CONSULTANCY – TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Administrative Support Consultant, HQ Amman, Jordan (local)

BACKGROUND

The Department of Security Risk Management (DSRM) supports the UNRWA mandate by providing guidance, support, training, and facilitating risk-informed decision making through ad hoc analysis for programmes in all environments. DSRM strives to ensure that crosscutting issues including gender and protection are integrated into all the Department’s initiatives and efforts by focusing on four main pillars:

  1. Capacity Building
  2. Operational Support
  3. ARC services (Analysis, Reporting, and Communication)
  4. Security Governance

DSRM engages with the Inter Agency Security Management Network to review policies, practices, budget, and resource related issues pertaining to the United Nations Security Management System that work to improve the efficiency of security risk management.

The consultant is responsible to the Director, Security and Risk Management (D/SRM). The position provides support to the DSRM and other department staff. The consultant reports directly to the Director, Security and Risk Management.

Description of Duties and Responsibilities

  • Provides support to DSRM as it relates to budget and financial issues; coordinates with the Finance Department to process expenditures for the Department of Security & Risk Management; establishes internal budget databases/monitoring for DSRM and tracks all expenditures and budget balance; provides a monthly status report on expenditures, balance and expenditure rates;
  • Proof-reads and formats audit, evaluation and security reports, other documents and spread sheets; prepares computer-aided diagrams, timelines, charts and presentations;
  • Develops and manages the DSRM filing system; maintains and updates the relevant databases, drives, and schedules; manages the Director’s schedule and other DSRM staff members’ schedules as required;
  • Takes minutes of staff meetings and other meetings as required; follows up with participants to ensure accuracy of minutes and circulates finalized minutes;
  • Assists in the preparation of yearly work plans; collects, compiles and analyses statistical data related to the Department;

minimum Qualifications and Experience

  • A university degree from an accredited educational institution in business administration, public administration or related field.
  • At least 4 years related experience in large local or international organizations
  • Training in office and/or business administration.

dESIRABLE QUALIFICATIONS

· Knowledge of the Agency’s regulations, rules and other administrative issues;

· Prior experience with UN organizations.

ComPetencies

· Ability to work in a team;

· Flexibility and willingness to learn new skills related to modern office procedures;

· Excellent knowledge of computer utilities, including MS Office applications;

· Budgetary, typing and filing skills;

· Very good written and spoken communication skills;

· Proven ability in establishing effective work relationships;

· Ability and willingness to take initiative;

· Good research, analytical and problem-solving skills; good judgment;

· Ability to plan own work and manage conflicting priorities;

· Ability to work under pressure;

CONDITIONS OF SERVICE

· The duration of the consultancy is 5 months, extendable according to performance and availability of funds;

· Remuneration for this consultancy will is equivalent to grade 14 level;

· The consultant will be based in Amman, Jordan.
