Senior Researcher, KOIS Invest Refugee Livelihoods DIB, Jordan

Proposal Objective:

KOIS has designed a Development Impact Bond (DIB) to provide multi-year financing to livelihood programs which benefit both refugees and host populations in the context of the Syrian crisis. The “Refugee DIB” aims to significantly contribute towards shifting the needle in favor of inclusive and sustainable approaches to the economic empowerment of refugees.

The first phase of the “Refugees DIB” will support Near East Foundation (NEF) to scale up and strengthen a vocational and micro-enterprise training program in Jordan over three ½ years. The main components of the livelihood program include business skills and vocational training, cash grants, as well as the provision of supplementary services such as networking groups and coaching sessions.

KOIS is seeking to procure the services of an evaluation team to implement an outcomes evaluation of the Refugees livelihood DIB. The evaluation framework has been designed and agreed upon by the DIB’s outcome funders and investors. The anticipated period of performance for the evaluation is June 2020 – April 2024.

Position Description:
SI is seeking a Senior Researcher who will provide technical support and TVET expertise in both research and evaluation of the Refugees livelihood DIB evaluation. The anticipated period of performance is four years (June 2020 – April 2024). This is not a full time position, and the LOE is anticipated to be relatively low. This position will be based in Jordan.

Please note: Only candidates with Jordanian citizenship will be considered.**

Responsibilities:

• Provide the evaluation team subject matter expertise on technical and vocational training, workforce development and education programming in Jordan.
• Conduct research to streamline the implementation of the evaluation.
• Develop evaluation methodologies and data collection instruments as well as sampling methodologies, and spearhead qualitative data collection.
• Collect and manage qualitative data, including designing data collection tools and conducting focus groups and key informant interviews.
• Contribute to the development of the final evaluation design report

Qualifications:

• ​Advanced degree in education, business, economics, development studies, or similar field.
• Minimum of seven (7) years of experience in research and evaluation, with a focus in technical and vocational education, workforce development, human resource development, employment, and/or entrepreneurship.
• Demonstrated experience conducting both quantitative and qualitative data analysis, providing oversight of data collection activities, and designing evaluation tools.
• Experience with research methods and longitudinal studies in the technical and vocational training sector.
• Computer literate and possess superior oral and written communication skills.
• Fluency in written and spoken English required.
