providing support in the preparation of work plans and the establishment of priorities for the investigation function in the Agency including the prioritization of investigative work in consultation with his/her supervisor; monitoring and supporting the work of investigative teams to ensure that outputs meet the required quality standards and are delivered according to schedule;
 Developing and participating in the development of the office’s policy and procedural framework and best practices and other lessons learned from investigative work; ensuring that lessons learned from investigations are incorporated into the Agency policy and procedures and are shared widely at HQ Departments; assisting in the development and implementation of investigators training;
 Working and coordinating closely with the other control and monitoring functions as appropriate; assessing the potential for fraud and corruption in operational activities and making recommendations accordingly.
Conditions of service
UNRWA offers an attractive compensation package including annual salary starting at $72,637 net tax free with post adjustment of 45.6% (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

Work
experience
An advanced university degree from an accredited educational institution in law or a related field; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree;
Eight years of relevant experience applying internationally recognized investigation techniques in criminal or administrative inquiries, including two years of experience at international level outside your home country;
Language(s)
Fluency in oral and written English.
Desirable qualifications:
 Fluency in written and spoken Arabic is an asset;
 Formal training and/or certification in fraud examination or investigations methodology is an asset.
