The Syria Recovery Trust Fund (SRTF) is a dynamic organisation with an entrepreneurial spirit that carries a highly demanding mandate: to alleviate the suffering of the Syrian people and to help stabilise communities in the aftermath of ISIS withdrawal. It requires seasoned professionals who can take their skills and apply them to the most demanding of contexts – in newly liberated areas from ISIS in eastern Syria.

The SRTF is an international, multi-donor trust fund that was established in September 2013 to finance recovery and rehabilitation activities aimed at alleviating the suffering of the Syrian people affected by the conflict. The Stabilisation Unit of the SRTF was established in September 2017 to finance community stabilisation activities in newly liberated areas from ISIS.

The governance structure of the Fund consists of a Steering Board that defines overall Fund strategic direction and policies, a Management Committee that decide on funding proposals and a robust Management Unit (MU), responsible for running of the Fund from initiation, vetting and submission of project proposals, procurement on behalf of some Syrian Implementing Entities some, to subsequent monitoring of progress and reporting of results and outcomes. The MU is currently registered in Turkey as SRTF Management A.S. (Syria Inc.) The Stabilisation Platform of the SRTF will be managed from a satellite office in Erbil, Iraq. A Director General (DG) and a Chief Operating Officer (COO) lead the MU.

The SRTF is creating a new team to support community stabilisation efforts in eastern Syria. The Stabilisation Unit seeks to hire a Procurement and Logistics Section Head to oversee all operational activities for procurement of in-kind assistance (within Syria or a third country) and logistics (including cross-border movement of assistance from a third country into Syria). The Section Head will manage a multi-national team in multiple countries.

Key responsibilities of the Stabilisation Unit Procurement and Logistics Section Head

Under the management of the DG/COO and the direct supervision of the Director for Stabilisation Programming, the Procurement and Logistics Section Head will direct and manage both logistics and procurement operations which are responsible for all procurement of assistance and delivery to and within Syria. The position will require effective managing of all procurement and logistics team members working in multiple countries to ensure timely delivery of assistance within Syria.

Management competencies

Manage a fast-paced, multi-national team that sits astride two (possibly three) countries that requires effective delegation, high-level strategic management, and a roll-up-the-sleeves mentality to ensure operations stay on track;
Manage the contract for the outsourced procurement agent and logistics firm to ensure that operations are carried out efficiently and cost-effectively;
Supervise and coordinate the staff members of the procurement and logistics teams for timely preparation of tender documents for submission, discussion, approval and publication;
Manage a multi-national team that is responsible for all procurements for the SRTF while simultaneously ensuring timely deliveries through strong management of supply chains and supporting staff; and
Supervise all Procurement Section Staff and ensure that established procedures in the SRTF Operations Manual are being followed, as directed by the SRTF Director General (DG) or the COO.
Operations capacities

Introduce an effective organisational structure in the procurement and logistics divisions for achieving a results-based operation and delivery of assigned tasks;
Contribute to the production of budgets, cash flow, procurement and logistical needs and work plans, and the timely preparation of required reports on progress of works;
Organise and supervise the establishment and maintenance on a database of potential markets and suppliers for goods and services to be funded by SRTF and to be procured via the management Unit (the technical establishment of the database will be supported by an IT-expert);
Coordinate with the Director of Stability Programming and Director of Finance and Administration in the development of procedures for effective and timely implementation of approved projects;
Through management of the logistics team, ensure sufficient buffer stocks remain available in SRTF warehouses in two countries;
Maintain adherence of tender procedures to SRTF Operations Manual, Procurement Manual and Strategy Paper; and
Report on outcome, issues and progress on the planning and delivering of goods to IEs
Reporting

The Procurement and Logistics Section Head will be responsible for the following reporting requirements:

Participates and submit progress report during the weekly Stabilisation Unit meeting;
Prepare and submit project status and progress for active projects in all Sectors to be included in the overall PS reporting for newsletters and the MUs quarterly report;
Present monthly warehouse inventory reports to the COO and programme teams; and
Adhere to Management Unit’s regulations on security and confidentiality.
Supervision and guidance received

Provide direct line management to two (2) Procurement Coordinators and three (3) Logistics coordinators;
Manage the Procurement agents and logistics firm outsourced contracts;
The Incumbent shall work under the direct supervision and reports directly to the Director of Stabilisation Programming of the SRTF; and
Attend to any special tasks or assignments as may be directed by the DG and/or the COO.
Qualification

The Procurement and Logistics Section Head is a critical position within the Stabilisation Unit. The position reports directly to the Director of Stabilisation Programming. The incumbent will have the following:

Advanced university degree in Technical or Management related disciplines. Professional accreditation from renown management institution or university required;
Minimum 10 years professional experience working with an international development entity (UN, INGO, IO, etc.) or with the private sector working in procurement and/or logistics firm;
Preferred 7 years experience working in conflict settings managing the delivery of assistance amidst highly insecure environments;
8 years of demonstrated management experience with at least 7 years including managing line managers and leading multi-disciplinary, multi-national and cross-sectoral teams;
Computer literacy in basic software applications, (Microsoft office, MS Project, Primavera, etc.); and
Business proficiency English is required. Proficiency in Arabic is preferred.
