Job Description (Roles and Responsibilities)  

The British Embassy in Amman is seeking a highly motivated and enthusiastic individual for the position of Newton-Khalidi Fund Coordinator, Grade – B3 (L) to start as soon as possible.

Main Purpose of the job:

This is an exciting position working on the UK Government’s Newton Fund Programme (https://www.newton-gcrf.org/ ).

The Newton Fund in Jordan, named Newton-Khalidi Fund, was launched in November 2017 to develop science and innovation partnerships between the UK and Jordan with the aim of promoting the economic development and social welfare of Jordan. Newton-Khalidi Coordinator will work with the Newton-Khalidi Fund manager to ensure delivery of activities and achieving the overall objective of the fund in Jordan.

Main Responsibilities:

Programme Delivery (40%)

Support the Newton-Khalidi Fund Manager coordinating Newton Fund activities in Jordan

Assist with negotiations between UK and Jordanian partners on funding and programme solutions

Develop strong and positive relationships with UK and Jordanian stakeholders and programme delivery partners

Work proactively with British Embassy Amman colleagues from across UK government on delivering the UK partnership with Jordan

Manage the Newton Jordan programme budget and monitor programme spend by delivery partners

Monitor delivery of activities by UK and Jordanian programme delivery partners under the overall Newton-Khalidi Fund

Communications (30%)

Work with the Newton-Khalidi Fund Manager and the British Embassy Amman Communications Team to promote funding opportunities and calls when announced

Develop and implement a communication plan to reach out to researcher communities in Jordan and the UK and highlight successes/impact of the Newton-Khalidi Fund to the wider community in Jordan and the UK

Develop communications materials including presentations and social media content

Respond to enquiries from Jordanian and UK researchers regarding the Fund

Maintain database of Newton-Khalidi Fund alumni and attend events as required to build positive relations with potential and existing Newton-Khalidi Fund alumni

Administrative Support (30%)

Organise/coordinate meetings with Newton-Khalidi Fund stakeholders. Set agendas, prepare documentation and track delivery of actions

Provide limited administrative support as required/appropriate to UK delivery partners without a presence in Jordan

Assist British Embassy Amman Visits Officer with Science and Innovation/Newton-Khalidi Fund related activities for visiting senior officials, including ministers

Manage own administrative tasks and support the Newton-Khalidi Fund Manager on administrative tasks as required

Resource Managed:

No staff managed by this role.

Together with the manager, the expenditure managed for the financial year 21/22 is around £60,000 for implementation of the business plan for the team.

Essential qualifications, skills and experience  

Knowledge & Skills:

The successful candidate will have excellent communication skills as well as being a strong team player with partnering skills with a diverse range of customers.  This is a high-paced role and you will need to be resilient in order to deliver high standards of service in a challenging but rewarding environment.  We are looking for someone that can demonstrate:

Essential:

Fluent communication skills in English and Arabic language (both written and spoken, this will be tested).

Minimum 2 years of Project/Programme management experience, preferably with international stakeholders.

Candidate must hold a Degree level or above in the fields of Public Policy, International Relations, Sciences or Humanities.

Experience of providing administrative and logistical support.

Excellent presentation skills.

Ability to work well and have a flexible approach to work whilst under pressure.

Ability to work in fast-paced, high profile environments, and deliver to deadlines.

Computer literacy in Microsoft Office packages.

Desirable qualifications, skills and experience  

Knowledge of Jordan science and innovation landscape including government, academia and industry.

Confidence in dealing with a range of senior partners.

Experience of working in Jordan Higher Education/Research sector.

Other benefits and conditions of employment  

Working Hours and Remuneration: 

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances that will need to be agreed with the line manager. Standard working hours are from 08:00 to 15:30 from Sunday to Wednesday and 08:00 to 15:00 on Thursday. Due to COVID-19, our current policy is for all staff to work from home wherever possible.

Pay is on the Embassy B3 (L) scale, with a salary of JOD 1613 per month. Please note that your salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities.  If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary which is minus the deduction of an equivalent level of local tax.  Further information on this will be given to candidates at interview if necessary.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.

This position is offered on a full time, fixed term contract basis until 31st March 2022. The successful candidate will be subject to a 90-days probationary period.

We place a strong emphasis on learning and development.  You will be encouraged to undertake developmental training and get involved in corporate activities.  This role provides an excellent opportunity to build up programme knowledge and expertise and gain exposure to working across government.  You will have access to existing and new Project & Programme Management L&D as well as wider job-relevant L&D and support for your own personal development. You may have the opportunity to participate in annual reviews to assess the performance of CSSF programmes.

Have (or be willing to obtain) the right to live and work in Jordan. Candidate’s residence permit and work permit, and the expense to obtain them, will be their own responsibility.
