The Middle East Regional Office (MERO) based in Amman, Jordan was created in January 2014 as part of NRC’s reorganization process. We currently have more than 3,000 staff in the Middle East region assisting people displaced by conflict in Syria, Iraq, Lebanon, Libya, Jordan and Palestine. Our work is concentrated on the shelter, education, food security, legal assistance and water, sanitation and hygiene sectors with strong protection and resilience focus integrated into our programs.

NRC operations in the Middle East have grown significantly in recent years. With large operations in such fluid contexts, the NRC Middle East Regional Office has a stimulating and rewarding work environment, a collaborative workforce and genuine place of passion responding to crisis in the region.

Duties and responsibilities

The purpose of the Regional roving HR Adviser is to support the country offices (COs) in the implementation of global HR systems and initiatives in accordance with NRC policies and procedures and to support building sustainable capacity in HR structures and systems in Country Programmes. The regional Roving HR Adviser will be required to undertake tasks to provide a variety of HR support, development and training functions and undertake shorter-term missions to NRC country programmes.
The following is a brief description of the role.

Generic responsibilities

  • These responsibilities are the same for all positions with the same title. The responsibilities shall be short and essential.
  • Compliance and adherence to NRC policies, guidance and procedures
  • Provide strategic advice and technical support to the Country Offices in the region on HR
  • Support and monitor compliance with the HR handbooks and NRC policies, and respective quality assurances
  • Provide control checks to the COs to ensure compliance to the HR handbook, pre-agreed through travel visits to the country offices
  • Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting
  • Ensure that best practices are identified, documented and disseminated both within the region and beyond
  • Participate in strategy processes and advise on HR initiatives related to the regional strategy and Country programme specific strategies
  • Participate in strategy process for HR Global and take part reference groups for new HR initiatives or thematic issues established by HR Global
  • Provide training and capacity development across Country Offices in the region and the Regional Office
  • Provide regular HR analysis and reports
  • Responsible for oversight of recruitment processes of international staff and senior national staff according to NRC’s procedures and standards

Specific responsibilities

  • Rapid deployment to Country offices and/or field offices for support during crisis and critical incident.
  • Act as the interim HR Regional Adviser/Manager in country of deployment establishing NRC standards, or acting HR /Regional Adviser/Manager in an existing country programme
  • Coach, advice and support CO HR focal points and senior managers on global HR initiatives including Talent Management, Compensation and Benefits, Organisational
  • Design, Employee Relations and Staff Care
  • Develop and contribute to the implementation of an action plan with the objective to increase nationalisation of management positions (Coordinator level and above) in the region
  • Share best practises on operative HR issues with other HR advisers in NRC, through regular fora for cooperation (operative issues)
  • Undertake other relevant types of missions upon request from the Regional Office

Knowledge, Experience & Skills that will help you succeed in this role

  • Minimum 5 years of experience from working as a senior HR Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Additional Information

  • Contract period: 6 months with potential for extension
  • Salary/benefits: According to NRC’s salary scale and terms and conditions.
  • Duty station: Flexible. The position holder will be expected to travel 75% of the time to NRC Middle East operational areas.
