Position Summary:
Candidates will provide Economic Research and Analysis support to the Government of Jordan (GoJ) Ministry of Planning and International Cooperation (MoPIC) and the MoPIC Secretary General (SG) given the changing dynamics in the Jordanian economy. The incumbent, working under a contract supporting the U.S. Agency for International Development (USAID) in Jordan, is expected to gather data from multiple sources, be able verify the validity of the data, and run the requested/needed analysis. She/he is also expected to develop position/decision papers that would enable MoPIC and the GoJ at large to respond to current and future shocks.
The overall goal of this advisory position is to support the Ministry’s need for quality research to provide the MoP-IC Minister and SG with enough evidence to support strategic actions in a short-turnaround time, while also sup-porting multiple tasks at the same time. The incumbent should be able to conduct qualitative and quantitate data analysis from sources such as the Department of Statistics and others, and to integrate the findings of the research in all of the Minister’s briefing material and MoPIC’s communication outlets.

Primary Responsibilities:
The incumbents will support the Minister and the SG, along with the relevant MoPIC departments and units such as the Reform Secretariat with producing strategic debriefing, position documents, and better communication documents to support the Minister’s international cooperation efforts across the board. She/he will work on providing better communication to GoJ entities, as well as the Jordanian public and international partners on foreign aid and its impact in consultation with Jordan’s key development partners. This will need to be done in close coordination with the Minister and the Secretary General (SG), and the MoPIC Media Unit.

Additionally, working in coordination with the MoPIC Research and Analysis Unit, the incumbent will conduct regular research and economic intelligence analysis to keep up with evolving trends in Other Development Agencies’ (ODA) policies, financing for development, and financing of the Sustainable Development Goals.

Other responsibilities will include working with the MoPIC International Cooperation Department and Development Gateway, the Aid Flow Information System (AFIS) implementer, to introduce additional functionalities to the system that are in line with the Organization for Economic Co-operation and Development’s (OECD) Development Assistance Committee’s (DAC) most recent upgrade in assistance reporting to include grant equivalent calculations, Total Official Support for Sustainable Development, and humanitarian aid. The incumbent will also oversee and ensure the regular population of AFIS from both the government and donor ends to allow for its long-term adoption and utilization in an organic and sustainable manner.

Specific Deliverables:

  • The incumbent will provide weekly update reports to the USAID/Jordan Office for Economic Development and Energy (EDE).
  • The incumbent is expected to have bi-weekly calls with the EDE team and to share (after clearance from MoPIC) all scopes of research assignments from MoPIC.
  • The incumbent is expected to work with MoPIC to develop a 30-day priority plan to also be shared with the EDE team.

Education & Minimum Qualifications:

  • Bachelor’s degree in a relevant field.
  • At least 10 years of experience in economic research and analysis, experience working within the Jordanian economy context is preferred.
  • Experience designing and working on economic recovery research and best practices modularity for recovery is also preferred.
  • Experience in economic policy development is desirable.
  • English language proficiency is required.
  • Incumbent should be able to work a majority of the time during the hours of 9:00-17:30 Amman local time
  • Preferred Qualifications:
  • An advanced degree in a relevant field.
  • Arabic proficiency is strongly preferred.
  • Interest and background in Stabilization and Transition programs.
  • Prior work experience in Jordan.Core Competencies:
